The interpretation
of the Notice of the General Office of the Guangzhou Municipal People's Government on Optimizing the Criteria for Determining the Number of Housing Units in Individual Housing Loans in Guangzhou is to better meet the rigid and improved housing needs. The General Office of the Guangzhou Municipal People's Government issued the Notice on Optimizing the Criteria for Determining the Number of Housing Units in Individual Housing Loans in Guangzhou (Suifu Office Letter No.2023). Now the interpretation is as follows:
First, the
households applying for loans include household registration families, non-household registration families, single persons, foreigners, talent green card holders and other buyers who do not belong to legal entities. Household registration families and non-household registration families include loan applicants, spouses and minor children living together.
2. The number
of residential housing units is based on the inquiry results of Guangzhou Natural Person Real Estate Information provided by the real estate registration agency of our city, which shows that the number of residential housing units owned by households (including all family members) has been accounted for.
3. If there is no housing in the city under the name of a household with a personal housing credit policy
related to policy optimization, the down payment for the purchase of ordinary commodity housing or non-ordinary commodity housing shall be implemented at a rate not less than minimum rate for the purchase of the first set of housing. No longer distinguish whether there is a record of housing loans (including commercial housing loans and provident fund housing loans) and whether the housing loans are repaid, the interest rate of housing loans enjoys the interest rate of purchasing the first set of housing.
4. The implementation time
of the policy is based on the Notice of the Ministry of Housing and Urban-Rural Development and the General Administration of Financial Supervision of the People's Bank of China on Optimizing the Criteria for Determining the Number of Housing Units in Individual Housing Loans (Jianfang [2023] 52), which was issued on August 18, 2023. Individual housing loan contracts signed before 0:00 on August 18,
2023 shall be implemented in accordance with the original policy. Individual housing loan contracts signed after 0:00 on August 18,
2023 shall be implemented in accordance with the new policy.
