Energy consumption: strictly implement the Energy Conservation Law of the People's Republic of China, and rectify the production capacity that fails to meet the national energy consumption standards within a time limit as required by the state. Those who fail to rectify within the time limit or fail to meet the standards after rectification shall be shut down and withdrawn according to law. The equipment (products, processes, technologies and equipment) with high energy consumption and high water consumption that are explicitly eliminated by the state shall be eliminated according to the state regulations. 1.2.3.
Environmental protection: strengthen key management and control areas. Strengthen the supervision of key industries, key areas and key parks in the city, and thoroughly analyze and judge the pollution discharge situation of key pollutant discharge units. Strict normalization of law enforcement and implementation of mandatory standards will promote the withdrawal of backward products and other products that fail to meet the national mandatory standards from the market, alleviate the contradiction of excess capacity, improve environmental quality, and continuously optimize and upgrade the industrial structure.
1. Strictly implement the Catalogue of Guidance for Industrial Structure Adjustment (2019 edition), as well as laws and regulations, international conventions and mandatory standards on environmental protection, energy consumption, safety and quality, and do a good job in accepting, examining and approving the renewal (issuance) of industrial product production licenses for iron and steel and cement enterprises. The application for industrial product production license of an enterprise shall not be accepted, and the administrative license shall not be granted if it has been accepted. The supervision and inspection of enterprises with production licenses for iron and steel and cement products will be included in the "double random, one open" spot check plan, and 100% full coverage inspection will be carried out. The illegal and irregular problems found in the inspection will be dealt with in a timely and serious manner in accordance with the law and regulations.
2. Maintain the intensity of supervision and spot check of steel, cement and other products, and conscientiously implement the annual supervision and spot check plan.
3. Strictly crack down on illegal acts such as unlicensed production of steel, cement and other products, failing to meet standards, falsifying and sub-optimal products as the content of normal law enforcement. According to Item 6 of "Backward Production Technology and Equipment (18) Others" and "Backward Products" in the Catalogue of Guidance for Industrial Structure Adjustment (2019 edition), we have long insisted on dealing with the problems found in law enforcement in accordance with the law. 2. Main tasks
(1) Energy consumption. 3. Strictly implement the Advanced Level of Energy Efficiency, Energy Conservation Level and Access Level of Key Energy-using Products and Equipment (2022 Edition), strictly check and verify energy conservation, and enterprises shall not purchase and use products and equipment with energy efficiency lower than access level for new construction and expansion projects, and build new projects with annual energy consumption of 10000 tons of standard coal and above. As well as projects supported by financial funds such as investment from the central budget, their main energy-using products and equipment shall not purchase and use products and equipment whose energy efficiency is lower than energy-saving level in principle; in combination with energy-saving supervision, enterprises shall be urged to eliminate old and backward products and equipment in accordance with the law and regulations.
(2) Environmental protection. According to the relevant laws and regulations on ecological environment protection, mandatory standards and the sixth item of " (18) Others" of the Catalogue of Guidance for Industrial Structure Adjustment (2019 edition), the administrative law enforcement of ecological environment protection should be strengthened, environmental violations should be dealt with according to law, and various environmental standards should be comprehensively utilized to promote the orderly withdrawal of backward production capacity in accordance with the law. 1. Strengthen the supervision of key industries, key areas and key parks in the city, and thoroughly analyze and judge the pollution discharge of key pollutant discharge units. In terms of water, we should focus on the regulation of water pollution prevention and control in the chemical industry of the Yangtze River Economic Zone, and make comprehensive use of market-oriented and legalized means to promote relocation. In terms of atmosphere, we should focus on steel, cement, electrolytic aluminium, flat glass, sintered bricks and tiles, coal-fired boilers and other industries to strengthen supervision; We will implement the State Council's "Comprehensive Work Program for Energy Conservation and Emission Reduction in the 14th Five-Year Plan" and other relevant deployments, urge enterprises to discharge pollutants steadily in accordance with regulations and standards, and continue to promote the elimination of coal-fired boilers with steam capacity of less than 35 tons per hour in urban built-up areas and industrial parks throughout the city. In terms of soil, we will focus on the industries that discharge five types of heavy metals (lead, mercury, cadmium, chromium and arsenic), strictly control the total amount of heavy metals discharged by enterprises, and achieve the annual emission reduction target of key heavy metals. We will continue to promote the comprehensive treatment of manganese pollution.
2.Implementing the territorial responsibility of districts and counties and the main responsibility of enterprises, enhancing the awareness of enterprises to abide by the law, strengthening the technical guidance of pollution control, strengthening the guidance and supervision of environmental problems existing in enterprises, "zero tolerance and heavy punch" for malicious illegal acts, managing "one certificate", keeping a close eye on sewage outlets, and building a "one certificate" supervision system for fixed pollution sources. Fully implement the "double random, one open" system, bring the enterprises that issue key management emission permits into the scope of supervision, and carry out special investigation and rectification. Continuously strengthen the supervision of automatic monitoring and operation of pollution sources in key units, further improve the off-site law enforcement and supervision system based on automatic monitoring, consolidate the main responsibility of pollutant discharge units, ensure the authenticity, accuracy, completeness and effectiveness of automatic monitoring data, make full use of the off-site supervision mechanism of automatic monitoring, and comprehensively improve the efficiency of environmental supervision and law enforcement.
(3) Quality. Strictly implement the Product Quality Law of the People's Republic of China, and focus on the industries of iron and steel, coal, cement, electrolytic aluminium, flat glass, sintered bricks and tiles, in accordance with Item 6 of the Catalogue of Guidance for Industrial Structure Adjustment (2019 edition), "Backward Production Technology and Equipment (18) Others" and "Backward Products", through improving the comprehensive standard system. (4) Safety. Comparing with the Safety Production Law of the People's Republic of China and the Catalogue of Eliminating Backward Safety Technology and Equipment (the first batch in 2015), the Catalogue of Promoting Advanced and Eliminating Backward Safety Technology and Equipment (2017), the Catalogue of Equipment and Technology Prohibited by Metal Smelting Enterprises (the first batch) and the Catalogue of Guidance for Industrial Structure Adjustment (2019 edition), the backward production technology Equipment (XVIII) Miscellaneous Item 6, if the production capacity fails to meet the requirements of relevant laws, administrative regulations, national standards or industrial standards, it shall be suspended immediately for rectification; if it still fails to meet the legal conditions for safe production after rectification, it shall be closed down according to law, and the relevant departments shall revoke its relevant licenses according to law. Iron and steel enterprises will resolutely eliminate the equipment and processes involved in the Catalogue of Equipment and Processes Prohibited for Use in Metal Smelting Enterprises (the first batch), focusing on eight major production safety accidents in iron and steel enterprises and the storage and use of dangerous chemicals such as diesel oil. Cement enterprises focus on six major production safety accident hidden dangers of dust explosion prevention in coal mill system, two major production safety accident hidden dangers confirmed by limited space operation conditions, and three major production safety accident hidden dangers related to cement enterprises in building materials industry. Electrolytic aluminium enterprises focus on law enforcement and inspection of seven major production safety accidents in the non-ferrous industry, safety management and control of aluminium water bag transshipment, and self-contained power generation and hydrogen production stations. Flat glass enterprises focus on law enforcement and inspection of two major production safety accidents and safety management of hydrogen production units related to flat glass enterprises. Sintered brick and tile enterprises focus on the storage and use of dangerous chemicals such as diesel oil, and whether the standardization of production safety meets the standards.
3. Resolutely eliminate the listed equipment and processes in accordance with the Catalogue of Safety Production Technology and Equipment for Eliminating Backward Hazardous Chemicals (the first batch), and further strengthen the key law enforcement inspections on the hidden dangers of major production safety accidents in hazardous chemicals enterprises and whether the standardization of safety production meets the standards, so as to improve the intrinsic safety level of hazardous chemicals enterprises.
(5) Technical aspects. In accordance with the "backward production technology and equipment" listed in the Catalogue of Guidance for Industrial Structure Adjustment (2019 edition) (except item 6 in " (18) Others", the same below), the relevant technology and equipment shall be eliminated in accordance with the relevant provisions. Follow up and implement the new requirements of the new deployment of the national industrial policy. 2. Establish a normal working mechanism, focusing on cracking down on centralized and industrialized virtual currency mining projects. In accordance with the relevant requirements of the state, we will continue to promote the "zero clearance" of key lists.
3. In accordance with the work schedule of the National Energy Administration, the backward production capacity of coal-fired power (including coal-fired thermal power) will be eliminated in an orderly and stable manner.
4. Continue to maintain a high-pressure situation, continue to operate the response mechanism for mass reporting and disposal, and severely punish illegal construction, production and sale of "floor steel". Speed up the progress of rectification of problems found by "looking back" of Zuhang Iron and Steel and Yonghang Iron and Steel. The State Grid Municipal Electric Power Company guides the power supply departments of all districts and counties to strengthen the monitoring of enterprises with abnormal electricity consumption, and timely report the information of enterprises with abnormal electricity consumption to the local county governments.
3. Policies and measures
(1) Increase technical support. In the traditional pillar industries of the city, the special actions of "Five Enabling" (Digital Intelligence Enabling, Creative Research Enabling, Ecological Enabling, Platform Enabling and Financial Enabling) and "Five Optimization" (Optimizing Technology and Technology, Optimizing Product System, Optimizing Product Quality, Optimizing Industrial Chain and Optimizing Economic Benefits) are implemented to vigorously promote the transformation and upgrading of traditional industries. Strengthen the management of industry access (standardization), promote advanced and applicable technologies, guide enterprises to carry out technological transformation and improve operational efficiency. (2) Implementing the price policy. For backward enterprises in the "two high" industries, such as iron and steel, cement and electrolytic aluminium, whose energy consumption and electricity consumption do not meet the mandatory standard capacity and whose production capacity is eliminated, the policy of floating electricity prices, such as differential electricity prices and ladder electricity prices, will be implemented. The virtual currency "mining" project will be included in the implementation scope of the differential electricity price policy, and the "elimination" enterprise electricity price will be implemented. (3) Implementing differentiated credit policies. We will continue to control credit for enterprises with backward production capacity and consolidate the effectiveness of credit structure adjustment for enterprises with backward production capacity. We will guide and urge banking financial institutions to implement financial policies that are effective and promising, and actively provide credit support to enterprises that voluntarily withdraw from backward production capacity and implement mergers and reorganizations in accordance with the principles of risk control and business sustainability. Banking institutions should be guided to give full play to the role of debt committees and properly handle the debts and non-performing assets of enterprises with backward production capacity by means of legalization and marketization. (4) Do a good job in the placement of employees. To guide enterprises to implement their main responsibilities, properly handle labor relations according to law, and formulate plans for employee placement and risk disposal. We will implement policies to promote self-employment, encourage enterprises to absorb employment and help people with difficulties to find jobs, continue and transfer social security relations, and implement social security benefits in accordance with regulations. (5) Revitalizing land resources. Strictly enforce the industrial access policy and strictly prohibit the supply of land to projects that do not conform to the industrial policy.We will support enterprises with backward production capacity to make good use of the land in stock and promote renovation and land redevelopment. (6) Strengthening disciplinary restraint. To strengthen the collection of relevant credit information, the relevant functional departments shall input the relevant credit information into the national and municipal public credit information platforms for enterprises that fail to complete the withdrawal of backward production capacity on time. All departments at all levels in the city shall inquire and utilize credit information in accordance with relevant regulations, carry out restraint and punishment for dishonesty in accordance with the law, and apply to the people's court for compulsory execution in accordance with the law if the administrative penalty decision is not fulfilled within the time limit. IV. Work requirements
(1) Strengthen work coordination. The relevant departments at the municipal level should focus on the key work and specific tasks of the year, make a good arrangement in an all-round way, keep abreast of the progress of the work in a timely manner, organize regular supervision and inspection, and supervise the districts and counties with slow progress by means of notification and interview. The district and county governments should earnestly fulfill their territorial responsibilities and promote backward production capacity in accordance with the law and regulations.

The Municipal Bureau of Ecology and Environment shall regularly update the list of key pollutant discharge units, carry out environmental credit evaluation, and regularly publish the list of illegal enterprises and penalties. The Municipal Market Supervision Bureau shall publish the administrative licensing of relevant products and investigate and deal with illegal cases in accordance with the regulations.
(3) Do a good job of information submission. The district and county governments and relevant departments at the municipal level shall timely report the progress and existing problems in the formulation of the plan, the supervision of law enforcement, and the annual summary to the Office of the Leading Group for Promoting the Withdrawal of Backward Production Capacity by Using Comprehensive Standards in accordance with the law and regulations. The Office of the Leading Group shall form a written report on the withdrawal of backward production capacity in 2023, which shall be submitted to the Ministry of Industry and Information Technology and the National Energy Administration with the consent of the Municipal Government.
(4) Improving the linkage mechanism.
