Li Keqiang Made Important Instructions on the National Teleconference on Production Safety

The State Council held a national teleconference on production safety on January 11. Premier Li Keqiang of the State Council made important instructions. The instructions pointed out: Safety in production is more important than Mount Tai and must not be relaxed for a moment. In 2022, through the joint efforts of all parties, the overall situation of safe production in China remained stable, while there were still many risks and challenges. All regions, departments and units concerned should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, conscientiously implement the decision-making and deployment of the Party Central Committee and the State Council, adhere to the principle of safety first and prevention first, implement the requirements of overall development and safety, pay close attention to the implementation of safety production responsibilities and measures, and resolutely prevent and curb major accidents. We should improve the level of precise law enforcement and service, carry out special rectification of major hidden dangers in production safety, and further strengthen safety supervision and risk management in key industries such as transportation, mining, construction, dangerous chemicals and fire protection. At the end of the year and the beginning of the year, we must resolutely overcome paralysis, strengthen emergency preparedness and duty, enhance emergency rescue and disposal capabilities, and earnestly safeguard the safety of people's lives and property. The meeting pointed out that in the five years since the Nineteenth National Congress of the CPC, all regions, relevant departments and units have earnestly implemented the spirit of General Secretary Xi Jinping's important instructions and the decision-making and deployment of the CPC Central Committee and the State Council, adhered to the safety red line, strengthened the implementation of responsibility measures, and achieved remarkable results in promoting safe production. At present, the resumption of production and the recovery of consumption are accelerating, there are many unstable and uncertain factors, and the situation of safe production is still grim and complex, so we must keep a clear understanding.

The meeting demanded that we adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the CPC and the Central Economic Work Conference, implement the instructions of the Premier of Li Keqiang, and make every effort to do a good job in all aspects of safe production. We should better coordinate development and safety, strictly control the safety of planning, construction, production and operation, and promote the transformation of safety production management mode to pre-prevention. Compact the safety responsibility, tighten the chain of territorial management, department supervision and corporate responsibility. We should adhere to the principle of safety first and prevention first, unremittingly implement 15 hard measures, deepen special rectification in key industries, continuously strengthen safety supervision and law enforcement, consolidate the basic foundation of safety production, and constantly improve the level of intrinsic safety. In view of the important periods of the Spring Festival and Two sessions, we should improve contingency plan and preventive measures, strengthen emergency preparedness and duty, resolutely curb the occurrence of serious and extraordinary accidents, and ensure the stability of the safe production situation at the end of the year and the beginning of the year.

Note: The first of the fifteen hard measures

is to strictly implement the responsibility of local Party committees for safe production;

the second is to strictly implement the responsibility of governments at all levels for safe production;

the third is to strictly implement the responsibility of departments for safe production;

Fourth, seriously investigate the leadership responsibility and supervision responsibility;

fifth, strictly implement the responsibility of the main responsible person of the enterprise;

sixth, immediately carry out a thorough and solid safety production inspection;

seventh, firmly hold the safety red line of project approval;

Eighth, strictly investigate and punish illegal subcontracting and subcontracting with qualifications;

ninth, earnestly strengthen the safety management of flexible employment of labor dispatch;

tenth, strike hard to crack down on illegal activities;

eleventh, resolutely rectify the problem of loose law enforcement and inspection. Safety production should not be selectively enforced, and precise law enforcement should be strengthened.

The twelfth is to strengthen the construction of safety production supervision and law enforcement team. Law enforcement responsibilities should not be delegated at different levels in the name of reform.
