Nanyang Jiwei Energy Conservation submitted by your company (unified social credit code: 91411327MA9FW6KK9K) We have received the Environmental Impact Report Form for the Production Project of Ultra-white Solar Photovoltaic Glass with an Annual Output of 3 Million Square Meters of Nanyang Guishan Glass Co., Ltd. (For approval) (hereinafter referred to as the Report Form) prepared by Environmental Protection Technology Service Co., Ltd., and the EIA approval items of the project have expired on the website of our Bureau. According to the provisions of the Environmental Protection Law of the People's Republic of China, the Environmental Impact Assessment Law of the People's Republic of China, the Regulations on Environmental Protection Management of Construction Projects and other laws and regulations, it has been collectively studied and approved by the Joint Examination and Approval Office Meeting of our Bureau (No.2, 2023). The reply is as follows:
I. Our Bureau agrees in principle that your company shall carry out the project construction in accordance with the nature, scale, location, construction content and environmental protection countermeasures of the project listed in the Report Form.
2. Your company shall voluntarily disclose the approved Report Form to the public and accept inquiries from relevant parties.
3. Your company shall fully implement the environmental protection measures proposed in the Report Form, and all environmental protection facilities shall be designed, constructed and put into use simultaneously with the main project to ensure that all pollutants are discharged up to the standard.
(1) Provide the design unit with the Report Form and this approval document to ensure that the project design meets the requirements of environmental protection design specifications, and implement environmental pollution prevention measures and investment estimates for environmental protection facilities.
(2) According to the Report Form and this approval document, corresponding pollution prevention and control measures shall be taken for the waste gas, waste water, solid waste and noise generated during the construction of the project, so as to minimize the impact on the environment.
(3) During the construction and operation of the project, all kinds of environmental protection investment, construction of environmental protection projects and environmental management requirements of the project shall be conscientiously implemented in strict accordance with the requirements of the Report Form and this approval, and effective measures shall be taken to ensure that the operation of the project shall not reduce the environmental quality and functions of the project area and its surrounding areas, and to ensure that all kinds of pollutants are discharged. On-line monitoring, video and other monitoring facilities shall be installed according to relevant requirements. Focus on the following tasks:
1. Waste water. The drainage system of the project must strictly implement rain and sewage diversion. During the operation period, the cooling water of the kiln is recycled and not discharged; the vehicle washing wastewater is recycled and not discharged after sedimentation treatment in the sedimentation tank; the canteen wastewater treated by the oil separator and the domestic sewage of the staff are treated by the septic tank and then discharged through the municipal sewage pipe network into the second sewage treatment plant of Sheqi County after reaching the standard.
2. Exhaust gas. Strictly implement air pollution prevention and control measures to ensure that all kinds of waste gas pollutants produced during the operation of the project meet the emission standards. During the operation period of the project, the dust-containing waste gas produced by the raw material feeding process, the mixing process and the kiln head silo process is subjected to negative pressure ventilation by the respective matching film-coated bag-type dust collector. After the gas is collected, it shall be discharged by a 15 m high exhaust funnel to meet the requirements of the Emission Standard of Air Pollutants for Glass Industry (GB26453-2022) and the Performance Grading Index of Flat Glass, Daily Glass, Electronic Glass and Glass Wool Enterprises for "Class A" enterprise performance emission limits. Glass furnace waste gas is treated by "low nitrogen combustion + SCR denitration + double alkali desulfurization + wet electrostatic precipitator + 40 m chimney". The emission shall meet the requirements of the Emission Standard of Air Pollutants for Glass Industry (GB26453-2022) and the Performance Grading Index of Flat Glass, Daily Glass, Electronic Glass and Glass Wool Enterprises for "Grade A" enterprise performance emission limits. The emission of canteen lampblack treated by purification device shall meet the emission limits and related control requirements in Henan Provincial Standard Emission Standard for Cooking Oil Fume Pollutants (DB41/1604-2018).
Fugitive exhaust emission shall meet the requirements of Emission Standard of Air Pollutants for Glass Industry (GB26453-2022), Integrated Emission Standard of Air Pollutants (GB16297-1996) and Emission Standard of Odor Pollutants (GB14554-93). 3.
Noise. The noise pollution prevention and control measures shall be strictly implemented, and the noise generated during the operation of production equipment shall be subject to the sound insulation of the plant, the vibration reduction of the foundation, and the setting of sound barriers, so as to ensure that the noise at the factory boundary meets the requirements of Class 2 standard in the Emission Standard for Environmental Noise at the Boundary of Industrial Enterprises (GB12348-2008).
4. solid waste. Solid waste pollution prevention and control measures shall be strictly implemented, and all solid wastes generated by the project shall be collected, stored, transported and disposed of harmlessly in accordance with the law and regulations. The storage and disposal of general solid wastes must meet the relevant requirements of the Standard for Pollution Control on the Storage and Landfill of General Industrial Solid Wastes (GB18599-2020), and measures such as "three prevention" shall be taken. The storage of hazardous wastes shall meet the relevant requirements of the Standard for Pollution Control on Hazardous Waste Storage (GB18597-2001) and the amendment in 2013, and shall be handed over to qualified units for disposal in accordance with the law and regulations.
(4) Standard discharge outlets shall be set up in accordance with the relevant provisions of the State, and obvious signs shall be set up.
(5) To formulate an environmental risk contingency plan and implement the environmental risk prevention measures proposed in the Report Form.
(6) After the completion of the project, the total amount of pollutants discharged shall meet the control requirements in the Report Form and the total amount verification opinions of the project.
(VII) If the state, our province or our city promulgates new standards or new management requirements that are stricter than pollutant emission limits approved in this reply in the future, your company shall implement the new emission standards or requirements.
4. Your company should strictly implement the "Three Simultaneities" system of environmental protection. After the completion of the project, the environmental protection acceptance of the completed project shall be carried out in accordance with the prescribed procedures.
5. If the nature, scale, construction site, production treatment or pollution prevention measures of the project have changed significantly, the construction unit shall re-submit the environmental impact assessment documents of the project for approval. The validity period of this reply is 5 years. If the construction of the project is overdue, the environmental impact assessment documents shall be submitted to our Bureau for re-examination.
6. The comprehensive administrative law enforcement brigade of the Social Banner Branch of Nanyang Ecological Environment Bureau is responsible for the daily supervision and management of the project. April 24
