We will promote the construction of water-saving cities, implement the renovation of old urban water supply networks, promote the zoning measurement of water supply networks, improve the level of intelligent management of water supply networks, and strive to stabilize the leakage rate of urban public water supply networks within 9% by 2030. We will promote urban green lighting, strengthen the management of the whole process of urban lighting planning, design, construction and operation, control excessive lighting and prevent light pollution. By 2030, the proportion of high-efficiency and energy-saving lamps such as LEDs will exceed 80%, and more than 30% of the cities in the province will have built digital lighting systems. We will carry out actions to promote urban landscaping, improve the urban park system, promote the construction of greenway networks in central and old urban areas, strengthen three-dimensional greening, and increase the proportion of local and local suitable plants. By 2030, the green space rate of urban built-up areas in the province will reach 40%, and the length of greenways in urban built-up areas will exceed 1 km/10000 people. Promote the application of geothermal energy and biomass energy according to local conditions, and promote various electric heat pump technologies such as air source. Increase the application of renewable energy in buildings, reduce the proportion of traditional fossil energy in building energy consumption, and the substitution rate of renewable energy in urban buildings will reach 8% by 2025. We will guide the development of electrification in building heating, domestic hot water and cooking. We will promote the full electrification of new public buildings, and the proportion of electrification will reach 20% by 2030. We will promote the application of technologies such as smart micro-grid, "direct and flexible light storage", cold and heat storage, flexible load regulation, and virtual power plants, give priority to the consumption of renewable energy power, and actively participate in power demand side response. Explore the intelligent group control technology of building electrical equipment, rationally allocate the electricity load on the premise of meeting the demand for electricity, and realize less capacity increase and no capacity increase. According to the existing energy infrastructure and economic affordability, explore the hydrogen fuel cell distributed cogeneration according to local conditions. Promote low-carbon building heat source, comprehensive utilization of cogeneration waste heat, industrial waste heat, etc., according to the actual situation in various places. Give full play to urban thermoelectric heating capacity and improve the coupling capacity of urban thermoelectric biomass.
(10) Promoting green and low-carbon construction. We will vigorously develop prefabricated buildings and promote the use of steel structure housing. By 2030, prefabricated buildings will account for 40% of new buildings in cities and towns in that year. Actively promote energy-saving construction equipment, monitor the energy consumption of key equipment, and implement group control management for multiple similar equipment. Give priority to the selection of building materials products with green building materials certification marks, establish a mechanism for government projects to purchase green building materials, and comprehensively promote green building materials for star-rated green buildings by 2030. Actively guide the construction industry to adopt advanced new technologies, new technologies, new materials and new equipment at home and abroad, and encourage the use of wood and bamboo building materials in areas where conditions permit. Improve the versatility of prefabricated components and parts, and promote standardization, fewer specifications and more combination design. We will vigorously promote green construction, promote factory precision processing and fine management of building materials, and reduce the loss rate of building materials at construction sites by 20% by 2030 compared with 2020. Strengthen the management and control of construction waste at construction sites, and the discharge of construction waste at new construction sites will not exceed 300 tons/10000 square meters by 2030. We will promote the centralized treatment and graded utilization of construction waste, and the utilization rate of construction waste resources will reach 55% by 2030. Strengthen construction dust control and noise management.
3. Building green and low-carbon counties and villages
(11) Promoting the green and low-carbon level of counties. We will carry out the construction of green and low-carbon county towns and build an intensive, economical and pleasant pattern of county towns. Fully integrate into the natural conditions, conform to the original topography and landform, and realize the integration and coordination between the county and the natural environment. Infrastructure construction in county towns should be suitable for local characteristics, focusing on miniaturization, decentralization and ecology, reducing the cost of construction, operation and maintenance, and building green and economical infrastructure. The density and intensity of county construction should be strengthened according to local conditions. The height of buildings should match the ability of fire fighting and rescue. New residential buildings should be mainly 6 floors, with the highest not exceeding 18 floors. The proportion of residential building area of 6 floors and below should not be less than 70%. If it is really necessary to build more than 18 floors of residential buildings, it should be strictly and fully demonstrated, and ensure that fire emergency and municipal supporting facilities are in place; With the implementation of "narrow roads, dense road networks and small blocks", the width of the red line of the internal roads in the county town shall not exceed 40 meters, the area of the centralized hard ground in the square shall not exceed 2 hectares, and the pedestrian network shall be continuous and smooth.
(12) Optimizing the rural pattern. Rural construction must protect the ecological environment and reduce the consumption of resources and energy. Protect and shape the rural style, continue the rural historical context, strictly implement the relevant provisions, do not destroy the topography, do not demolish historical buildings, do not cut down old trees, do not build tall buildings. Develop the construction of green low-carbon villages to improve the quality of rural ecology and environment. The site selection of farm houses and villages should be safe and reliable, conform to the topography and landform, and protect the ecological context of mountains, rivers, forests, fields, lakes and grasses. New farm houses are encouraged to gather in villages with perfect infrastructure, superior natural conditions, complete public service facilities and beautiful landscape environment. The farm house community is natural, compact and orderly, and the traditional villages are well protected.
(13) Building green and low-carbon farm houses. Improve the level of green and low-carbon design and construction of farm houses, build new farm houses to meet the actual needs of rural production and life, improve the ancillary facilities of water, electricity, gas and toilets, strengthen the promotion of building energy-saving materials to rural areas, improve the energy efficiency level of farm houses, build a number of green farm houses by 2030, and encourage the construction of star-rated green farm houses and zero-carbon farm houses. In accordance with the requirements of structural safety, functional improvement, energy saving and carbon reduction, relevant standards for rural housing construction are formulated and improved. We will guide new rural houses to implement relevant standards such as the Design Standards for Energy Conservation of Rural Residential Buildings, improve energy-saving measures for rural houses, and promote renewable energy utilization methods such as solar greenhouses according to local conditions. We will strengthen energy-saving renovation of existing farm houses and promote the use of energy-efficient lighting, cookers and other facilities and equipment. We will carry out research on applicable technologies for rural construction, innovate the technical system of rural housing and the system of modern vernacular architecture, and improve the design, construction and livability of rural housing. Encourage the use of local materials and local materials, promote the use of green building materials, and encourage the use of fabricated steel structures, wood structures and other construction methods.
(14) Promoting low-carbon treatment of domestic waste and sewage. Promote sewage treatment in county and rural areas, rationally determine discharge standards, and promote local resource utilization of rural domestic sewage. We will carry out standardized transformation of large-scale water supply and sewage projects, and promote the integration of urban and rural water supply and sewage projects where conditions permit. According to local conditions, we should promote miniaturized, ecological and decentralized sewage treatment processes, and promote the operation mode of micro-power, low energy consumption and low cost. We will coordinate the construction and services of three-level domestic waste collection, transportation and disposal facilities in counties and villages, and further expand the coverage of the rural domestic waste collection, transportation and disposal system.

Improve the efficiency of energy use in urban and rural construction, vigorously develop renewable energy adapted to local resource endowments and needs, and promote the application of renewable energy such as solar energy, geothermal energy, air heat energy and biomass energy in urban and rural construction. We will vigorously promote the installation of solar photovoltaic systems on farm roofs, courtyards and agricultural facilities. We will further raise the level of electrification and encourage the electrification of cooking, heating, lighting, transportation and hot water. 4. Consolidating safeguards
(16) Improving local laws and policies. In accordance with the superior regulations, the Provincial People's Congress should amend the Regulations on Energy Conservation of Civil Buildings in Guizhou Province, improve the relevant policies and local standards for carbon peak in urban and rural construction in Guizhou Province, and clarify the main body of responsibility. Encourage qualified enterprises and social organizations to formulate enterprise standards and group standards higher than national standards and industry standards. According to the requirements of carbon emission control objectives and industrial structure, all localities reasonably determine the carbon emission control objectives in urban and rural construction. We will promote the sharing of energy consumption data and strengthen the allocation and management of measuring instruments in the field of construction.
(17) Building a green and low-carbon development model. We will support the demonstration of renewable energy application in buildings, vigorously support the energy-saving renovation of existing urban buildings and municipal infrastructure, the construction of sponge cities, the construction of green rural houses and the energy-saving renovation of rural houses, and increase the support for demonstration projects of ultra-low energy consumption, near-zero energy consumption, low-carbon buildings, "light storage, direct and flexible" buildings, green buildings and prefabricated buildings. We will support the renovation of existing building envelopes, the use of renewable energy, and the promotion of energy-saving demonstration projects and energy-saving projects for civil buildings. With the goal of green and low carbon, we should promote the co-construction, co-governance and sharing of a better environment. We should improve the mechanism of government leading, group driving and social participation. (18) Establishing an integrated mechanism of production, teaching and research. We will support scientific and technological research and standard-setting for energy conservation in civil buildings, organize basic research, key technology research, engineering demonstration and industrial application, and promote coordinated development of scientific and technological research and development, transformation of achievements and industrial cultivation. Integrate and optimize the scientific and technological resources of industry, University and research, promote the construction of high-level innovation teams and innovation platforms, and strengthen the cultivation of innovative leading enterprises. Leading enterprises are encouraged to unite with universities, scientific research institutes, industrial parks, financial institutions and other forces to form innovative consortia in various forms, such as industrial technology innovation alliances.
(19) Improving financial and fiscal support policies. We will improve the relevant fiscal policies to support the carbon peak in urban and rural construction in our province. We will promote the application of green buildings and green building materials in the field of government procurement, strengthen green financial support, and encourage banking financial institutions to innovate credit products and services to support energy conservation and carbon reduction in urban and rural construction under the principles of risk control and commercial autonomy. Developers are encouraged to insure the quality of fully decorated residential buildings, strengthen insurance support, and give full play to the risk protection role of green insurance products. Rationally open the investment, construction and operation market of urban infrastructure, and attract social capital investment by means of franchising. Social funds are encouraged to participate in renewable energy building applications, energy-saving renovation of existing buildings and green building projects. We will improve the policies of differential electricity price, time-of-use electricity price and residential ladder electricity price, and accelerate the promotion of heating metering and charging according to heat supply.
5. Strengthen organizational implementation
(20) Strengthen organizational leadership. Under the leadership of the Provincial Leading Group of Carbon Peak and Carbon Neutralization, the Provincial Housing and Urban-Rural Construction Department, the Provincial Development and Reform Commission and other departments have strengthened cooperation to form a joint force. The administrative departments in charge of urban and rural housing construction, development and reform in cities (prefectures) and Gui'an New District shall, in light of local conditions, formulate detailed measures for the implementation of carbon peak in urban and rural construction, clarify the objectives and tasks, and report the implementation to the Provincial Housing and Urban-Rural Construction Department and the Provincial Development and Reform Commission before mid-November each year. The Provincial Housing and Urban-Rural Construction Department and the Provincial Development and Reform Commission should strengthen organizational coordination and daily guidance, regularly dispatch the progress of carbon peak work in urban and rural construction in cities (prefectures) and Gui'an New District, and urge the implementation of various objectives and tasks.
(21) Increase training and publicity. Carbon peak and carbon neutralization are regarded as an important part of cadre training in the field of urban and rural construction in our province, so as to improve the ability of green and low-carbon development. Through business training, competition, experience exchange and other ways, we can improve the professional level of planning, design, construction, operation related units and enterprise personnel. Strengthen the publicity of excellent projects and typical cases, cooperate with the activities of "National Energy Conservation Action", "Energy Conservation Publicity Week" and "National Low Carbon Day", promote low-carbon science popularization activities into the community, advocate the concept of green consumption, guide low-carbon green travel, and lead the new trend of green life.Compile green life brochures, actively advocate green low-carbon lifestyle, mobilize all sectors of society to participate in carbon reduction actions, and form a strong atmosphere of support from all sectors of society and active participation of the masses.
