(1) Peak-staggering production scope

109 cement clinker production lines of 89 full-line cement enterprises in the province all implement peak-staggering production.

(II) Peak-shifting production time

The annual peak-shifting production benchmark days of each cement clinker production line is 130 days + X days (X is the number of kiln shutdown days temporarily adjusted quarterly according to factors such as environmental protection, energy consumption, carbon reduction and environmentally sensitive period). Among them, 45 days in the first quarter, 30 days in the second quarter, 40 days in the third quarter and 15 days in the fourth quarter. The

specific number of peak-shifting production days shall be formally notified by the Provincial Cement Association according to the requirements of energy efficiency double control and carbon emission double control of the industry. The peak-shifting production days shall be completed monthly according to the planned tasks, and the total number of peak-shifting production days of the quarter must be completed within the quarter. The production enterprise shall report in writing to the executive group of the Cement Association for approval and approval of the implementation of the quarterly over-stop days that need to offset the peak staggering task.

(III) Differentiated peak-shifting production

1. In-depth control of peak-shifting production Differentiation

was confirmed by the Department of Ecology and Environment of Sichuan Province to be in line with the performance classification of cement clinker enterprises in the Technical Guidelines for the Formulation of Emergency Emission Reduction Measures for Key Industries in Heavily Polluted Weather. Grade A enterprises shall implement 40% of the benchmark days of peak staggering production. Enterprises recognized

by Sichuan Cement Association as meeting the Grade A Standard for Deep Environmental Treatment of Cement Clinker Enterprises in Sichuan Cement Industry (see Appendix 1) will enjoy the preferential policy of deep environmental treatment and differential peak-shifting production for 10 days (broken down to each month) in the cement industry every year.

2. Special cement peak staggering production differentiation. The special cement production line that produces 100% of the output of special cement may not participate in peak staggering production, and the special cement production line that produces 50% or more of the output of special cement shall implement 50% of the peak staggering production benchmark days. It is approved and publicized every six months as a cycle, that is, the actual production of special cement and the proportion of the actual total production of cement in the previous six months are the basis for identification.

3. Co-disposal of peak-shifting production differentiation

(1) Co-disposal of municipal domestic sludge production line, if the average daily amount of original ecological sludge (sludge transported into the plant and weighed) is less than 4% of the actual daily clinker output in the 12 months before the application month, peak-shifting production shall be carried out normally; If the average amount of original ecological sludge treated per day is higher than 4% (inclusive) and lower than 8%, 90% of the benchmark days of peak staggering production shall be implemented; If the average amount of original ecological sludge treated per day is higher than 8% (inclusive) and lower than 10%, 80% of the benchmark days of peak-shifting production shall be implemented; if the average amount of original ecological sludge treated per day is higher than 10% (inclusive), 70% of the benchmark days of peak-shifting production shall be implemented.

(2) Due to the continuity, urgency and long-term effective operation particularity of the co-disposal of municipal waste production line , the provincial expert group confirmed on the spot that it could not participate in peak staggering production, but the cement production load should be reduced appropriately.

(3) For the production line for collaborative disposal of hazardous wastes, if it is determined that the daily average physical quantity of hazardous wastes disposed in the first 12 months of the current month is less than 1% of the actual daily clinker output, the peak-shifting production shall be carried out normally; if the daily average physical quantity of hazardous wastes disposed on a daily basis is more than 1% (inclusive) and less than 3%, 70% of the base days of peak-shifting production shall be implemented: 50% of the base days of peak-shifting production shall be implemented if the average physical quantity of hazardous wastes disposed on a day/month basis is higher than 3% (inclusive) and lower than 6%; if the average physical quantity of hazardous wastes disposed on a day/month basis is higher than 6% (inclusive), the peak-shifting production may not be implemented, but the cement production load shall be reduced appropriately.

(4) Co-processing carbide slag production line (with carbide slag as the main raw material, accounting for more than 60%), implementing 70% of the peak staggering production benchmark days. If carbide slag is used as the only calcareous raw material for long-term effective treatment of carbide slag, and it is difficult to frequently shut down the kiln and stagger the production peak due to the special production process, the enterprise must reduce the production load and control the annual output of cement clinker within 70% of the design capacity of cement clinker.
