1. Background
of the formulation of the "Opinions on Deeply Fighting the Strong Battle of Pollution Prevention and Control" issued by the Central Committee of the Communist Party of China and the State Council put forward that we should thoroughly fight the battle of defending the blue sky, with emphasis on the battle of eliminating heavily polluted weather, the battle of ozone pollution prevention and control, and the battle of diesel truck pollution control. In order to implement the requirements of the CPC Central Committee and the State Council on fighting against pollution in depth, the Ministry of Ecology and Environment and other 15 departments jointly issued the Action Plan for Fighting Against Heavy Pollution Weather, Ozone Pollution and Diesel Trucks Pollution on November 10, 2022. In order to prevent and control ozone pollution, with the consent of the provincial government, our province has issued the "Three-year Action Plan for Ozone Pollution Prevention and Control in Zhejiang Province" in the name of the Beautiful Office on December 22, 2022. Therefore, our province will no longer issue a separate special plan for ozone pollution prevention and control when drafting documents. At the same time, there has been no heavy pollution weather in the cities with districts in our province for many years. In order to make the content of the document more in line with the current situation of our province, we no longer take "basically eliminating heavy pollution weather" as the main goal, and determine the name of the document as "Notice of 17 Departments of Zhejiang Provincial Department of Ecology and Environment on the Action of Reducing Polluted Weather" (hereinafter referred to as "Notice").
2. The overall requirement
of the Notice is to adhere to the working principles of precise pollution control, scientific pollution control and pollution control according to law, to highlight key points, to implement precise policies, to combine long and short measures, to address both the symptoms and the root causes, and to focus on solving the problems of unbalanced improvement of environmental air quality and the lack of solid foundation. By coordinating carbon reduction and pollution reduction, promoting key projects, strengthening pollution response and consolidating the regulatory basis, we will strive to reduce polluted weather and create a bluer ecological environment quality and a beautiful ecological civilization highland for the people of the whole province.
3. Main contents
(1) The goal of tackling key problems. The Three-year Action Plan for Reducing Polluted Weather proposes that no severe or above polluted weather will occur in cities above the county level, that the proportion of days with moderate pollution in cities with districts will be controlled within 0.5%, that the proportion of days with good air quality in cities with districts will reach 94%, and that the average annual concentration of PM2.5 will reach 24.3 micrograms/cubic meters. The Three-year Action Plan for Diesel Truck Control proposes that the phenomenon of excessive black smoke from motor vehicles, ships and construction machinery should be basically eliminated, the qualified rate of diesel truck emission detection in the province should exceed 90%, the emission of nitrogen oxides from diesel mobile sources should be reduced by 15%, and the proportion of new energy and national six emission standard trucks should strive to exceed 42%. The proportion of railway and waterway freight volume in the whole province exceeds 35%.
(2) Main tasks. The "Three-year Action Plan for Reducing Polluted Weather" and the "Three-year Action Plan for Diesel Truck Control" are fully connected with the national documents, and eight major actions are put forward according to the environmental quality of our province and the current situation of air pollution control from mobile sources.
Among them, the main tasks of the Three-year Action Plan for Reducing Polluted Weather include: green transformation and upgrading of industries. Strictly implement the requirements of national industrial planning, industrial policy, "three lines and one single", planning environmental assessment, as well as capacity replacement, coal consumption reduction substitution, regional pollutant reduction and so on. Clean and low-carbon alternative actions for high-polluting fuels. Promote the clean and efficient use of coal, and completely eliminate and prohibit the construction of new coal-fired boilers with 35 steam tons per hour or less in accordance with the principle of "reform by gas". Actions to improve the quality and efficiency of boilers and kilns. To formulate local emission standards for boilers, furnaces and kilns, and guide enterprises to improve the emission control level of pollutants from combustion facilities. Summer and autumn ozone pollution peak cutting action. Focusing on the area around Hangzhou Bay and Jinqu Basin, we should strengthen the peak cutting of ozone pollution. Focusing on petrochemical, chemical, painting, packaging and printing, synthetic leather, textile printing and dyeing, shoemaking, chemical fiber and oil storage, transportation and marketing, we encourage peak staggering and staggered production. Winter particulate pollution control action. Focusing on northern Zhejiang and Jinqu Basin, efforts will be made to promote the degradation of particulate matter pollution weather. Strengthen the supervision of road dust, industrial exhaust gas and vehicle and ship exhaust, and strictly implement the requirements of banning straw burning in the open air and fireworks and firecrackers. Enterprise performance rating application action. To cultivate and create A number of A-level, B-level or leading advanced enterprises, A-level enterprises should be included in the positive list of ecological environment supervision and law enforcement. Action to improve the basic ability to deal with polluted weather. We will improve the environmental air quality monitoring network and complete the construction of environmental air quality monitoring stations in development zones (parks) above the provincial level. Establish and improve the response mechanism for polluted weather, and formulate and implement the response plan for light and moderate polluted weather at the municipal and county levels. Joint regulatory enforcement action. We will strengthen supervision during the period of dealing with polluted weather, implement joint law enforcement by multiple departments, and severely crack down on illegal sewage discharge. The main tasks of
the "Three-year Action Plan for Diesel Truck Management" include: "Public Transfer Water" and "Public Transfer Railway" actions. It fully reflects the characteristics of our province in double-deck container transport and waterway upgrading, and puts forward quantitative indicators for container sea-rail, Haihe River and river-sea intermodal transport, which will reach 2 million, 2 million and 1 million TEUs respectively by 2025. Vehicle cleaning operation. We will focus on public vehicles to promote new energy; focus on new production and sales to strengthen the supervision of environmental protection standards of diesel trucks; focus on operating diesel trucks to accelerate the elimination of old vehicles. Green Development Action for ships, ports and airports. Eliminate old ships with high energy consumption and high emissions, give priority to the use of new energy ships for official ships, promote new energy heavy trucks in key port areas of Zhoushan Port, Ningbo, and vigorously promote new energy substitution for airport feeder vehicles. Clean Development Action for off-road mobile machinery. Implement Phase IV emission standards for non-road mobile diesel machinery. By the end of 2025, 50,000 old non-road mobile machines will be eliminated, and diesel forklifts will be basically eliminated. Comprehensive management and control of oil products and oil and gas. To strengthen the sampling inspection of oil quality and promote the comprehensive management and control of VOCs in oil products, from January 1, 2024, oil and gas recovery and treatment will be carried out in accordance with national standards for wharfs with oil berths of more than 10000 tons and oil tankers with a total tonnage of 8000 tons or more. Key vehicle enterprises should strengthen supervision and action. The proportion of clean transportation of bulk goods in thermal power, iron and steel, non-ferrous metals and other industries has reached about 80%. We will promote the clean transportation of building materials (including sand and gravel aggregates) and accelerate the clean substitution of concrete vehicles. Joint regulatory action on diesel mobile sources. We will continue to implement the joint supervision mode of motor vehicles, in which the ecological environment department monitors and collects evidence, the public security traffic control department imposes penalties, and the transportation department supervises and repairs. Strengthen the control of non-road mobile machinery emission control zones, prohibit the use of non-road mobile machinery that does not meet the emission requirements in the control zones, and basically eliminate the phenomenon of black smoke from construction machinery. Precise management and control capabilities to enhance action. Strengthen the integration and analysis application of mobile source environmental protection data platform, improve the level of mobile source emission monitoring and control, and promote the use of electronic tags, electronic fences and other technical means to achieve precise control.
