Guangdong issued to solicit opinions: cement enterprises to achieve ultra-low emission of NOx below 50 mg/m3 by the end of 2025

New (including relocation) cement projects should reach the ultra-low emission level. By the end of 2025, cement (clinker) manufacturing enterprises and independent grinding stations in the province will have completed ultra-low emission transformation.

Recently, the implementation plan of ozone pollution prevention and control (coordinated emission reduction of nitrogen oxides and volatile organic compounds) in Guangdong Province (2023-2025) (draft for comments) was published on the website of the Provincial Department of Ecology and Envi ronment, in which it was clear that by 2025, the total emission of major atmospheric pollutants in the province would meet the national target requirements, and the total emission of major atmospheric pollutants in the province would meet the national target requirements. It has completed 235 stationary source NOx emission reduction projects, 12641stationary source VOCs emission reduction projects and 2006 mobile source emission reduction projects, that is, it has completed 14882 emission reduction projects in three years, and the ozone precursor NOx and VOCs have been continuously reduced.

Cement industry: new (including relocation) cement projects shall reach the ultra-low emission level. By the end of 2025, cement ( clinker ) manufacturing enterprises and independent grinding stations in the province will have completed ultra-low emission transformation.

Work requirements: The ultra-low emission of cement shall cover all production links (crushing, batching, rotary kiln calcination, drying, cement grinding, cement product processing, and storage and transportation of bulk material products). The organized emission of NOx is less than 50 mg/m3, and on-line monitoring facilities are built synchronously to strengthen management. In principle, no new coal-fired boilers

will be built in the

Pearl River Delta region. In recent years, the impact of ozone pollution on the atmospheric environmental quality in Guangdong has become increasingly significant. Monitoring shows that from January to November 2022, the proportion of ozone (O3 ) and PM2.5 as the primary pollutants in the province is 88.5% and 5.7%, respectively. The draft solicits opinions and puts forward that we should adhere to precise, scientific and legal pollution control, focus on ozone precursor NOx and VOCs in accordance with the working idea of combining short-term and medium-term and long-term goals, comprehensive provention and control with key provention and control, and increase NOx emission reduction of boilers, kilns and generating units at the first-class level at home and abroad. We will accelerate the substitution of low-VOCs raw and auxiliary materials and the in-depth control of VOCs in key industries and oil storage, transportation and marketing, and strengthen the supervision of NOx and VOCs emissions from diesel trucks and off-road mobile machinery. Insisting on highlighting key points, sub-regions, sub-industries and step-by-step measures, focusing on the period from August to October, Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen, Zhaoqing and Qingyuan are the key cities for air pollution prevention and control in the province, while other cities carry out regional joint prevention and control under the unified guidance of the province. Strengthen scientific and technological support and technical assistance for ozone pollution prevention and control, improve the monitoring system of ozone and VOCs, strengthen law enforcement and supervision, and effectively carry out ozone pollution prevention and control.

We will vigorously promote the special action to eliminate the pollution control of diesel vehicles

and trucks operating under the third national emission standard, and by the end of 2025, the coverage rate of remote sensing monitoring of diesel vehicles will not be less than 60%. We will vigorously promote the elimination of diesel vehicles operating under the third national emission standard.

Highlighting key periods to strengthen emission reduction, the Pearl River Delta gradually expands the scope of Class III (strict) high-pollution fuel no-combustion zones, and Class III no-combustion zones in eastern, western and Northern Guangdong are expanded to urban built-up areas at or above the county level. Reasonably arrange municipal engineering construction plans such as large and medium-sized decoration, building wall painting, facade renovation, road line drawing and asphalt paving, and try to stagger the high incidence period of ozone pollution (10: 00-18: 00) and season (August-October) (except for emergency construction). Petrochemical and chemical enterprises should report the start-up, shutdown, inspection and maintenance plans to the local ecological environment department in advance, and avoid operating in the season of high ozone pollution in principle. To guide the public to refuel at the wrong peak at night, and to promote the oil distribution enterprises in the main urban areas and county built-up areas to unload oil from 8 P. M. to 6 A. M. the next day on the premise of ensuring safety.
