In order to earnestly implement the spirit of the General Secretary's important expositions and instructions on safe production, draw lessons from the Fuyang accident in Xingqing District of Yinchuan City, and in accordance with the deployment requirements of the Party Committee and the government of the autonomous region, the special action plan

on safe production of the hydrogen energy industry is made. According to the relevant laws and regulations of the state, the following plans are formulated to strengthen the safety production supervision of the whole process of the hydrogen energy industry.

First, the main goal

is to firmly establish the people-centered development idea and the concept of safety development, adhere to the problem-oriented, goal-oriented and result-oriented approach, regard safety as the basis and inherent requirement for the development of hydrogen energy industry, and improve the system of investigation and prevention and control of potential safety hazards. We will deepen source control, systematic management and comprehensive management, strengthen the prevention and control of safety risks in the whole process of hydrogen production from renewable energy and hydrogen energy storage, transportation, filling and use, eliminate potential safety hazards, build a strong safety defense line, improve the safety management level of the whole process, and provide a good safety environment for the high-quality development of the hydrogen energy industry.

2. Key tasks

(1) Strict safety management

of hydrogen energy projects in the examination and approval process of hydrogen energy projects shall be carried out by relevant administrative departments at all levels in accordance with their respective functions and powers. Examination and approval (filing) procedures for urban and rural planning, land use, ecological environment, resource utilization, safety in production and special equipment shall not be established or put into production and operation if the procedures are incomplete. Hydrogen energy production and storage enterprises (including long-distance pipeline hydrogen transmission) shall obtain the license for safe production and operation of hazardous chemicals; hydrogen energy enterprises shall obtain the business license, industrial product production license, filling license and special equipment use registration certificate; hydrogen energy transportation enterprises and vehicles shall obtain the qualification license. (2) Strict safety management

The design, equipment manufacturing, construction and installation units of hydrogen energy construction projects shall have corresponding qualifications, and the design, selection, installation, use, maintenance and management of electrical equipment and lines in explosive hazardous areas shall meet the requirements of relevant national standards and specifications. Those who do not have construction qualifications and do not conform to the standards and norms shall be seriously investigated and dealt with in accordance with the law. Effectively strengthen the management of the first industrial application of new technologies, new processes and new equipment for hydrogen energy production. The chemical processes used for the first time in China shall be subject to safety and reliability demonstration organized by the relevant departments of the autonomous region government. (III) Strict safety risk management and control

During the operation of hydrogen system equipment, it is forbidden to knock, repair and fasten under pressure, overpressure and negative pressure; The vent valve, safety valve and replacement discharge pipeline system of the hydrogen tank shall be provided with discharge pipes, and shall be connected to the main discharge pipe equipped with flame arrester or steam dilution, nitrogen seal and flare combustion at the end. (V) Strict safety risk management and control

of hydrogen energy transportation links, effectively strengthen the protection of hydrogen pipelines, and strictly control the planned land around hydrogen pipelines. To urge pipeline operators to strengthen the daily inspection of hydrogen pipelines, timely detection and elimination of potential risks such as pressure occupation and leakage. The long-tube trailer used for hydrogen transportation shall go through the formalities in accordance with the Regulations on the Administration of Road Transportation of Dangerous Goods, and strictly abide by the relevant provisions of the relevant departments on the route, time and speed of dangerous goods transportation; each cylinder of the long-tube trailer shall be equipped with a safety pressure relief device and regularly inspected in accordance with the relevant provisions. Strictly investigate and punish illegal and irregular acts such as pressure occupation along long-distance pipelines, insufficient safety distance and unlicensed operation of long-pipe trailers. (VI) Strict safety risk management and control

of hydrogen filling links and site selection of hydrogen stations. It should meet the requirements of hydrogen energy industry development planning, environmental protection, energy conservation and fire safety. First-level hydrogenation stations, first-level hydrogenation gas filling stations and hydrogenation refueling stations shall not be established in urban central areas. When transport vehicles are used for gas unloading, fixed gas unloading operation parking spaces are set in the station and clearly marked. The number of parking spaces shall be determined according to the scale of the hydrogenation station, the hydrogen production capacity of the hydrogen production unit in the station and other factors. An emergency shut-off valve shall be set on the inlet manifold of the hydrogen station, and a shut-off valve, a hydrogen main pipe shut-off valve, a purging and venting device, an emergency shut-off valve, a hydrogenation hose and a hydrogenation shut-off valve shall be set between the hydrogen storage vessel or the cylinder type hydrogen storage pressure vessel group and the hydrogenation gun. Operators of hydrogenation stations are urged to strengthen the management of hydrogen products distribution vehicles entering the station, and it is forbidden to receive hydrogen products distributed by vehicles without valid qualifications for carrying dangerous goods. (7) Strict safety risk control

Hydrogen energy enterprises are encouraged to use the Internet and other scientific and technological means to implement digital transformation and intelligent upgrading of safety risk management and control, so as to reduce safety risks. We will continue to promote the construction of information system for the whole life cycle of hydrogen energy industry, and achieve full coverage of digital safety supervision in production, storage, transportation, filling and use.

(2) Improve the system guarantee system

, formulate and promulgate safety management measures for hydrogen energy industry, and improve the safety management system for hydrogen production from renewable energy and hydrogen energy storage, transportation, filling and use. We will improve the safety standards for the whole hydrogen energy industry and strengthen the formulation, supervision and inspection of safety production standards and standards for the hydrogen energy industry.
