Recently, Jiangxi Cement Association issued the Notice on Staggered Peak Production in September 2023 (hereinafter referred to as the Notice).
The Notice requires that the unified peak-staggering production plan for 48 clinker production lines in the province should not be less than 7 days, and all peak-staggering plans should be fully implemented before September 30.
"Notice" also stressed that with the introduction of a series of stable growth measures and the arrival of the traditional peak season of the cement industry, the market demand is expected to stabilize and rebound, but the industry overcapacity is still severe, enterprises should further understand the importance of peak staggering production to alleviate the contradiction of excess and promote the return of industry value, and large enterprises should take the lead. Small enterprises should actively follow up, further enhance the sense of responsibility and self-discipline, change from "I want to stagger the peak" to "I want to stagger the peak", effectively implement the production of staggered peak, and promote the green, low-carbon and high-quality development of cement industry in Jiangxi Province.
It is understood that in recent years, many provinces have gradually started the plan of off-peak kiln shutdown in the third quarter, which has slowed down the inventory pressure of enterprises.
A few days ago, the meeting of major cement enterprises in Sichuan Province arranged the peak-staggered production in the third quarter and September of 2023. In September, each clinker production line produced 10 + X days of peak-staggered production. According to the previous annual plan, 109 cement clinker production lines of 89 all-round cement enterprises in the province have all implemented peak staggering production. The notice requires that during the period from 0:00 on August 1, 2023 to 24:00 on October 10, 2023, each clinker production line of each cement clinker enterprise will be stopped for 30 days.
Hunan Province
requires that during the special protection period of air pollution prevention and control in 2023-2024, the base number of peak-shifting production days of cement clinker production line is 100 days, of which the base number of peak-shifting production days is not less than 55 days from September 1 to December 31, 2023.
Yunnan Province
said that all cement clinker production lines in the province should plan to carry out peak staggering production in an orderly manner during the Spring Festival, hot summer days, rainy season and major events. In areas where structural contradictions are relatively prominent, key peak staggering production management will be adopted. The annual plan is about 100-150 days, including 100 days in Zhaotong, Xishuangbanna and Diqing, 130 days in Nujiang and 150 days in other areas. Shanxi Cement Industry requires that all cement clinker production lines should carry out peak-staggered production, with a total of 180-190 days of peak-staggered kiln shutdown throughout the year. Of which, Datong City in Jinbei District: implement according to the Datong City implementation plan filed in Jinbei District; Lvliang City in Lvliang District: stop kilns and limit production for 15 days from September 15 to 30, and stop kilns for 19 days from September 15 to October 4 in other districts and cities. According to the requirements, the peak-shifting production time of all cement clinker production lines in spring, summer and autumn shall not be less than three times, the peak-shifting production time for completing the ultra-low emission transformation shall not be less than 60 days, and the peak-shifting production time for not completing the transformation shall not be less than 70 days.
In addition, Henan will carry out off-peak shutdown for 20 days from August 20; in Guangxi Zhuang Autonomous Region, according to the plan, the third quarter will be shut down for 30 days, the fourth quarter will be shut down for 20 days, and the whole year will be shut down for more than 130 days; from July 1 to September 30 in Guangdong, during the hot summer days and the rainy season of typhoon, the off-peak shutdown days will be 20 + 10 days..
