Recently, the Yunnan Provincial Department of Industry and Information Technology, the Provincial Development and Reform Commission and the Provincial Department of Ecology and Environment jointly issued the Implementation Plan of Carbon Peak in the Industrial Field of Yunnan Province (hereinafter referred to as the "Plan"). In order to better understand and implement the Plan, the relevant contents are interpreted as follows:
First, what is the background for the introduction of the Plan?
Achieving carbon peak and carbon neutralization is an important strategic decision made by the Party Central Committee with Comrade Xi Jinping as its core to coordinate the domestic and international overall situation. In 2021, the Central Committee of the Communist Party of China and the State Council issued the Opinions on Implementing the New Development Concept Completely, Accurately and Comprehensively to Do a Good Job in Carbon Peak and Carbon Neutralization, and the State Council issued the Action Plan for Carbon Peak by 2030 to make an overall plan for carbon peak and carbon neutralization. In 2022, the Ministry of Industry and Information Technology, the National Development and Reform Commission and the Ministry of Ecology and Environment issued the Implementation Plan of Carbon Peak in the Industrial Field, requiring relevant departments in all regions to fully understand the importance, urgency and complexity of carbon peak work in the industrial field, and to work out the plan in accordance with the actual industrial development in the region. Put forward a practical and feasible carbon peak timetable, road map, construction drawings, clear work objectives, key tasks, peak path.
In order to fully implement the decision-making and deployment of the Party Central Committee, the State Council, the provincial Party Committee and the provincial government on carbon peak and carbon neutralization, accelerate the green and low-carbon transformation of industry, and actively, steadily and orderly promote carbon peak in the industrial field. According to the Implementation Plan of Carbon Peak in the Industrial Field, the Implementation Opinions of Yunnan Province on Implementing the New Development Concept Completely, Accurately and Comprehensively to Do a Good Job in Carbon Peak and Carbon Neutralization, and the Implementation Plan of Carbon Peak in Yunnan Province, the Provincial Department of Industry and Information Technology took the lead in compiling the Plan. The Plan systematically puts forward the guiding ideology, working principles, overall objectives, key tasks, major actions, safeguards and organizational implementation of promoting carbon peak in the industrial field in Yunnan Province, which is an important guiding document for promoting green and low-carbon industrial transformation and high-quality industrial development in Yunnan Province.
2. What are the overall objectives of the Programme? According to
the Plan, during the 14th Five-Year Plan period, the industrial structure and energy consumption structure will be continuously optimized, the allocation of energy resources will be more rational, and the utilization efficiency will be significantly improved. Build a number of green factories and green parks, complete the recycling transformation of qualified provincial and above industrial parks, and apply, demonstrate and promote a number of low-carbon zero-carbon negative carbon technology and equipment products with remarkable emission reduction effect. By 2025, the energy consumption per unit of industrial added value above the scale will be reduced by 13.5% compared with 2020, the reduction of carbon dioxide emissions per unit of industrial added value will be greater than that of the whole society, and the intensity of carbon dioxide emissions in key industries will be significantly reduced. During
the Tenth Five-Year Plan period, the industrial structure and energy consumption structure were further optimized, the energy consumption per unit of added value and carbon dioxide emission intensity of industries above designated size continued to decline, and a modern industrial system characterized by high efficiency, green, recycling and low carbon was basically established. Strive to reach the peak of carbon dioxide emissions in the industrial sector before 2030.
3. What are the key tasks put forward in the Plan? Iron and steel, building materials, petrochemical industry and non-ferrous metals are the main industries
in Yunnan Province. According to the industrial characteristics and energy consumption status of Yunnan Province, the Plan puts forward seven key tasks.
First, we should deeply adjust and optimize the industrial structure. We will actively promote the green and low-carbon transformation of industries, resolutely curb the blind development of projects with high energy consumption, high emissions and low levels, rationally control the scale of production capacity in key industries, and promote the coordinated demonstration of low-carbon industries.
Second, give full play to the advantages of green energy. Accelerate the substitution of fossil energy, improve the level of industrial electrification, and strengthen the use of green energy in industry.
The three is to greatly improve energy efficiency. Implementing energy-saving and carbon-reducing technological transformation, speeding up the upgrading of energy efficiency of key equipment, strengthening energy efficiency management of industrial enterprises, and strengthening energy-saving supervision and management.
Fourth, actively build a green manufacturing system. Build green factories, build green industrial parks, build green low-carbon supply chains, promote green low-carbon development of small and medium-sized enterprises, and comprehensively improve the level of cleaner production.
The five is to promote the recycling and low carbon utilization of resources. Promote the substitution of raw materials, improve the recycling system of renewable resources, carry out the recycling of waste power batteries for new energy vehicles, vigorously develop the remanufacturing industry, and strengthen the comprehensive utilization of industrial resources.
The six is to speed up green and low carbon technology innovation. We will carry out cutting-edge low-carbon technology research, promote low-carbon and zero-carbon process reengineering in key industries, and carry out major low-carbon and zero-carbon technology demonstrations.
Seventh, digital enabling industry energy saving and carbon reduction. Promote the integration of digital and green development, build a digital energy carbon management system, promote "industrial Internet + green low carbon", and strengthen the management of new and in-use data centers.
4. What peak actions have been deployed in the Plan? Through three major actions, namely, key industry peak action, green low-carbon product action and low-carbon zero-carbon park action,
the Plan will implement policies separately, promote industrial carbon peak from point to area, and continuously, so as to realize the green low-carbon transformation of industry in the whole province.
One is the peak action of key industries. Focus on seven key industries, including iron and steel, building materials, petrochemical industry, non-ferrous metals, consumer goods, equipment manufacturing and electronics.
Second, the action of green low-carbon products. Increase the supply of green products in the field of energy production, increase the supply of green products in the field of basic materials, increase the supply of green low-carbon products in the field of transportation, and increase the supply of green low-carbon products in the field of urban and rural construction.
Third, low-carbon and zero-carbon park action. Strengthen the top-level design of low-carbon and zero-carbon development in the park, promote the optimization of energy structure and efficiency improvement in the park, and establish and improve the management of carbon emissions in the park.
5. How to implement the Plan?
One is to strengthen safeguards. Four safeguard measures are put forward, including strengthening fiscal and taxation financial support, improving market trading mechanism, strengthening carbon reduction capacity building, and deepening international exchanges and cooperation.
Second, we should do a good job in organizing and implementing. Strengthening organizational leadership, strengthening responsibility implementation and deepening publicity and guidance.
In order to actively respond to the national environmental protection policy and implement the concept of green and low-carbon development, China Cement Network will hold the "2023 Cement'Double Carbon 'Conference and the 10th China Cement Energy Conservation and Environmental Protection Technology Exchange Conference" in Zhengzhou, Henan Province, from September 12 to 13, 2023. The cement industry is moving towards a low-carbon, more energy-saving and greener high-quality development.
At the same time, the medal ceremony of "2023 Advanced Enterprises of Double Carbon" in Cement Industry and the "Double Carbon" Equipment Exhibition will be held.
