Recently, the Hunan Provincial Emergency Management Department issued a circular, deciding to carry out special renovation of construction safety of metal and non-metallic mine construction projects throughout the province.
According to the notice, the special rectification action began on April 25 and ended at the end of July, which was divided into three stages: thorough investigation, self-examination and self-reform, special inspection, and summary and evaluation. The provincial emergency management department will draw experts from the provincial safety production expert database and divide them into three groups to inspect all metal and non-metal underground mines with new, renovated and expanded construction projects (including technological transformation while production and construction while prospecting) in the province. The municipal and prefectural emergency management bureaus are responsible for inspecting and renovating all non-coal open-pit mines with new, renovated and expanded construction projects within their jurisdiction in conjunction with the special renovation of safety production in open-pit mines. In addition, after obtaining the approval for the design of safety facilities, the underground ventilation and drainage systems have been shut down for a long time, and the metal and non-metal underground mines that do not have the conditions for underground inspection are not inspected. Emergency management departments of cities and counties will implement various control measures in accordance with the requirements of the Notice of the Office of Hunan Safety Production Committee on Further Strengthening Safety Precautions for Stopping Production and Construction of Non-coal Mines and Closing Abandoned Mines. Enterprises that conduct
independent investigation, report on their own initiative and take effective measures to rectify problems and hidden dangers may be exempted from punishment or given a lighter punishment according to law. Enterprises that fail to mention problems and hidden dangers in their self-inspection and self-correction reports and are found by the regulatory authorities shall be given a heavier punishment according to law and regulations.
This action includes 21 key rectification contents
: 1. Starting construction without fulfilling the "three simultaneous" procedures for safety facilities in accordance with the law;
2. Mining instead of building or mining while building, exploring while mining, and excavating while mining;
3. Carrying out prospecting and tunneling operations beyond the scope of mining rights or illegally mining national and adjacent mineral resources in ultra-deep areas;
4. Contracting to construction units and supervision units without corresponding qualifications in violation of regulations;
5. Subcontracting projects and affiliated construction qualifications in violation of regulations, or illegally subcontracting mining projects;
6. Failing to entrust the supervision unit to conduct substantive supervision of the construction project as required;
7. Failing to strictly implement unified and coordinated management, supervision and inspection of the construction and supervision units by "contracting for management" and "contracting without management";
8. Failing to carry out safety training for employees;
9. Underground mine construction units have not set up safety production management organizations, and the allocation of "five-post mine directors", full-time safety production management personnel and professional and technical personnel is seriously inadequate;
10. The project department of the underground mining contractor has not established a safety management organization or equipped with full-time safety management personnel according to law, full-time technical personnel of mining, geology, surveying, electromechanical and other related specialties, and special operators related to mining projects;
11. The project department of the mining contractor uses obsolete equipment such as lifting, shoveling and transportation, which are prohibited by the state;
12. The underground mine fails to find out the distribution of the underground goaf formed in history within the mining area and blindly organizes the construction;
13. The hydrogeological conditions are medium or complex, and the water exploration and drainage system of "every excavation must be explored" is not implemented;
14. The blasting operation is carried out in the prohibited mining area in violation of the standards, the explosives are stored in violation of the regulations, and the explosives are handed over to the personnel who have not obtained the blasting operation qualification for blasting operation in violation of the regulations;
15. Underground mines organize construction in other middle sections without authorization before the safety exit is connected and the main power supply, ventilation and drainage systems are formed;
16. The open-pit mine fails to complete the road construction, topsoil stripping and other infrastructure projects in accordance with the approved safety facility design, and carries out operations unrelated to the infrastructure content within the mining area without authorization; the slope angle (bench slope angle), slope angle, bench height, flat plate (platform) width, etc. Do not conform to the design;
17. Organizing production without authorization without passing the completion acceptance and obtaining the work safety license;
18. Organizing capital construction without authorization without completing the construction task within the approved capital construction period and without going through the extension formalities;
19. Failing to establish and improve the dual prevention mechanism, or failing to regularly organize safety risk identification and assessment, and failing to carry out hidden danger investigation and management;
20. Failing to establish the safety production responsibility system for all staff, unclear division of labor in the organization, and unclear division of post responsibilities;
21. There are other potential safety hazards and illegal acts.
