On September 1, Inner Mongolia began to implement the Regulations on Promoting the Construction of National Important Energy and Strategic Resources Bases in Inner Mongolia Autonomous Region, encouraging traditional gas stations and gas stations to build integrated transportation energy service stations for oil, gas, electricity and hydrogen. Chapter I General Provisions

Article 1 In order to build an important national energy and strategic resource base and standardize the development and utilization of energy and strategic resources, To promote the high-quality development of energy and strategic resources industries and ensure the security of energy and strategic resources, these Regulations are formulated in accordance with the relevant laws and regulations of the State and in light of the actual situation of the autonomous region. Article

2 These Regulations shall apply to the promotion of the construction of important national energy and strategic resource bases and related activities within the administrative region of the autonomous region. Article

3 To build an important national energy and strategic resource base, we should take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, adhere to the leadership of the Communist Party of China, firmly grasp the strategic orientation of the Party Central Committee for Inner Mongolia, completely, accur ately and comprehensively implement the new development concept, and take the cultivation of the consciousness of the Chinese nation's community as the main line, so as to promote the development of Inner Mongolia. Guided by ecological priority and green development, we should promote the transformation and upgrading of traditional energy industries, vigorously develop green energy, strengthen the protective development, high-quality utilization and standardized management of strategic resources such as rare earths, strengthen the local deep processing of energy resources, expand and strengthen important national energy bases, and develop strategic resource industries. Article

4 The autonomous region shall further promote the energy revolution, strengthen the clean and efficient utilization of coal, intensify the exploration and development of oil and gas resources and increase reserves and production, speed up the planning and construction of a new energy system, and improve the production, supply, storage and marketing system. Article

5 The autonomous region shall establish a coordination mechanism for the construction of important national energy and strategic resource bases, establish a work coordination body, which shall be responsible for coordinating and promoting the implementation of the work related to the construction of important national energy and strategic resource bases, and study and solve important problems and major issues in the work. Article

6 People's governments at or above the county level shall strengthen their leadership over the construction of important national energy and strategic resource bases and urge relevant departments to perform their supervisory and administrative duties in accordance with the law. The departments of energy, natural resources, development and reform, industry and information technology, science and technology, finance, human resources and social security, housing and urban and rural construction, ecological environment, transportation, water administration, commerce, supervision and management of state-owned assets, forestry and grassland of the people's governments at or above the

county level shall be responsible for the construction of urban and rural areas. They shall, within the scope of their respective responsibilities, perform their duties of supervision and management of the construction of important national energy and strategic resource bases within their respective administrative areas according to law. Article

7 The people's government of the autonomous region shall organize the competent departments of energy and natural resources to formulate the energy planning and mineral resources planning of the autonomous region in accordance with the comprehensive energy planning and mineral resources planning of the whole country, and supervise and inspect the implementation of the planning. Article

8 The development and utilization of energy and strategic resources shall strengthen the implementation of the main responsibility for production safety, adhere to the principle of safety first, prevention first and comprehensive management, establish and improve rules and regulations for production safety, strengthen supervision and management of production safety, implement the responsibility of territorial supervision and department supervision, ensure investment in production safety, and prevent and reduce production safety accidents. Article

9 The autonomous region shall coordinate the promotion of carbon reduction, pollution reduction, greening and growth, organically integrate the development and utilization of energy and strategic resources with the protection of the ecological environment, and improve the compensation mechanism for pollution control, ecological restoration, land reclamation and ecological protection of major construction projects of energy and strategic resources. Units and individuals

engaged in the development and utilization of energy and strategic resources shall abide by the provisions of relevant laws and regulations on environmental protection, reduce consumption, control and prevent pollution, reduce greenhouse gas emissions, and fulfill the obligations of pollution control, ecological protection or land reclamation according to law.

The mining right holder shall, in accordance with the relevant provisions of the state and the autonomous region, fulfill Article 10 of the Green " to build an important national energy and strategic resource base. It shall conform to the requirements of territorial spatial planning and use control, and strictly adhere to the three control lines of cultivated land and permanent basic farmland, the red line of ecological protection and the boundary of urban development. Chapter

II Clean and Efficient Utilization

of Coal Article 11 The autonomous region shall take measures to strengthen the safe, green and intelligent mining of coal and the clean, efficient and intensive utilization of coal, comprehensively promote the transformation of energy saving and carbon reduction, flexibility and heating of coal and electricity, develop modern coal chemical industry, build a coal-based industrial chain, and promote the development of coal and electricity. Realize stable production and supply of coal and increase the value of conversion. Article

12 The autonomous region shall coordinate the carrying capacity of the ecological environment and the conditions for the occurrence of coal resources, integrate coal resources, revitalize the resources of blank corners and cracks in mining areas, optimize the distribution of coal production capacity, release advanced coal production capacity in an orderly manner, eliminate backward production capacity, establish a long-term mechanism for the green development of coal mines, promote the construction of modern coal mines, and promote the increase of coal mines. Build an intensive and efficient coal supply base. Article

13 The autonomous region shall formulate a support policy for mine optimization system, improve the standard system for the construction of green intelligent coal mines, improve the support policy system for the development of intelligent technology, equipment and talents in coal mines, and speed up the intelligent transformation of coal mines. Article

14 The autonomous region shall formulate and improve policies for the comprehensive utilization of resources such as coal gangue, mine water and underground gas extraction in coal mines, as well as for the ecological control and restoration of mining areas, and encourage the development and construction of new energy and energy storage projects in coal mining subsidence areas and open-air dumps. Article

15 The autonomous region shall coordinate the security and capacity building needs of the power system, scientifically and rationally determine the scale of coal-fired power, optimize and adjust the distribution of coal-fired power, combine it with the development and utilization of new energy sources, adhere to the priority of transformation and upgrading, and strictly control incremental coal-fired power projects. In areas where it is really necessary to add new coal-fired units, we should moderately develop supporting coal-fired power units to ensure safety and cogeneration units to ensure people's livelihood. Article

16 The autonomous region shall take measures to promote the green and intelligent transformation of traditional coal-fired power plants, apply new modes such as multi-energy complementarity, source-network-load storage and virtual power plants, promote the coupling development of traditional coal-fired power plants and new energy sources, and realize the green and low-carbon supply of electricity. Article

17 The autonomous region shall comprehensively promote advanced and applicable energy-saving and emission reduction technologies, implement energy-saving and environmental protection standards, adopt advanced power generation technologies such as ultra-supercritical technology, thoroughly implement ultra-low emission and energy-saving upgrading and transformation of coal-fired units, eliminate backward coal-fired units in a planned way, improve the overall energy efficiency of coal-fired power, and establish an advanced and clean coal-fired power system and urban heating system. Article

18 The autonomous region shall take measures to promote the local deep processing of coal resources, focus on the national energy strategic technology reserve and capacity reserve, adjust and improve the policy of classified transfer of coal for chemical raw materials, and construct modern coal chemical projects and industrial demonstration zones with high quality. Article

19 Encourage and support the development of the whole coal-based industrial chain, accelerate the extension of modern coal chemical industry, coal coking and other projects, promote the extension of the industrial chain to high-end direction, products to new materials, chemicals and other refined direction, promote the transformation of coal from fuel to both fuel and raw materials, and promote the clean and efficient use of coal. Article

20 Encourage the development of comprehensive utilization industries of fly ash such as extraction of alumina and aluminum-silicon alloy from high-alumina fly ash, and build a national base for comprehensive utilization of fly ash resources. Chapter

III Oil and Gas Development and Utilization

Article 21 The autonomous region shall take measures to intensify the exploration and development of oil and gas resources, promote projects such as controlling the decline of oil and gas fields, improving oil recovery, stabilizing production and increasing production, so as to increase oil and gas reserves and production and enhance oil and gas supply capacity. Article

22 The autonomous region shall take measures to accelerate the exploration, development and utilization of unconventional oil and gas resources such as shale gas and coalbed methane, and promote the construction of projects such as coal-based oil and gas and helium extraction from natural gas. Article

23 The autonomous region shall take measures to enhance the clean and efficient exploitation capacity of oil and gas fields, promote the transformation and upgrading of the refining and chemical industry, and increase the synergy of pollution reduction and carbon reduction. Article

24 The autonomous region shall improve the mechanism for the coordinated development of energy resources such as oil and gas, wind energy and solar energy, encourage enterprises to use their own construction land to develop new energy sources such as wind energy and solar energy and build distributed energy facilities, and build a multi-energy integrated regional energy supply system in the oil and gas field area.Article

25 The autonomous region shall implement the requirements of the state for the establishment of coal-based oil and gas production capacity and technical reserves, rationally plan and lay out the construction of coal-based oil and gas projects, steadily promote the pilot demonstration and upgrading of coal-based oil and gas, and promote the healthy development of coal-based oil and gas industry in order to enhance the ability of energy self-support and promote the clean and efficient utilization of coal. Provide strategic support capability for oil and gas supply. Article

26 The autonomous region shall take measures to improve the oil and gas pipeline network facilities, promote the interconnection of relevant pipelines, promote the integration of natural gas pipelines in the region into a national network, and improve the support capacity of the pipeline network system. Article

27 Traditional gas stations and gas filling stations are encouraged to build integrated transportation energy service stations for oil, gas, electricity and hydrogen. Article

28 Strengthen the popularization and demonstration of carbon dioxide capture, utilization and storage technology, expand the application of carbon dioxide flooding technology, and explore the use of oil and gas exploitation to form underground space for carbon dioxide storage. Chapter

IV Development and Utilization

of New Energy Article 29 The autonomous region shall list the development and utilization of new energy as a priority area for energy development, scientifically and rationally formulate the total target for the development and utilization of new energy, take corresponding measures to promote the establishment of the new energy market, give full play to the advantages of the new energy industry, and make every effort to develop the modern energy economy. Article

30 The autonomous region shall innovate the mode of development and utilization of new energy, accelerate the construction of a new power system with new energy as the main body, deepen the reform of release and control clothing in the field of new energy, improve relevant supporting policies to support the development of new energy, support and guide the healthy and orderly development of new energy industry, and ensure the reasonable space demand for the development of new energy. Give full play to the ecological and environmental protection benefits of new energy. Article

31 The competent energy department of the people's government of the autonomous region shall, in accordance with law and in conjunction with the relevant departments at the same level, draw up plans for the development and utilization of renewable energy in the autonomous region, follow the principles of adapting measures to local conditions, overall consideration, rational distribution and orderly development, and make overall arrangements for the development and utilization of new energy sources such as wind energy, solar energy, hydrogen energy, nuclear energy and biomass energy. Article

32 The autonomous region shall promote the construction of large-scale wind power and photovoltaic bases as a whole, accelerate the construction of large-scale wind power and photovoltaic bases focusing on desert, Gobi and desert areas, and build large-scale wind power and photovoltaic bases in areas rich in new energy resources. Article

33 Encourage the development of planting, forestry, eco-tourism agriculture and desert economy in photovoltaic areas by means of photovoltaic ecology, complementary agriculture and light, and complementary forest and light, so as to promote rural revitalization. Article

34 The autonomous region shall take measures to promote new industries with new energy, promote the application of new energy in diversified scenarios, and promote the substitution of green electricity with a high proportion of energy in key industries and key parks. Through the integration of source, network, load and storage, integration of wind and solar hydrogen production, renewable energy substitution of coal-fired self-owned power plants, green power supply in the park, flexible transformation of thermal power, full self-use and other market-oriented ways to absorb new energy, the local absorption capacity of new energy will be enhanced. Industrial parks are

encouraged to build demonstration projects of low-carbon industrial parks. By means of self-built distributed energy, green power trading and green certificate trading, the new electricity demand of the park is mainly met by new energy, and the overall energy efficiency of the park is improved. Article

35 The autonomous region shall take measures to promote technological, product and application innovation in the hydrogen energy industry, concentrate on breaking through technological bottlenecks, enhance the stability and competitiveness of the supply chain of the industrial chain, and strengthen the prevention and control of major risks in the whole industrial chain. Article

36 The autonomous region shall take measures to promote the construction of a clean, low-carbon and low-cost multi-element hydrogen production system, focusing on the development of renewable energy hydrogen production and strictly controlling fossil energy hydrogen production. Make full use of industrial by-product hydrogen resources such as coke oven gas and chlor-alkali chemical tail gas, promote the recovery, purification and utilization of industrial by-product hydrogen, lay out new energy hydrogen production projects in areas with hydrogen absorption capacity, promote the large-scale development of new energy hydrogen production, and cultivate blue hydrogen and green hydrogen production bases. Article

37 The autonomous region shall take measures to explore the commercial path of hydrogen energy utilization, guide the standardized development of the industry, actively and orderly carry out the application demonstration of hydrogen energy industry, accelerate the research and application of H ydrogen energy in transportation, chemical industry, metallurgy and other fields, promote the application of hydrogen fuel cell heavy trucks and buses, and promote the production and synthesis of green hydrogen. Demonstration of green hydrogen metallurgy will be carried out to promote the commercial application of green hydrogen chemical industry and green hydrogen metallurgy. Article

38 The autonomous region shall take measures to promote the construction of new energy equipment manufacturing bases, focus on the wind and solar hydrogen storage industry chain, introduce leading equipment manufacturing enterprises, cultivate specialized, special and new small and medium-sized enterprises, form the market supply capacity of the whole industry chain to meet the needs of the region, supply the surrounding areas and radiate the whole country, and build a national base for new energy equipment manufacturing. Chapter

V Green and Safe Development and Utilization

of Strategic Resources Article 39 The autonomous region shall take measures to give full play to the advantages of strategic resources, promote the rational and orderly development of strategic resources, coordinate the development and protection, and realize the full connection between the control lines such as the red line of ecological protection and the strategic resource areas. Article

40 The autonomous region shall take measures to promote the green and intensive utilization of strategic resources, accelerate the integrated development of mining, dressing, smelting and processing of strategic resources, form a development and construction mode of rational mining, centralized dressing, fixed-point smelting and nearby processing and transformation, and promote the development of strategic resources in the direction of total amount management, scientific allocation, comprehensive conservation and high-value utilization.

We will improve the secondary strategic resource recycling system and policy system, speed up the construction of strategic resource recycling bases, and promote the construction of demonstration projects for comprehensive waste disposal with high environmental protection standards and advanced technology. Article

41 The autonomous region shall take measures to intensify the exploration of strategic resources, focusing on the exploration of iron, lithium, copper, gold, niobium, tantalum, rare earth, rare metals, rare and scattered metals and other strategic minerals that are in short supply and emerging in the country. We will carry out deep and peripheral prospecting operations for rare earth, tin, gold, uranium, nickel and fluorite mines in accordance with the law, and extend the service life of the mines. Article

42 The autonomous region shall take measures to optimize the structure of mines, control the number of mines, increase the proportion of large and medium-sized mines, and shut down mines with backward technology, serious waste of resources and environmental pollution, which do not meet the conditions for safe production according to law.

New mines shall be planned, designed, constructed and operated in strict accordance with the green mine construction standards. Production mines should implement green upgrading and transformation, strengthen the operation and management of tailings reservoirs, and prevent and resolve environmental and safety risks. Article

43 People's governments at all levels shall strengthen the protection of strategic resources according to law. Before

the construction of railways, factories, reservoirs, oil pipelines, transmission lines and various large buildings or buildings, the construction unit shall inquire the competent department of natural resources about the distribution and exploitation of important mineral resources in the area where the proposed project is located. If strategic resources are involved, they should be avoided according to law. It shall not be covered without the approval of the department authorized by law. Article

44 The exploration and mining of strategic resources shall adopt advanced and applicable technologies, equipment and products, and select environmentally friendly and safe exploration and mining technologies and methods, so as to avoid or reduce the damage to resources and the ecological environment. The use of technologies, equipment and products that are explicitly eliminated by the State shall be prohibited. When engaging in resource exploration and exploitation activities in sensitive areas of ecological environment, relevant control requirements shall be met, and protective measures such as avoidance, mitigation and timely restoration and reconstruction shall be taken to prevent environmental pollution and ecological damage. Article

45 While exploiting strategic resources, paragenetic and associated minerals of industrial value shall be exploited and utilized in a comprehensive manner under unified planning, so as to avoid waste; It shall adopt effective protective measures to avoid loss and damage to ores that cannot be mined in a comprehensive way or that must be mined simultaneously but cannot be comprehensively utilized for the time being, and to tailings containing useful components. Chapter

VI Development and Utilization

of Rare Earth Article 46 The autonomous region shall protect and rationally develop and utilize rare earth resources according to law, standardize the development of the whole rare earth industry chain, and build the largest rare earth new material base in China and the leading rare earth application base in the world. Article

47 The autonomous region shall take measures to intensify efforts to tackle key scientific and technological problems in the utilization of rare earth, support scientific research institutes, institutions of higher learning and enterprises to tackle key core technologies in key areas such as green smelting and separation of rare earth and new materials and applications of rare earth, promote the transformation and application of major scientific and technological achievements, and break through key technical bottlenecks in technology, equipment and materials. Article

48 The autonomous region shall take measures to promote the extension of the rare earth industry chain, develop the industrial application of rare earth materials, encourage the development of rare earth deep processing and application industries, high-end rare earth applications and intelligent and green projects, improve the quality of new rare earth materials and the level of intelligent manufacturing, and strengthen the rare earth industry chain. Article

49 The autonomous region shall take measures to promote the comprehensive transformation of the rare earth industry, carry out the actions of carbon neutralization, energy saving, consumption reduction and emission reduction in the rare earth industry, implement intelligent technological transformation of production links, and promote the construction of large data platforms, industrial Internet and product trading platforms in the rare earth industry. Article

50 The autonomous region shall take measures to give full play to the leading role of rare earth enterprises, enhance the conversion rate of rare earth processing in situ and increase the output value of rare earth industry. Article

51 Investment in the construction of rare earth mining and dressing projects or rare earth smelting and separation projects shall go through the approval formalities according to law. Without approval, no unit or individual may invest in the construction of rare earth mining or rare earth smelting and separation projects. Article

52 Encourage and support the use of environmentally friendly technologies and processes to recycle secondary resources containing rare earth.

Comprehensive utilization enterprises shall not use rare earth products other than secondary resources containing rare earth as raw materials to engage in smelting and separation production activities. Article

53 No unit or individual may purchase or sell rare earth products that are illegally mined, selected, smelted or separated. Chapter

VII Construction

of Production, Supply, Storage and Marketing System Article 54 The autonomous region shall take measures to promote the construction of a safe and reliable energy supply security system, strengthen the energy security capacity, improve the quality of energy supply, stabilize the energy delivery capacity, and ensure the safe and stable supply of coal, electricity, oil and gas. Article

55 The autonomous region shall improve the mechanism of energy development and utilization, change the mode of energy development, and support enterprises, Gacha village collectives, farmers and herdsmen to participate in the construction of energy projects and share the benefits of energy development by investing in the right to use construction land, the right to use collective non-public welfare construction land and the right to land contractual management. Article

56 The autonomous region shall coordinate the needs of power system security, new energy development and people's livelihood heating security, scientifically arrange supporting power supply projects to ensure power supply security and regulatory power supply projects to promote new energy consumption, and promote the transformation of coal-fired power from main power supply to basic guaranteed and system regulated power supply. Article

57 The autonomous region shall strengthen the planning of new energy sources and the overall coordination of power grids. Wind power " Article 58 The autonomous region shall take measures to promote the construction of a high proportion of new energy transmission channels, increase the scale of new energy transmission through the stock channels, and increase the number of new energy transmission channels. We will promote the integration of wind, solar, fire and storage in AC UHV and point-to-point network transmission channels, and increase the proportion of new energy in DC UHV and AC UHV transmission channels.

We will improve the mechanism for green power transmission and consumption, carry out medium and long-term transactions for wind, solar and fire bundled transmission, promote cross-provincial and cross-regional power transmission and price determination through consultation between the two parties or through market-oriented transactions, support new energy power generation enterprises to participate in inter-provincial spot transactions, and promote cross-provincial and cross-regional consumption of new energy power. Article

59 The autonomous region shall take measures to optimize the main grid structure of the power grid, implement the project of strengthening the grid, focus on the construction of power grid projects to improve the transmission capacity of the grid section, meet the demand for new energy transmission and improve the mutual aid capacity of regional power, promote the extension of the ultra-high voltage grid structure to the border areas and the end of the power grid, and strengthen the power grid. Moderately advance the planning and layout of the construction of the main grid and new energy supporting projects, and promote the intelligent transformation of the grid and the construction of smart micro-grid. Article

60 The autonomous region shall comprehensively promote the construction of energy reserve capacity, and promote the establishment and improvement of the coal, electricity, oil and gas reserve system and the coal emergency reserve capacity system. Article

61 The autonomous region shall take measures to strengthen the construction of emergency standby power supply, implement the black-start transformation of coal-fired power plants at key nodes of the power grid, promote the conversion of retired units into emergency standby power supply according to the principle of retreating without dismantling, lay out emergency power supply for disaster preparedness, and enhance the power emergency support capacity under extreme circumstances. Article

62 The autonomous region shall take measures to enhance the regulation capacity of the power system, promote the flexible transformation of coal-fired units in an orderly manner, and promote the construction of energy storage power stations such as pumped storage. Establish and improve the capacity compensation mechanism of new energy storage power stations, promote the market-oriented, industrialized and large-scale development of new energy storage, encourage and support the construction of independent or shared energy storage power stations in key nodes of power grids and remote areas, encourage and support new energy storage power stations to participate in the market of electric energy and ancillary services, and new energy power stations should be equipped with energy storage facilities in accordance with the provisions of the state and autonomous regions. Article

63 The autonomous region shall take measures to improve the level of energy infrastructure and public services in rural and pastoral areas, improve the efficiency of energy use in production and living, strengthen the guarantee of clean energy in rural and pastoral areas, increase the supply of clean and high-quality energy, increase the proportion of clean energy in energy consumption, and improve the cooking and heating of farmers and herdsmen. Implement the project of consolidating and upgrading the power grid in rural and pastoral areas, continuously strengthen the construction and transformation of the power grid, improve the level of power security, and promote the upgrading of energy electrification. Article

64 The autonomous region shall take measures to strengthen cooperation and exchanges in the field of energy and deepen all-round cooperation with Russia, Mongolia and surrounding provinces in coal, electricity, oil and gas. We will promote domestic and international cooperation and exchanges in the field of new energy and new materials, and create a high-level platform for cooperation and exchanges. Chapter

VIII Safeguard Measures

Article 65 The people's governments at or above the county level shall incorporate the construction of important national energy and strategic resource bases into their national economic and social development plans, and the required funds shall be included in their financial budgets. Article

66 The people's governments at or above the county level and their relevant departments shall strengthen the guarantee of energy, mining, water and land use for projects, strictly enforce the threshold of project access, and improve the level of resource conservation and intensive utilization. People's governments at or above the

county level and their relevant departments should deepen the reform of industrial land standards in various development zones and promote net land transfer. Article

67 Collectively-owned land in rural and pastoral areas may be used for the construction of important energy and strategic resource bases of the state by means of lease, share dividends, etc. Where it is really necessary to expropriate or requisition collectively-owned land in rural and pastoral areas, legal procedures shall be strictly followed and the legitimate rights and interests of the owners and users of the land shall not be impaired. Article

68 People's governments at or above the county level and their relevant departments shall make good use of all kinds of monetary policy tools, encourage financial institutions to innovate financial products and financing modes, and continue to increase financial support. Article

69 The autonomous region shall take measures to strengthen the capacity-building of scientific and technological innovation, improve the incentive mechanism for scientific and technological innovation, encourage and support scientific and technological innovation in the field of energy and strategic resources, and promote the establishment of a scientific and technological innovation system with enterprises as the main body, market-oriented and the combination of production, education and research. 70 The autonomous region shall take measures to carry out innovative demonstration projects in key areas such as source-network-load-storage integration, new energy micro-grid, zero-carbon industrial park, modern coal chemical industry and intelligent green mining of resources. We will implement major scientific and technological projects in the frontier areas of large-scale new energy hydrogen production, new power systems, carbon capture, utilization and storage, and rare earth functional materials, and create a national source of innovation and demonstration. Article

71 The autonomous region shall take measures to strengthen the construction of innovation platforms, promote the optimal allocation of scientific research forces of scientific research institutes, institutions of higher learning and enterprises, integrate them into the national energy and strategic resources innovation system, and promote the establishment of a national laboratory base in Inner Mongolia. We will promote the construction of R & D and application bases for clean and efficient utilization of coal and the National Rare Earth New Material Technology Innovation Center, and promote the optimization and upgrading of key laboratories for new energy and rare earth. 72 The autonomous region shall cultivate and introduce high-level talents, industry leaders, technology leaders and compound talents around the construction of major projects, major projects and key industrial chains of important national energy and strategic resource bases. The competent education department of the people's government of

the autonomous region and other relevant departments shall support and guide institutions of higher learning to carry out the training of talents in short supply in the field of energy in accordance with the training needs of energy related professionals put forward by the competent energy department of the State Council, and encourage institutions of higher learning, scientific research institutions and enterprises to cooperate in training energy related professionals. 73 State organs, people's organizations, enterprises, institutions and social organizations shall strengthen the publicity and education of relevant laws and regulations for the construction of important national energy and strategic resource bases, and enhance the awareness of law-abiding by the whole people; Actively carry out energy science and technology knowledge popularization activities, support social intermediaries and other relevant units and individuals to engage in energy science and technology consultation and services, and improve the level of energy science and technology knowledge and scientific energy use of the whole people. 74 In the construction of important national energy and strategic resource bases, the leadership responsibility system and the target responsibility assessment system shall be implemented and incorporated into the performance appraisal system of leading groups and cadres. Article

75 The standing committees of the people's congresses at or above the county level shall strengthen supervision over the construction of important national energy and strategic resource bases by hearing and deliberating special reports of the people's governments at the same level and organizing law enforcement inspections. Article

76 The people's governments at or above the county level shall commend and reward organizations and individuals who have made outstanding contributions to the construction of important national energy and strategic resource bases in accordance with the relevant provisions of the state and autonomous regions. Article

77 Where the relevant laws and regulations of the State have made specific provisions on punishment for acts violating the provisions of these Regulations, such provisions shall prevail. Article

78 In the case of dereliction of duty, abuse of power or malpractice for personal gain in the construction of important national energy and strategic resource bases, the directly responsible persons in charge and other directly responsible persons shall be punished according to law; if a crime is constituted, criminal responsibility shall be investigated according to law. Article 79 These Regulations shall come into force on September 1, 2023.
