On January 9, the Ministry of Housing and Urban-Rural Development (MOHURD) issued a reply to Recommendation No.2254 of the Fifth Session of the 13th National People's Congress (NPC), which responded to three suggestions, namely, "improving the industry and national standard system", "giving differentiated electricity price subsidy policies to projects", and "gradually quantifying the application requirements of renewable energy in buildings". It is mentioned in the
reply that the rapid decline in the cost of PV has laid the necessary foundation for the large-scale development of BIPV. At present, Beijing, Guangzhou and other places have introduced local subsidy policies for photovoltaic building integration, and eligible projects can be actively declared.
The National Development and Reform Commission strongly supports the innovation, upgrading and characteristic application of intelligent photovoltaic industry . Deployment of advanced photovoltaic, safe and efficient energy storage, renewable energy hydrogen production, fuel cells and other green low-carbon energy technologies and key equipment R & D demonstration. Combining with the construction of Zhangjiakou Renewable Energy Demonstration Zone, we will actively support the innovative application of clean energy consumption technologies such as high-efficiency photovoltaic, large-capacity compressed air energy storage, multi-energy complementarity and smart energy.

We have received your proposal on further supporting the development of BIPV. The reply is as follows:
I. On improving the industry and national standard system
In 2012, the Ministry promulgated the Code for Operation and Maintenance of BIPV Systems, which is applicable to the operation and maintenance of BIPV systems that have passed the acceptance and have been put into normal use. In October 2021, the full-text mandatory standard "General Code for Building Energy Conservation and Renewable Energy Utilization" was promulgated, requiring new buildings to install solar energy systems from April 1, 2022. In March 2022, the 14th Five-Year Plan for Building Energy Conservation and Green Building Development was issued, which proposed to promote the integrated construction, construction and installation of solar photovoltaic in new buildings, and encouraged the government to invest in public welfare buildings to strengthen the application of solar photovoltaic. During the 14th Five-Year Plan period, the target of adding 0.5 billion kilowatts of solar photovoltaic installed capacity was clearly put forward, and the policy system, standard system and technology system of solar photovoltaic application were gradually improved.
The National Energy Administration cooperated with the National Standards Committee to issue the Technical Standards for the Application of Building Photovoltaic Systems, and put forward the technical requirements for the design, construction, acceptance, operation and maintenance of building photovoltaic power generation .
2. At present, China's interest rate control has been liberalized on the policy
of giving differentiated electricity price subsidies to projects. Commercial banks and other financial institutions independently determine the level of loan interest rate according to the market-oriented principle of income covering cost. In November 2021, the People's Bank of China issued the Notice on the Establishment of Carbon Emission Reduction Support Tools to support three key areas of carbon reduction, namely, clean energy, energy conservation, environmental protection and carbon emission reduction technology, in a steady, orderly and precise manner, and to guide financial institutions in department settings, resource allocation, incentive assessment and product design. Leverage more social funds to promote carbon emission reduction. By the end of March 2022, banks will be guided to use carbon emission reduction support tools to issue about 5 billion yuan of loans to photovoltaic building integration projects.
According to the Renewable Energy Law, the central government subsidizes photovoltaic power generation projects through additional subsidies for renewable energy tariffs. In recent years, driven by both the policy and the market, the photovoltaic power generation technology has made continuous progress, the installed capacity has continued to grow, and the construction cost has dropped rapidly. Since 2021, the centralized photovoltaic power station has entered the "parity era" in an all-round way, and no longer needs financial subsidies. The rapid decline of photovoltaic cost has laid a necessary foundation for the large-scale development of building integrated photovoltaic. At present, Beijing, Guangzhou and other places have introduced local subsidy policies for photovoltaic building integration, and eligible projects can be actively declared.
3. With regard to the requirement
of gradually quantifying the application of renewable energy in buildings, in July 2020, our Ministry, together with relevant departments, issued the Action Plan for the Establishment of Green Buildings, carried out the construction of key cities for improving the energy efficiency of public buildings, established and improved the operation and management system, promoted the contract energy management and contract water-saving management, and promoted the construction of key cities. Promote energy consumption statistics, energy audit and energy efficiency publicity of public buildings. In March 2022, the 14th Five-Year Plan for Building Energy Conservation and Green Building Development was issued to strengthen the construction of public building operation supervision system, coordinate the analysis and application of energy consumption statistics, energy audit, energy consumption monitoring and other data and information, carry out energy consumption information publicity and disclosure pilot projects, and generally improve the energy-saving operation level of public buildings. To guide all localities to classify and formulate energy (electricity) quota indicators for public buildings, carry out building energy consumption comparison and energy efficiency evaluation, and gradually implement energy management for public buildings. In June
2021, the State Energy Administration issued the Notice on Submitting the Pilot Scheme of Roof Distributed Photovoltaic Development in Whole Counties (Cities and Districts) to promote the development of Roof Distributed Photovoltaic. For the counties (cities and districts) that declared to carry out the pilot project, it was proposed that the proportion of photovoltaic power generation installed in the total roof area of Party and government organs should not be less than 50%; No less than 40% of the total roof area of schools, hospitals, village committees and other public buildings can be installed with photovoltaic power generation; no less than 30% of the total roof area of industrial and commercial plants can be installed with photovoltaic power generation; no less than 20% of the total roof area of rural residents can be installed with photovoltaic power generation. At the end of 2021, nine ministries and commissions jointly issued the "14th Five-Year Plan for Renewable Energy Development", proposing to vigorously promote the development of multi-scenario integration of photovoltaic power generation. We will comprehensively promote the development of distributed photovoltaics, focusing on the development and utilization of rooftop photovoltaics in industrial parks, economic development zones and public buildings, actively promote the integrated development of photovoltaic buildings in new factories and public buildings, implement the "action of bathing thousands of households", standardize and orderly promote the development of rooftop distributed photovoltaics in the whole county (district), and build new photovoltaic villages. During the 14th Five-Year Plan period, the installation rate of distributed photovoltaic in new industrial parks and large public buildings reached more than 50%.

The State Grid actively supports the development of distributed photovoltaic including building integrated photovoltaic. Opinions on supporting grid-connected services of distributed generation were issued, and documents such as key task lists, work guidelines, key technical principles of access and typical grid-connected schemes supporting large-scale development of distributed photovoltaic services were timely revised, formulated and issued. Appropriately tilt the power grid construction funds to the large-scale development area of distributed photovoltaic, for the power grid with weak carrying capacity, determine the standard of power grid construction and transformation differently, and carry out timely upgrading and transformation in combination with planning. Provide high-quality grid-connected services, further optimize the grid-connected process, simplify the grid-connected procedures, and provide "one-stop" grid-connected services. Strengthen dispatching operation and absorption, formulate classified dispatching strategies according to functional positioning, access voltage level and capacity, and gradually realize observable, measurable, controllable and adjustable. By the end of 2021, the installed capacity of distributed photovoltaic in the company's operating area has exceeded 100 million kilowatts, and has achieved efficient local consumption.
