Cement Industry Double Carbon Policy Research Working Group First Working Meeting Held in Beijing

On April 27, the first working meeting of the double carbon policy research working group of the cement industry was held in Beijing. Zhou Yuxian, Secretary and Chairman of the Party Committee of China Building Materials Group, Secretary and Chairman of the Party Committee of China Building Materials Co., Ltd., and Yang Jun, Chairman of Anhui Conch Cement Co., Ltd., attended the meeting and delivered speeches. Zhou Liwei, Deputy Secretary-General of China Building Materials Federation, was invited to give guidance. The meeting was hosted by China Building Materials Group. The purpose of this

meeting is to continue to promote the seminar on green, low carbon and high quality development of cement industry held by China Building Materials Federation, Cement Association and cement groups in 2022 and the high consensus reached by the National Building Materials Industry Carbon Peak Promotion Conference on double carbon. Clarify the working objectives and key work of the next stage of the Cement Double Carbon Policy Research Working Group (hereinafter referred to as the "Working Group"), and discuss the division of labor of the Working Group.

Zhou Yuxian congratulated the convening of the meeting, emphasizing that the meeting was to implement Xi Jinping's thought of ecological civilization through practical actions in the cement industry, and to promote the report of the 20th National Congress of the Communist Party of China on "Actively and Steadily Promoting Carbon Peak and Carbon Neutralization, Based on China's energy resources, insisting on establishing first and then breaking through, and promoting the development of the cement industry." The implementation of the important strategic deployment of "Carbon Peak Action" step by step in a planned way is a concrete measure to implement the landing. Zhou Yuxian emphasized the significance and glorious mission of the establishment of the working group from three aspects: first, he explained the significance of the dual-carbon work in the cement industry from the international, national and industrial levels; second, he analyzed the importance of the dual-carbon policy research from the current situation; third, he analyzed the important role of large enterprises in the dual-carbon work in the industry from the perspective of data. He is full of confidence in this research work and believes that under the guidance and support of the Building Materials Federation and the Cement Association, and with the joint efforts of experts from various enterprises, the working group will surely contribute high-quality research results to the cement industry.

Yang Jun pointed out that under the triple pressures of overall macro-economy, double-carbon emission reduction and trade pressure between Europe and the United States, the cement industry should further accelerate the transformation and development of low-carbon, green and high-quality. He expressed full confidence in the next step of the working group to promote the double carbon emission reduction of the cement industry and put forward three suggestions: first, accelerate the cement industry to enter the national carbon market; second, take the initiative to deal with the EU carbon border adjustment mechanism (carbon tariff); The third is to encourage cement production enterprises to speed up carbon reduction, carbon reduction of cutting-edge technology research, engineering application and improve the substitution rate of raw materials and fuels, reduce carbon emission intensity.

Zhou Liwei said that the China Building Materials Federation attached great importance to the work of double carbon, and introduced the work done by the China Building Materials Federation to the working group in terms of policy, science and technology, and standard measurement, and put forward suggestions for the work.

Li Chen said that the Cement Association will stand in the perspective of industry development and strive for a fair, competitive, transparent and open space conducive to the development of the industry. She believes that the formulation of the dual-carbon policy has a very far-reaching impact on the development of the industry, and the formulation of relevant policies needs to put the long-term development of industry enterprises in the first place, in which process emissions need to be carefully incorporated into carbon accounting.

Paul Ge briefly introduced the current situation of carbon trading in Europe and the United States, and advocated the industry to reach consensus and respect consensus. In her speech,

Liu Yan further clarified the working direction and phased objectives of the working group, and led the group members to have a heated discussion on the division of labor around the work tasks. The working group fully discussed the objectives, directions and mechanisms of the work, and decided to set up three professional working groups to carry out the work separately. The establishment of

the dual-carbon policy research working group is of great significance for the cement industry to carry out the dual-carbon work, which marks that the dual-carbon work in the cement industry has entered a new stage of standardization and specialization development, and is an important measure for the cement industry to actively respond to the national dual-carbon strategy and implement the concept of green low-carbon development. It will accelerate the construction of a dual-carbon standard system for the cement industry and make positive contributions to the firm implementation of the national strategy and the improvement of the quality of green and low-carbon development. Under the leadership of the Building Materials Federation, the Double Carbon Working Group will strengthen top-level design, focus on key areas, aim at international advanced, scientifically construct the double carbon standard system of the cement industry, actively explore the path of double carbon standardization, accelerate the process of double carbon standard construction, and strive for the early realization of the national trading of carbon emission rights in the cement industry. China National Building Material Institute, as well as the relevant leaders and working group members of China National Building Material Co., Ltd., New Tianshan Cement , Tianjin Institute affiliated to Sinoma International, and Nanjing Triumph.
