According to the Ministry of Industry and Information Technology, the National Conference on Industry and Information Technology was held in Beijing on January 11. The meeting summarized the work in 2022 and deployed the key tasks in 2023. The meeting pointed out that the overall requirements for industrial and information work in 2023 are to adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guide, comprehensively implement the spirit of the 20th National Congress of the CPC, conscientiously implement the spirit of the Central Economic Work Conference and the decision-making arrangements of the CPC Central Committee and the State Council, adhere to the general tone of steady and progressive work, and strive to build a well-off society in an all-round way. Complete, accurate and comprehensive implementation of the new development concept, speeding up the construction of a new development pattern, focusing on promoting high-quality development, overall development and security, vigorously promoting new industrialization, forging long boards, mending short boards, strengthening the foundation, consolidating and upgrading traditional industries, fostering and strengthening new industries, supporting the development of specialized and new enterprises, and upgrading the supply chain of the industrial chain. Promote the high-end, intelligent and green development of manufacturing industry, realize the effective improvement of the quality and reasonable growth of the quantity of industry and information technology, accelerate the construction of a strong manufacturing country and a strong network country, and provide strong support for a good start in building a socialist modern country in an all-round way.
The meeting stressed that thirteen key tasks should be carried out in 2023.
First, we will make every effort to promote steady growth of the industrial economy. We should stabilize key industries and formulate work plans for steady growth according to the characteristics of different industries. Major industrial provinces are encouraged to take the initiative to take the lead, support the central and western regions to actively undertake industrial transfer, and support the revitalization of manufacturing industry in Northeast China to make new breakthroughs. We will stabilize large-scale consumption such as automobiles, implement the "three products" action for consumer goods, deepen the construction of information consumption demonstration cities, and expand the supply of aging household products and daily necessities. Support enterprises to increase equipment renewal and technological transformation, and do a good job in ensuring the service of key foreign-funded projects in manufacturing industry. We should deepen cooperation between industry and finance, give full play to the leading role of investment funds, and guide social capital to increase investment in manufacturing. Maintain the steady growth of the tobacco industry. We should strengthen the monitoring and dispatching of economic operation and speed up the construction of the "digital industry and information" platform.
Two, we should make solid progress in the implementation of the 14th Five-Year Plan. Adhere to a blueprint to the end, improve the planning and implementation mechanism, and ensure a number of results. Strengthen overall coordination, supervision and implementation, give full play to the role of various departments, and jointly promote the implementation of the plan. Support local governments to effectively link up local planning with national planning and actively undertake key tasks.
The three is to enhance the independent and controllable ability of key industrial chains. Focusing on the key industrial chain of manufacturing industry, we should identify the weak links of key core technologies and components, "one chain, one policy" to strengthen the chain and stabilize the chain, strengthen the cooperation between upstream and downstream of the industrial chain, large and medium-sized enterprises, and promote the development of the whole industrial chain. We will promote key core technology projects, improve the long-term mechanism of "unveiling the list and taking the lead", and constantly enrich the industrial ecology.
Fourth, we will further promote the reengineering of the industrial base. We will lay out a number of industrial basic generic technology centers in key areas, focus on developing a number of basic components and key materials urgently needed by the market, accelerate the industrial application of new components, accelerate breakthroughs in industrial software for key industries such as petrochemical, shipbuilding and aviation, and promote the application of a number of advanced green basic manufacturing processes. We will continue to implement the construction project of manufacturing innovation centers and strengthen the key laboratories of the Ministry.
Fifth, we will accelerate efforts to tackle key problems in major technical equipment. Accelerate the industrialization of large aircraft and promote the high-quality development of industrial mother aircraft. We will continue to make efforts at both ends of R & D, manufacturing and application, and accelerate the development of high-end medical equipment, agricultural machinery equipment, deep-sea equipment, natural disaster prevention and control technology equipment and other high-end special equipment.
Sixth, accelerate the transformation and upgrading of traditional manufacturing industries. We will improve the long-term mechanism for eliminating excess capacity through marketization and legalization, and strictly implement the policy of capacity replacement for steel, cement and glass. Optimize the layout of major projects such as ethylene and coal chemical industry, and improve the industrial concentration of key industries such as iron and steel. We will implement the digital transformation of manufacturing industry, introduce policies and measures to promote the digitalization of equipment, and develop service-oriented manufacturing. We will fully implement the implementation plan for carbon peaking in the industrial sector and key industries, strengthen the transformation of green and low-carbon technologies, and improve the efficiency of comprehensive utilization of industrial resources and the level of cleaner production. We will implement special actions for the development of advanced manufacturing clusters and promote the construction of national demonstration bases for new industrialized industries.
Seventh, foster and strengthen new industries. Market-oriented methods should be used to promote the development of new energy automobile enterprises and supporting industries. We will improve the global competitiveness of the photovoltaic industry and accelerate the innovation and development of industries such as artificial intelligence, the Internet of Things, the Internet of Vehicles, and green and low-carbon industries. We will formulate an action plan for future industrial development, implement the "robot plus" application action, and encourage and support places where conditions permit to try first.
The eight is to speed up the development of information and communication industry. We will introduce policies and measures to promote the coordinated development of new information infrastructure, accelerate the construction of 5G and gigabit optical networks, start the construction of "broadband frontier", and comprehensively promote the research and development of 6G technology. We will improve the industrial Internet technology system, standard system and application system, and promote the construction of 5G industry virtual private network. We will improve the development policy of the telecommunications business market, strengthen the management of the whole process and the whole chain of APP, and strengthen the protection of personal information and the rights and interests of users. Enhance the ability of network and data security, and accelerate the innovation and development of security industry.
Ninth, promote the development of small and medium-sized enterprises. We will improve the work system, comprehensively implement the Law on the Promotion of Small and Medium-sized Enterprises, conscientiously implement the Regulations on Guaranteeing the Payment of Small and Medium-sized Enterprises, vigorously implement policies and measures to benefit enterprises, and strengthen the protection of the legitimate rights and interests of small and medium-sized enterprises. We will improve the service system for small and medium-sized enterprises at the national, provincial, municipal and county levels, and create service brands such as "Benefiting Enterprises Together" and "Service Month". We will improve the overseas service system for small and medium-sized enterprises and promote the construction of cooperation zones between Chinese and foreign small and medium-sized enterprises. We will carry out special actions to digitalize small and medium-sized enterprises, transform scientific and technological achievements into intelligent small and medium-sized enterprises, and assign quality standards to small and medium-sized enterprises. By the end of 2023, there will be more than 80000 specialized and new small and medium-sized enterprises and more than 10000 "Little Giant" enterprises in China. Promote the integration and innovation of large and medium-sized enterprises, and help small and medium-sized enterprises integrate into key industrial chains and supply chains.
Tenth, optimize the system and layout of national defense science, technology and industry, build advanced national defense science, technology and industry, and consolidate the integrated national strategic system and capacity.
The eleventh is to support the construction of "double first-class initiative" in subordinate universities. We should adhere to the fundamental task of moral education, strengthen Party building and ideological and political work, intensify the construction of dominant disciplines, deepen the integration of science and education, industry and education, and cultivate top-notch innovative talents.
The twelfth is to enhance the ability of industry governance. We will comprehensively deepen reform, promote the coordination of industrial and fiscal, taxation, financial, trade and investment policies, and promote administration according to law. We will implement the pilot project of new industry standardization and strengthen the layout of emerging areas and future industrial standards. Do a good job in the overall planning of radio spectrum resources and enhance the ability of radio governance. Improve the intrinsic safety level of the industry and promote the high-quality development of the civil explosive industry. We will deepen international exchanges and cooperation, promote the building of a new industrial revolution partnership under the framework of the Global Development Initiative, and run key activities such as the China-ASEAN Emerging Industries Forum.Strengthen inter-ministerial coordination and cooperation between ministries and provinces, and support local governments to develop advantageous industries according to local conditions. Support subordinate units to focus on the main business, close to the industry, improve core competence, strengthen the construction of think tanks, and serve the development of the industry.
Thirteen, we should spare no effort to ensure the production and supply of key medical supplies. Every effort should be made to stabilize production and increase production, and daily dispatch should be adhered to to ensure continuous production and supply during the Spring Festival. Strengthen the docking of supply and demand, coordinate and promote the precise delivery of medical supplies.
