Zhejiang Provincial Department of Ecology and Environment and other 17 departments recently issued the "Three-year Action Plan for Reducing Polluted Weather in Zhejiang Province". The Plan proposes to strictly control the production capacity of cement clinker , and by 2025, at least eight cement clinker production lines with a capacity of 2500 tons per day or less will be replaced, merged and reorganized, and the original plant will be demolished; Combining with the local reality and the demand of environmental air quality improvement, we will continue to promote normal cement peak staggering production, and industry associations will coordinate and urge enterprises to conscientiously implement peak staggering production arrangements.

Three-year Action Plan

for Reducing Polluted Weather in Zhejiang Province I. General Requirements

(I) Objectives. By 2025, there will be no severe and above polluted weather in cities above the county level, the proportion of days with moderate pollution in cities with districts will be controlled within 0.5%, the proportion of days with good air quality in cities with districts will reach 94%, the average annual concentration of PM2.5 will reach 24.3 micrograms/cubic meters, and the ozone concentration will decline steadily.

(2) Ideas for tackling key problems. Strengthen the coordinated emission reduction of VOCs, nitrogen oxides and other pollutants. Focus on ozone and PM2.5 pollution, and precisely implement the response to ozone pollution in summer and autumn and particulate matter pollution in winter. We should adhere to regional coordination and linkage between provinces, cities and counties, improve the monitoring network of environmental air quality, enhance the ability of forecasting and pollution analysis through digital empowerment, establish a comprehensive mechanism to deal with polluted weather, and deal with polluted weather accurately and effectively.

2. Main tasks

(1) Green transformation and upgrading of industries. We will resolutely curb the blind development of projects with high energy consumption, high emissions and low levels, and strictly implement the requirements of national industrial planning, industrial policy, "three lines and one single", planning environmental impact assessment, as well as capacity replacement, coal consumption reduction substitution and regional pollutant reduction. We will promote the orderly development of the short process of the electric furnace, promote the reduction, replacement, upgrading and transformation of the long process of steelmaking, and strive to increase the scrap ratio of the iron and steel industry to more than 50%. We will encourage the improvement of relevant standards and study the gradual withdrawal of independent hot rolling process equipment. The Company will strictly control the production capacity of cement clinker, and complete at least eight cement clinker production lines with a capacity of 2,500 tons per day or less, such as reduction and replacement, merger and reorganization, and demolition and construction of the original plant. The Company will continue to promote normal peak-shifting production of cement based on the local reality and the demand for improvement of ambient air quality, and the industry association will coordinate and urge enterprises to seriously implement the peak-shifting production arrangement. We will promote the transformation and upgrading of the foundry industry and support the development of advanced technologies such as die casting. All localities have investigated the use of solvent-based raw and auxiliary materials, rubber and plastic products, sintered bricks and other industries and industrial clusters, carried out comprehensive renovation of gas-related industries with prominent problems such as long-term complaints, serious unorganized emissions, widespread use of inefficient treatment facilities and poor management level, formulated renovation plans, and defined the standards and time limits for renovation. (2) Clean and low-carbon alternative actions for high-polluting fuels. To promote the clean and efficient use of coal, in accordance with the principle of "gas reform", new coal-fired boilers with 35 steam tons per hour or less will be eliminated and prohibited, and other facilities using highly polluting fuels such as coal prohibited by the state will no longer be built. Implementing clean energy substitution for industrial furnaces and kilns, vigorously promoting the substitution of electric energy for coal, steadily and orderly guiding the substitution of gas for coal, gradually promoting the elimination and transformation of equipment such as fuel gas generators and coal reduction in building materials industry, and comprehensively eliminating cupolas of 10 tons per hour or less in foundry industry. The clean fuel substitution transformation of industrial furnaces and kilns using coal as fuel has been basically completed. (3) Actions to improve the quality and efficiency of boilers and kilns. To formulate local emission standards for boilers, furnaces and kilns, and guide enterprises to improve the emission control level of pollutants from combustion facilities. Glass, building ceramics, cement and other industries completely cancel the flue gas bypass, due to the safety of production can not be cancelled, the installation of standby flue gas treatment facilities and monitoring devices. To investigate the process types, treatment capacity, construction and operation, by-product generation and disposal of desulfurization, denitrification, dust removal and other treatment facilities, focusing on the integration of dust removal and desulfurization, simple alkali desulfurization, simpl e ammonia desulfurization and denitrification, wet denitrification, ozone oxidation denitrification and other inefficient treatment technologies, which can not meet the emission standards steadily. Comprehensive renovation by means of upgrading and transformation, clean energy substitution and shutdown according to law, automation transformation of simple facilities with artificial addition of desulfurization and denitrification agents, and banning perfunctory treatment processes such as spraying desulfurization and denitrification agents directly into flues will be basically completed by the end of 2023. (4) Ozone pollution peak cutting action in summer and autumn. Focusing on the area around Hangzhou Bay and Jinqu Basin, we should strengthen the peak cutting of ozone pollution. Focusing on petrochemical, chemical, painting, packaging and printing, synthetic leather, textile printing and dyeing, shoemaking, chemical fiber and oil storage, transportation and marketing, we encourage peak staggering and staggered production. To guide petrochemical and chemical enterprises to rationally arrange shutdown and maintenance plans, and, on the premise of ensuring safety, not to arrange start-up and shutdown involving VOCs emissions, overall shutdown and maintenance of equipment and tank cleaning operations during the period of high ozone pollution as far as possible; If it is really impossible to adjust, the unorganized emission control of VOCs in the links of cleaning, material return, purging, venting and drying should be strengthened to ensure that the requirements of safe production and pollution emission control are met. Reasonably arrange municipal engineering painting or renovation operations such as road and bridge anti-corrosion maintenance, outdoor building spraying, waterproofing, road asphalt paving, sidewalk guardrails, road traffic barriers, road markings and signs, and try to avoid ozone pollution-prone periods. To guide the anti-corrosion, waterproof, anti-rust and other painting operations of production facilities of enterprises to avoid the period of high incidence of ozone pollution as far as possible. (5) Winter particulate matter pollution control action. Focusing on northern Zhejiang and Jinqu Basin, efforts will be made to promote the degradation of particulate matter pollution weather. Reduce road dust and increase the frequency of emergency sprinkling in urban main and secondary roads and key areas. Reduce the total emission from industrial sources, guide thermal power, steel, cement, glass and other elevated sources to optimize the operation parameters of pollution control facilities, and adopt stricter emission control measures; focus on industrial furnaces and kilns, material transportation, feeding and other areas prone to particulate matter pollution, and encourage peak staggering and staggered production. Traffic organization control and river dredging should be carried out according to law to reduce the impact of emissions from highly polluting diesel trucks and inland river vessels. Strengthen the control of non-point sources, implement dust provention and control and control measures in construction sites, mines, wharfs and other areas, and strictly implement the requirements of banning fireworks and firecrackers. Strengthen the comprehensive utilization of straw, strictly control the burning of straw in the open air, make full use of satellite remote sensing, high-level observation and other technical means, and implement network and fine management and control. (6) Enterprise performance rating leads the action. To formulate and implement guidelines for performance rating of air pollution prevention and control in key industries, encourage and guide enterprises to implement upgrading and transformation, cultivate and create A number of advanced enterprises such as A-level, B-level or leading enterprises, and consolidate the basic role of pollution weather response and hierarchical management of major activities. Expanding the application of enterprise performance rating results, giving priority to A-level enterprises to be included in the positive list of ecological environment supervision and law enforcement, and implementing new, renovated and expanded projects by enterprises with the lowest performance rating, the existing projects should be implemented simultaneously in principle, and the upgrading and transformation of air pollution prevention and control "bringing the old with the new" should be completed simultaneously. Support local governments to explore the application of enterprise performance rating results in emission rights protection and other fields. (7) Action to enhance the basic capacity of dealing with polluted weather. We will improve the environmental air quality monitoring network, continue to build automatic monitoring stations at key traffic nodes, further promote the construction of automatic monitoring stations in towns (streets), and strengthen road dust monitoring in the main urban areas. Complete the construction of environmental air quality monitoring stations in development zones (parks) above the provincial level, and carry out coordinated monitoring in petrochemical, chemical, industrial painting, packaging and printing industrial parks with large emissions of VOCs and nitrogen oxides. To carry out grid screening and disposal of air pollution hotspots, and comprehensively enhance the ability of accurate investigation of air pollution sources. We will strengthen joint monitoring of atmospheric environment, data sharing and joint consultation on environmental air quality in the Yangtze River Delta region, regularly carry out environmental air quality forecasts for cities with districts in the next 10 days, and expand forecasts for counties (cities and districts). Establish and improve the response mechanism for polluted weather, and formulate and implement the response plan for light and moderate polluted weather at the municipal and county levels. Establish a linkage mechanism for early warning of polluted weather and weather modification operations, implement weather modification operations in a timely manner to deal with air pollution, and explore the use of aircraft and other modes of operation. Optimize and adjust the starting standard of heavy pollution weather warning in time. (8) Joint supervision and law enforcement actions. We will strengthen supervision during the period of dealing with polluted weather, implement multi-sectoral joint law enforcement in the fields of oil products, coal quality, VOCs-containing product quality, diesel truck exhaust emissions, and dust control, and severely crack down on illegal sewage discharge. Make full use of information technology such as automatic monitoring of pollution sources, video surveillance, industrial electricity consumption, traffic flow, satellite remote sensing, hot spot grid and so on, strengthen the application of data analysis technology, improve the efficiency of supervision, and urge the implementation of measures to deal with polluted weather. Enterprises that fail to implement measures to deal with polluted weather will be downgraded according to regulations.
