As well as the rational allocation of resources, optimizing the layout of industrial structure and promoting regional economic development, are the core key for the competent departments of natural resources to fulfill their responsibilities of "two unifications". Municipal (state) departments in charge of natural resources and relevant units should attach great importance to and strictly strengthen the management of reserves.

2. Strictly standardize geological exploration work

(2) Fully implement the system of registration and publicity of geological exploration units. All units engaged in mineral exploration activities, rock and mineral analysis and testing, and geological survey within the administrative region of Sichuan Province shall, in accordance with the requirements of the Notice of the Department of Natural Resources of Sichuan Province on Printing and Distributing the Detailed Rules for the Implementation of Supervision and Management of Geological Exploration Activities in Sichuan Province (Sichuan Natural Resources Regulation [2022] No.6), register in the "National Geological Exploration Industry Supervision Service Platform" and fill in the public information. The competent department of natural resources shall not approve the geological exploration results, analysis and test reports, geological survey reports, annual reports of mine reserves and reserve reports submitted by units that have not registered or filled in public information.

(3) Strict management of exploration implementation plans. When the exploration right is newly established, extended or changed in scope, the exploration implementation plan shall be worked out in accordance with the requirements of relevant norms. Departments in charge of natural resources at all levels shall, in accordance with the authority of transfer registration, organize or entrust evaluation agencies to carry out the evaluation of exploration implementation plans. In the process of exploration implementation, if the main means of work (trenching, pit exploration, drilling) are involved and the main workload changes by more than one third, the plan should be revised and re-evaluated in time. The competent departments of natural resources at all levels shall incorporate the implementation of the exploration implementation plan into their daily supervision and management.

New projects undertaken by geological exploration units shall be timely reported and publicized on the "National Geological Exploration Industry Supervision Service Platform" within one month from the date of signing the contract, and shall not be delayed or omitted. After the completion of the field geological exploration work, if the exploration resources are obtained, the field acceptance shall be carried out in accordance with the requirements of relevant standards and the implementation plan of the exploration, focusing on the acceptance of the quality of the exploration engineering and the original geological data, and the field acceptance shall be taken as the requirements for the application of the exploration results for the evaluation and filing of the reserves. Geological prospecting units with superior competent departments shall conduct field acceptance by their superior competent departments, and other geological prospecting units shall, with the participation of the competent departments of natural resources at the county level, organize experts or entrusted institutions to conduct field acceptance by the mining right holders themselves.

3. Strengthen the reporting and evaluation

The compiling unit of the reserve report shall have the corresponding ability, and the compiling personnel shall have the relevant working background of geological exploration and mineral development. On-site verification focuses on spot checks of new exploration (control) projects, important exploration (control) projects and original geological data (including image data). If the on-site verification fails or refuses to cooperate with the on-site verification, the geological report applied for review and filing shall not be approved.

(8) Establish and improve the management system of evaluation and filing. Departments in charge of natural resources at all levels and reserve appraisal institutions should strengthen the construction of appraisal and filing system, formulate service guidelines for appraisal and filing, establish a database of appraisal experts, improve appraisal procedures and business quality management system, and do a good job in the management of working archives. We should continue to strengthen the construction of the evaluation expert team, ensure the "access" of the evaluation experts, and establish the elimination system and update mechanism of the evaluation experts. Experts from the evaluation center of the Ministry or from other provinces may be invited to participate in the evaluation of reserves.

(9) Establish a normal evaluation and monitoring mechanism for quality evaluation. Provincial departments and municipal (state) departments in charge of natural resources should set up a working group to guide and supervise the evaluation quality of mineral resources reserves at lower levels. Guidance and supervision shall be carried out by combining random inspection with key inspection, and by attending the review meeting or consulting the relevant information after the meeting, focusing on the compliance of the review work, the grasp of technical standards, and the construction of the review and filing management system. The guidance and supervision working group shall not interfere with the independent evaluation conclusions made by the evaluation experts and the reserve evaluation institutions, but shall evaluate the spot check evaluation and filing work after the completion of the spot check, put forward rectification suggestions for the existing problems and give feedback to the relevant natural resources authorities. Provincial departments and municipal (state) departments in charge of natural resources shall summarize and report the problems and experiences found in the guidance and supervision work.

4. Effectively improve the quality

of annual reserve reports and statistical data (10) To clarify the requirements for compiling annual reserve reports of mines. The mining right holder is the main body responsible for compiling the annual report of mine reserves. The compilers shall have geological exploration, mineral development and other relevant working backgrounds, and the main compilers shall have the corresponding professional titles of deputy senior and above. (11) Strict examination and control of annual reports of mine reserves. The competent department of natural resources at the municipal level shall be responsible for the dynamic supervision and management of mine reserves within its jurisdiction. To guide and supervise the mining right holders to carry out the dynamic detection of mine reserves and the preparation of annual reports in accordance with relevant requirements, and to organize experts to carry out the review of annual reports. The format and main contents of the review opinions (forms) shall comply with the requirements of the Notice of the Office of the Department of Natural Resources of Sichuan Province on Regulating the Dynamic Monitoring of Mine Resources Reserves and Implementing the Statistical Work of Mineral Resources Reserves in 2022. The annual report review opinions shall specify whether the annual report has passed the review and be signed by the review experts, and the annual report review opinions shall be confirmed by the seal of the municipal (state) natural resources authorities.

(12) Strict statistical quality control. Departments in charge of natural resources at all levels shall carry out annual statistical quality control as required. Provincial departments coordinate the statistical quality control of the whole province, organize on-the-spot inspection of the implementation of laws and regulations, departmental rules and normative documents of mineral resources statistics by municipal (state) natural resources authorities and mining rights holders, put forward rectification requirements and supervise the rectification of problems; The Provincial Reserve Assessment Center is responsible for the self-examination of the mineral resources reserve assessment and filing data of the provincial transfer registration authority, the identification of the exploration right and the storage of the resources reserves, and the spot check of the statistical data at the municipal and county levels; The competent department of natural resources at the municipal level shall, in accordance with the division of statistical work, carry out self-inspection and rectification of problems in the filling of statistical data of mineral resources reserves within its jurisdiction, and conduct spot checks on the filling of statistical data at the county level; the competent department of natural resources at the county level shall be responsible for the self-inspection and rectification of problems in the filling of statistical data of mineral resources reserves within its jurisdiction.

(13) Manage the database of mineral resources reserves at different levels. Departments in charge of natural resources at all levels shall, in accordance with the technical requirements for the construction of mineral resources databases, establish mineral resources reserves databases and be responsible for updating, maintaining and managing them.According to the authority of registration and evaluation of mining right transfer, the provincial reserve evaluation center at the provincial level shall timely update the information of provincial evaluation and filing, change the information of mining right transfer registration, and adjust the subordination relationship between mining areas and mines; The competent departments of natural resources at the municipal and county levels shall timely input the information of the annual newly established mining right resource reserves and the assessment and filing resource reserves into the software of "Input Tool for Reserve Assessment and Filing Information Table and Reserve Statistical Information Table", establish the assessment and filing information database, and update it to the reserve database when the provincial department issues the annual mine reserve statistical reserve database (statistical base).

5. Further improve the management

6. Strict investigation of

liability (15) If the mining right holder fails to apply for evaluation and filing during the mining period when the cumulative amount of resources has changed significantly (the amount of change exceeds 30% or reaches a medium-sized scale or above), or fails to carry out dynamic detection of mine resources reserves in accordance with regulations, or fails to submit annual reports, the mining right holder shall not submit annual reports. Or in case of fraud, violation of laws and regulations, it shall be included in the management of the abnormal list of the mining right holder's exploration and mining information publicity system. If the consequences are serious or the loss of state-owned assets is caused, the legal liability shall be investigated in accordance with the law.

(16) If the report submitted by a geological prospecting unit fails to pass three reviews, the application for examination of the mineral resources reserve report and the annual report of reserves prepared by the unit shall not be accepted within half a year, and at the same time, the competent department of natural resources shall notify the report preparation unit. If a geological prospecting unit undertakes a new project but fails to fill in and publicize it in the "National Geological Prospecting Industry Supervision Service Platform" within one month from the date of signing the contract, it shall be included in the "National Geological Prospecting Industry Supervision Service Platform" abnormal list. If the report preparation unit commits fraud, it shall be dealt with in accordance with the Notice of Sichuan Natural Resources Department on the Issuance of Detailed Rules for the Implementation of Supervision and Management of Geological Exploration Activities in Sichuan Province (Sichuan Natural Resources Regulation No.6, 2022), and if it constitutes a crime, it shall be investigated for legal liability in accordance with the law. The report compilers involved shall cancel their existing professional and technical titles and shall not declare again within five years. If the superior competent department of a geological prospecting unit fails to perform its duties of field acceptance of geological work and causes serious consequences, the competent department of natural resources shall notify it.

(17) If the reserve assessment institutions at all levels fail to carry out their work in accordance with the relevant provisions, resulting in adverse effects, or fail to strictly check the mineral resources reserve reports and annual reports, the competent natural resources authorities shall circulate a notice of criticism; If the circumstances are serious, such as fraud and serious falsehood in the statistical data of resource reserves, the relevant business shall be stopped and the legal liability shall be investigated in accordance with the law and regulations. Evaluation experts who engage in malpractices for personal gain, fraud, dereliction of duty, violation of confidentiality and avoidance principles and other relevant laws and regulations shall be disqualified as experts in accordance with the procedures, and those suspected of violating the law and discipline shall be investigated for legal liability in accordance with the law.

(18) Public officials of the competent departments of natural resources at all levels who violate discipline and regulations in the management of reserves shall be investigated for legal liability in accordance with the law once verified.

7. Coordinating the organization and implementation

(19) Implementing the organizational guarantee. Provincial departments should strengthen the unified deployment of reserves management, municipal (state) departments in charge of natural resources should coordinate the work of reserves management in their jurisdictions, and departments in charge of natural resources at all levels should arrange special personnel to take charge of the work, and in principle, the personnel should be fixed to ensure the smooth development of the work. Departments in charge of natural resources at all levels should strengthen the informationization construction of mineral resources reserves management and realize data interconnection and interoperability in light of actual needs.

(20) Strengthen coordination and linkage. The competent departments of natural resources at all levels should strengthen communication, coordination and work linkage, and the provincial departments should strengthen the operational guidance and training of the competent departments of natural resources in cities and counties, so as to improve the operational level of the competent departments of natural resources in cities and counties.
