On August 26, the Energy Bureau of Anhui Province issued the Notice on Further Promoting the Standardized and Orderly Development of Distributed Photovoltaic Power, which pointed out that the newly added ground photovoltaic power stations with less than 6 MW (including photovoltaic power station projects using pit and pond water surface, combined with agricultural greenhouses, livestock breeding, etc.) Were included in the annual construction scale management. Projects not included in the annual construction scale shall not start construction or be connected to the grid.

of the Energy Bureau of Anhui Province on Further Promoting the Standardized and Orderly Development of Distributed Photovoltaics The Development and Reform Commission of each city, Guangde City and Susong County, and the State Grid Anhui Electric Power Company:

In order to further promote the orderly development of distributed photovoltaic norms in our province, the relevant matters are hereby notified as follows.

1. Strengthen the scale management of distributed photovoltaic grid-connected. Coordinate the grid-connected scale management of centralized and distributed PV projects , with single-point access less than 6 & nbsp; MW industrial and commercial distributed photovoltaic projects (referring to distributed photovoltaic constructed on the roof or ground within the scope of industrial and commercial enterprises'own construction land) and household photovoltaic projects (referring to distributed photovoltaic constructed on the roof or ground within the scope of natural person's homestead, including natural person's full purchase, cooperative development and financial leasing, etc.) The development and construction in areas with access capacity shall not be included in the annual construction scale management for the time being; the newly added ground photovoltaic power stations (including photovoltaic power station projects constructed by using the water surface of pits and ponds, in combination with agricultural greenhouses, livestock breeding, etc.) with a filing capacity of less than 6 MW shall be included in the annual construction scale management, and the projects not included in the annual construction scale shall not be commenced or connected to the grid.

2. Carry out the evaluation of the carrying capacity of distributed photovoltaic access grid. The State Grid Anhui Electric Power Company shall organize the power supply companies of each city to take the county as a unit, in accordance with the requirements of the National Energy Administration's Pilot Implementation Plan for the Assessment of the Carrying Capacity and Improvement Measures of Distributed Photovoltaic Access to the Grid and the Guidelines for the Assessment of the Carrying Capacity of Distributed Generation Access to the Grid (DL/T2041). The analysis of the carrying capacity of distributed photovoltaic access to the power grid shall be completed before the 20th day of the last month of each quarter, the red, yellow and green areas of distributed photovoltaic development shall be defined, and the accessible capacity of substations, lines and stations within the jurisdiction shall be calculated, which shall be announced to the public through the portal website of power grid enterprises, business hall and other channels at the end of each quarter, and reported to the county-level energy authorities.

3. Standardize the record management of distributed photovoltaic projects. Distributed photovoltaic projects are subject to territorial record management. Among them, the grid enterprise shall apply to the local competent energy department for filing on behalf of the natural person for the household photovoltaic project with the mode of full purchase by the natural person; other distributed photovoltaic projects shall be applied for filing by the investment and development enterprise after the owner of the roof property right chooses the investment and development enterprise independently. In principle, the filing scale is the AC side capacity (i.e. the sum of rated output power of the inverter). All localities shall strictly implement the provisions of the Measures for the Administration of Approval and Filing of Enterprise Investment Projects and handle the filing in a timely manner, and shall not increase or decrease the examination conditions without authorization. The project applicant shall be responsible for the authenticity, legality and completeness of the filing materials submitted. In case of any fraud, it shall be handled in accordance with the relevant provisions.

Fourth, do a good job of grid access services for distributed photovoltaic projects. Power grid enterprises should strengthen communication and docking with local energy authorities, and timely optimize power grid planning and construction plans and investment plans in accordance with the development needs of new energy projects. Power grid enterprises should set up a "one-stop" grid-connected service window for distributed photovoltaic power generation , and clarify the application conditions, workflow and processing time limit for grid-connected procedures, within the scope of grid access capacity. Opinions on grid access of distributed photovoltaic projects shall be issued according to the time sequence of access declaration, and over-capacity access shall be strictly prohibited. Distributed photovoltaic projects without access opinions issued by power grid enterprises shall not start construction without authorization. The household photovoltaic power plant of the full-payment purchase mode shall apply for grid access in the name of a natural person, and the grid enterprise shall verify the identity of the natural person of the applicant and the purchase invoice of the main photovoltaic power generation equipment (including photovoltaic modules, inverters, etc.) before grid connection; other distributed photovoltaic projects shall apply for grid access in the name of the filing enterprise after filing. When all household photovoltaic projects apply for grid access, if the name of the power user is consistent with the identity certificate of the owner of the newly installed photovoltaic roof, there is no need to provide the property right certificate.

5. Strengthen the grid-connected management of distributed photovoltaic construction. Distributed photovoltaic projects shall be constructed and implemented in strict accordance with the contents of the record, investors shall conscientiously implement the safety management requirements, relevant design, construction, supervision and other participating units shall have the qualifications stipulated by the state, and the photovoltaic products used shall conform to the relevant technical standards of the state. The project shall be connected to the grid after the acceptance and commissioning of the grid-related equipment organized by the grid enterprise, and shall be dispatched by the grid enterprise in accordance with the regulations. The newly added distributed photovoltaic shall have observable, measurable, controllable and adjustable functions, and the existing distributed photovoltaic shall be gradually transformed to have corresponding functions. Without permission, manufacturers, integrators and installation units of distributed photovoltaic systems shall not retain remote control interfaces and corresponding capabilities.

6. Improve the capacity of accessing and absorbing distributed photovoltaic. Grid enterprises should further accelerate the upgrading and transformation of the grid, optimize the dispatching mode of the grid, and improve the ability of the grid to accept a high proportion of distributed photovoltaic power generation in view of the restricted areas of distributed photovoltaic access, the overall planning of regional load level and the demand for distributed photovoltaic. Encourage distributed photovoltaic "self-use, surplus access to the grid", reduce the pressure of public grid operation, give priority to supporting distributed photovoltaic projects near low-voltage access, do not have low-voltage access conditions, distributed photovoltaic investors can explore the collection and delivery. Distributed photovoltaic investment enterprises and grid enterprises are encouraged to take into account the scale of distributed photovoltaic development, load characteristics and other factors, explore the centralized allocation or leasing of independent energy storage facilities in difficult substations (stations), and give priority to the access and consumption of projects that promise to allocate and store.

7. Strengthen the supervision and management of distributed photovoltaic operation. The main body of project investment should take the main responsibility for the operation and maintenance of distributed photovoltaic projects, and take timely measures to eliminate the potential safety hazards of the project and ensure the safe operation of photovoltaic power generation system. Power grid enterprises at all levels should strengthen the monitoring and analysis of the grid-connected operation of distributed photovoltaic projects within their jurisdiction, and submit analysis reports to the local energy authorities every year. Energy authorities at all levels should organize power grid enterprises to carry out network-related inspection, focusing on whether protective devices and protective devices are put into operation, whether the parameters of inverters are adjusted privately, whether the power quality is qualified, and whether there are potential safety hazards in network-related equipment, etc. If there are problems, they should issue a notice of rectification within a time limit to users and relevant units in accordance with the regulations, and refuse to rectify them. And timely report to the agency of the National Energy Administration and the local power management department in accordance with the regulations.

Local governments and power grid enterprises should establish docking mechanisms to jointly strengthen the construction and operation management of new energy projects in accordance with the objectives and requirements of energy structure adjustment and optimization in the 14th Five-Year Plan. This Circular shall be implemented as of the date of issuance. Ground photovoltaic power stations less than 6 MW that have been put on record before the issuance can start construction after the grid access and consumption conditions are implemented. Those that have not been connected to the grid before the end of December 2023 shall be managed according to the new projects.
