After hearing that there were phosphate mines in Jiangchuan District, he went to step on the spot many times, and then entrusted Li Mou of Fuyuan County, Qujing City, to rent excavators and trucks to steal phosphate mines at designated locations. In the early morning of May 9, Wu, Yang and others, without a mining license, directed drivers to drive excavators and trucks to Jiangchuan District to steal phosphate ore by telephone, intending to transport the stolen phosphate ore to Jinning District for sale, but they were caught in transit. After weighing, Wu, Yang and others stole more than 190 tons of phosphate ore, involving a value of more than 240000 yuan.
