of Quzhou Energy Green Low Carbon Development and Supply and Price Stabilization Project (2023-2027)
is to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China. We will fully implement the requirements of the General Office of the People's Government of Zhejiang Province on the issuance of the Three-year Action Plan for Promoting Green and Low-carbon Energy Development and Guaranteeing Supply and Price Stability in Zhejiang Province (No.60, 2022), and Co ordinate the work of green and low-carbon energy development and guaranteeing supply and price stability in our city in the next five years. This implementation plan is specially formulated to ensure the safety and reliability of energy supply in our city, the stable and declining cost of energy consumption in enterprises, and the green and low-carbon transformation of energy.
First, the overall requirement
is to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the new development concept completely, accurately and comprehensively, strictly implement the major strategic decisions of carbon peak and carbon neutralization, focus on ensuring the supply and price of electric power and natural gas, speed up the construction of modern energy infrastructure, and promote the construction of modern energy infrastructure. Implementing the reform of power and natural gas system, accelerating the green and low-carbon transformation of energy, effectively improving the energy supply security capacity, creating a relatively relaxed energy supply and demand environment, and providing solid support for the high-quality development and construction of marginal central cities in four provinces.
2. Main objectives
Through five years of efforts, by 2027, the energy supply capacity will be significantly improved, the overall energy supply and demand will be balanced, and the overall energy price will be in a reasonable range. It is estimated that the electricity consumption of the whole society in the city will be 30 billion kilowatt-hours, the natural gas consumption will be 1.2 billion cubic meters, the total installed capacity of electric power will be 7 million kilowatts, the energy consumption per unit GDP will be reduced to achieve the assessment target issued by the province, the total energy consumption will be reasonably controlled, and the proportion of renewable energy installed will reach 65%.

Main Target Indicators of Energy Development in the City 
1. Speed up the construction of photovoltaic power generation projects. Fully implement the guidelines for promoting roof distributed photovoltaic development in the whole county (city, district) of the province, accelerate the development of distributed photovoltaic, implement the "photovoltaic + industry" action, fully tap the roof resources of existing industrial plants, and make every effort to promote the installation of photovoltaic on the roof of new industrial plants to more than 80%; Implementing the "photovoltaic + infrastructure" action, making full use of railway freight yards, along expressways, parking lots, communication base stations, waterworks, sewage treatment plants and other infrastructure to build distributed photovoltaic; We will implement the "Photovoltaic + Public Buildings" campaign, promote the installation of photovoltaics in office buildings, stations, schools, hospitals and other public buildings of Party and government organs, and vigorously promote new building-integrated photovoltaic power generation systems. Promote the development of centralized composite photovoltaic in an orderly manner, implement the "photovoltaic + agriculture" action, and complete and put into operation a number of agricultural (forestry) photovoltaic complementary power generation projects, such as Huadian Qujiang Hunan, Datang Jiangshan Lugang, Guoneng Kaihua Linshan, on the premise of conforming to the land use policy. We will strengthen the construction of supporting facilities for the power grid to ensure that photovoltaic power is connected to the grid with full capacity. By 2027, more than 1.5 million kilowatts of photovoltaic installed capacity will be added, totaling more than 3.75 million kilowatts. 2. Speed up the construction of pumped storage power stations. Ensure that the Qujiang Pumped Storage Power Station will be put into operation in 2026 with a capacity of 600,000 kilowatts and in 2027 with a full capacity; and the Wuxi River Hybrid Pumped Storage Power Station will be put into operation in 2027 with a full capacity. Accelerate the preliminary work of Nagui Pumped Storage Power Station, ensure that Kecheng Pumped Storage Power Station will complete the project approval and start construction by the end of 2023, Jiangshan Pumped Storage Power Station will complete the project approval and start construction by the end of 2024, and strive to complete the project approval and start construction of Qujiang Jiaolong Pumped Storage Power Station and Kaihua Pumped Storage Power Station by 2027. 3. Accelerate the development of new energy storage. Promote the high-quality, large-scale and integrated development of new energy storage, focus on power side and grid side energy storage, and scientifically guide the development of user side energy storage. By 2027, the installed capacity of energy storage will be increased by 40,000 kilowatts. 4. Speed up the construction of power grid facilities. We will accelerate the reinforcement of power grid facilities at all levels, improve the carrying capacity and regulation capacity of power grids, promote flexible interaction between source, network, load and storage, multi-energy coordination and complementary advantages, and steadily promote the construction of new power systems. Speed up the construction of power transmission and transformation facilities, strive to start construction of 500 KV Qubei Substation (Lixian Substation) in 2025, and speed up the construction of 220 KV Jiuhua Substation, Fanggui Substation and Central Reinforcement Project. By 2027, the 220 kV substation capacity will be 2.88 million KVA, the 220 kV line will be 441 km, the 110 kV substation capacity will be 2.276 million KVA, and the 110 kV line will be 621. (2) Deepening the reform of electric power and natural gas system. We will comprehensively deepen the reform of the electricity and natural gas systems, control the intermediate transmission and distribution prices, liberalize the purchase and sale prices at both ends, and promote the return of electricity and natural gas prices to a reasonable range.
1. Strengthen the supervision of the electricity market. In accordance with the relevant requirements of Zhejiang Province's industry supervision system and credit system construction, the standardized management measures for the retail side of the provincial power market, and the credit evaluation and risk prevention management measures for power selling companies, efforts have been made to promote the industry supervision of power selling companies. We will improve the information release mechanism of the electricity trading market, and investigate and punish acts that disrupt the order of electricity trading, such as market manipulation, collusion in quotation, market monopoly, price boosting and false services, in accordance with the law and regulations. 2. Plan to set up local state-owned power selling enterprises. Actively plan to set up a power selling company controlled by state-owned assets, participate in the market sales of enterprises in our city according to law, change the situation of "fighting alone" in the trading market, and improve the bargaining power after the reform of the power market. Through the power selling enterprises to do a good job of "balance" of electricity, reduce the impact of deviation assessment on enterprises, and further stabilize the electricity price of enterprises. 3. Speed up the flattening of urban gas supply. Explore the direct supply mode of "State Grid-End User" for large industrial users, and further reduce the cost of gas consumption for enterprises. We should scientifically formulate the development plan of urban gas, strengthen the coordination of supply and demand, and establish a long-term mechanism for the coordinated development of people's livelihood gas and industrial gas in urban gas enterprises. 4. Promote upstream and downstream direct transactions in an all-round way. In accordance with the relevant requirements of direct trading between upstream and downstream natural gas in the province, we should promote the fair opening of natural gas pipeline network facilities to all market players in accordance with the law and realize the separation of pipeline and marketing in an all-round way. We will actively promote direct transactions between upstream resource providers and local urban fuel enterprises and large industrial users. 5. Improve the price mechanism of natural gas. To give full play to the decisive role of the market in the allocation of resources, we should implement the linkage mechanism between upstream and downstream prices after the provincial gate prices are fully liberalized in the whole province, and accelerate the formation of a natural gas price system in which the purchase price is formed by the market, the pipeline price is supervised by the government, and the terminal sales price is linked with the upstream price. (III) Accelerate the green and low-carbon transformation of energy. We will improve the dual control system for energy consumption, raise the level of energy efficiency in key industries, accelerate the transformation of the energy structure, and create a green and low-carbon society.
1. Promote the optimization of energy structure. We will accelerate the development of renewable energy such as photovoltaics and biomass, and by 2027, the installed capacity of renewable energy will account for 65% of the installed capacity of electricity.(Responsible units: Municipal Development and Reform Commission, State Grid Quzhou Power Supply Company, Zhizhuang New Town Management Committee, Wisdom New Town Management Committee)
2. Make every effort to improve the energy efficiency level of key industries. Carry out strict energy efficiency constraints to promote energy conservation and carbon reduction actions. Deeply implement the new round of "changing cages for birds, Phoenix Nirvana" campaign in the city's manufacturing industry, and speed up the renovation of high-consumption and low-efficiency enterprises. Accurately implement the energy budget management of key industries, and strictly implement the implementation measures of energy budget management of key industries and enterprises in the province. Strictly implement energy conservation management, strengthen supervision and law enforcement, and achieve energy efficiency standards. 3. Improve the double control system of energy consumption. We will implement the requirement that new renewable energy and raw material energy should not be included in the total energy consumption control, and implement the policy of coordinating the use of the "14th Five-Year Plan" energy consumption targets across years and regions. Establish and improve the coordination mechanism of energy consumption control and key development plans, annual investment plans and industrial support policies. By 2025, energy consumption per unit of GDP will be 16% lower than that in 2020. We will actively promote the transition from dual control of energy consumption to dual control of total carbon emissions and intensity. 4. Create a green and low-carbon social fashion. Promote the wide application of new energy green power, and encourage enterprises to incorporate green power consumption into corporate social responsibility reports. Strengthen the publicity and guidance of green and low carbon, enhance the awareness of energy conservation of the whole people, and actively participate in the promotion of new energy-saving technologies, new products and new equipment at the national and provincial levels. We will carry out a series of popular science publicity on energy conservation and emission reduction, widely publicize laws, regulations, standards and knowledge on energy conservation and emission reduction, guide market participants and the public to consciously fulfill their responsibilities for energy conservation and emission reduction, and advocate a simple, moderate, green, low-carbon, civilized and healthy lifestyle. IV. Safeguard measures
(I) Strengthen organizational leadership. Give full play to the role of the city's leading group in promoting green and low-carbon energy development and ensuring supply and price stability, deploy and systematically promote the green and low-carbon development of energy supply and price stability, and coordinate and solve the problems encountered in the implementation in a timely manner. Establish an inventory and project management mechanism, clarify the timetable, road map, construction drawings and responsibility letters, strengthen annual assessment and supervision, and form a closed-loop management. Relevant departments at the municipal level should earnestly perform their duties, strengthen coordination and linkage, and formulate and improve relevant supporting policies and measures. The county (city, district) governments, the Smart New Town Management Committee and the Smart New Town Management Committee should implement their territorial responsibilities and implement various measures to ensure supply, stabilize prices and develop green and low-carbon.
(2) Strengthen the main responsibility of enterprises. Give full play to the main role of diversified market players such as state-owned enterprises and private enterprises in cities, counties (cities and districts) in ensuring energy supply and stabilizing prices in the whole city, and establish a mechanism linking the contribution of energy enterprises to green low-carbon development and the allocation of project resources. We will further strengthen cooperation with central and provincial state-owned enterprises, and strive for support in ensuring the supply and price of electricity and natural gas, and in the construction of energy projects. Support and encourage municipal state-owned enterprises to become bigger and stronger, and promote the implementation of the objectives and tasks of green low-carbon development and energy supply and price stabilization. In the assessment of the operation of municipal state-owned energy enterprises, full consideration should be given to the losses caused by the responsibility of guaranteeing supply and stabilizing prices. Private enterprises are encouraged to participate in the green and low-carbon development of energy supply and price, and corporate social responsibility is strengthened.
(3) Strengthen the guarantee of resource elements. Establish and improve the factor guarantee mechanism for major energy projects, and effectively guarantee the demand for land, capital, environmental capacity and other factors. On the premise of conforming to the relevant land use policies, we will support the construction of agricultural-photovoltaic complementary projects in facility agriculture and the construction of distributed photovoltaic and new energy storage projects, continue to implement the subsidy policy for clean energy application projects in the special policy of "Big Science and Technology Innovation", and encourage counties (cities and districts) to introduce subsidy policies to support photovoltaic and energy storage according to local conditions.
