2. Key tasks
(1) Raise the threshold of industry access and strictly control the scale

By 2030, carbon emissions from key industries such as iron and steel, non-ferrous metals, building materials and chemical industry will all reach their peak.

Strictly implement the policy of capacity reduction and replacement, further improve the entry threshold of new and expansion projects in the non-ferrous metal industry in the whole region, and strictly implement the policies and regulations of capacity replacement, project filing, environmental impact a ssessment and energy-saving review. Promote industrial concentration and development, and guide electrolytic aluminum industry to develop in Baotou, Tongliao and Ordos; copper, lead and zinc industries to develop in Chifeng, Baotou and Bayannur. Strengthen the coordinated development of multi-industries, and make every effort to build the industrial ecological chain of power, carbon, non-ferrous metal smelting, non-ferrous metal alloys, non-ferrous metal deep processing materials and solid waste reuse, so as to realize the coordinated development of multi-industries. In accordance with the relevant requirements of the national planning and layout plan, we will focus on promoting the construction of Ordos Modern Coal Chemical Industry Demonstration Zone, moderately developing modern coal chemical projects such as coal-to-oil, coal-to-gas, coal-to-olefin and coal-to-aromatics. The energy efficiency, water consumption and technological level of new modern coal chemical projects must reach the advanced level of the national industry, and increase the extension of the coal chemical industry chain. We will actively develop downstream extension industries such as new materials and fine chemicals, and rationally develop biochemical industries according to the situation in the region. We will develop new chemical materials such as high-performance resins and high-end functional membranes, promote the extension and supplement of the chemical industry, and build special industrial chains such as coal-electricity-calcium carbide-PVC resin-calcium carbide slag cement.
