In order to ensure the safety of flood control and water supply and protect the water ecological environment, according to the provisions of the Water Law of the People's Republic of China, the Regulations on River Management of Guangdong Province and the Regulations on River Sand Mining Management of Guangdong Province, and taking into account the conditions of river sand storage, riverbed evolution, water regime, engineering safety and water environment in Conghua District. According to the River Sand Mining Plan of Conghua District of Guangzhou (2021-2025), the river sand reserves of each river in Conghua District of Guangzhou are small and do not meet the actual situation of mining conditions.
Recently, Guangzhou Water Bureau issued the announcement of the forbidden mining area of river sand in Conghua District and municipal rivers in 2023. The contents are as follows:
1. The following river courses are designated as prohibited areas for sand mining in 2023
(1) District management of river courses: Conghua District has a rainwater collection area of more than 50k ㎡ and some river courses with a history of sand mining. It includes Yuxi River, Lianxi River (Conghua Section), Fentian River (Conghua Section), Changliushui River, Niulushui River, Yadong River, Xiaohai River, Chaogai River, Fenghuang River, Dakeng River, Shaxi River, Longtan River, Qigan River, Shiling River, Hantian River, Lvtian River, Anshan River, Jiang (II) River (Conghua Section), Minle River, Huangmao River, Shajing River, Huangluo River, and other district rivers.
(II) Main stream of Liuxi River under municipal administration: below Liangkou Dam to the junction of Taiping Town and Baiyun District.
2. For the above river courses (river sections), the acceptance of applications for sand mining in river courses and the issuance of "Sand Mining Permits for River Courses" shall be stopped, and all sand mining activities in river courses shall be prohibited (except for river regulation projects approved by the water administration department and approved by other relevant departments). Those who violate the provisions of this announcement will be investigated and punished according to law. 3. This announcement shall come into force on January 1, 2023 and shall be valid until December 31, 2023.
