On August 29, the mining right of Wulipo Limestone Mine for Building Stone in Lishu Village, Juandong Town, Quxian County, Dazhou City, Sichuan Province was successfully sold for 16 years, with an initial auction price of 16255 million yuan, and Huixing Industrial Co., Ltd. of Quxian County won 163.65 million yuan, with a premium of 1.1 million yuan. The mining area of the
project is 0.5617 square kilometers, with a resource reserve of 33.075 million cubic meters (equivalent to 87.646 million tons).

Dazhou City is located in the east of Sichuan and the junction of Sichuan, Chongqing and Shaanxi. The limestone has high calcium oxide content and good quality. It is one of the three calcium-rich mining areas in China. The proven resources of limestone for cement are about 420 million tons, and the prospective reserves are nearly 3.447 billion tons. The reserve of sand and gravel for construction is about 340 million tons, and the prospective reserve is nearly 5.6 billion tons.
The General Plan for Mineral Resources of Dazhou City (2021-2025) points out that we should base ourselves on the construction of the economic circle of Chengdu and Chongqing, the construction of the demonstration zone for the overall development of Sichuan and Chongqing in Wanda, as well as the construction of major infrastructure and livelihood projects such as the high-speed rail in Western Chongqing and the Chengdu-Wanzhou High-speed Railway, and implement the construction of sand and gravel resources determined in the Provincial Regulations. In Juandong Mountain at the junction of Quxian County and Dazhu County, a large-scale construction sand and gravel production base of 10 million tons is laid out to ensure the stable supply of sand and gravel resources.
According to the endowment of sand and gravel mineral resources, combined with the requirements of urban development planning, transportation planning and construction of ecological civilization, and taking serving the strategic deployment of provinces and municipalities and local economic development as the main line, this paper comprehensively considers the three-year general war of transportation in Dazhou, the "two high-speed rail" and urban development, Rural Revitalization and infrastructure construction. Reasonably delimit 8 sand and gravel concentrated mining areas (2 in Daba Mountain fold belt, 1 in Hetianci anticline, 1 in Mingyuexia anticline, 2 in Zhongshan anticline and 2 in Huayingshan anticline) to promote the large-scale and intensive development and utilization of sand and gravel resources.
Centralized mining areas are prohibited from overlapping with prohibited and restricted areas such as ecological protection red lines and nature reserves. The number of mining rights in a centralized mining area shall be strictly controlled. In principle, the number of mining rights set up in a centralized mining area shall not exceed five. The rationality of the newly set up mining rights shall be fully demonstrated, the safety distance shall be left, and the scope of the mining area shall be scientifically determined. Those that can be developed as a whole shall not be divided, large mines and small mines shall be strictly prohibited, high and steep slopes shall be avoided, and the development and utilization of resources and the protection of mine geological environment shall be organically unified. Mineral resources must be exploited intensively and economically, and mining enterprises should do a good job in the prevention and control of geological disasters, soil and water conservation, and mine greening.
