On January 4, the official website of Inner Mongolia Energy Bureau issued the Notice of the Energy Bureau of Inner Mongolia Autonomous Region on the Implementation of the Demonstration Project of Renewable Energy Green Hydrogen Substitution in Xing'an League.
The notice shows that, in accordance with the relevant requirements of the Opinions of the General Office of the People's Government of Inner Mongolia Autonomous Region on Promoting the High-quality Development of Hydrogen Energy Industry and the Detailed Rules for the Implementation of the Demonstration Project of Integrated Hydrogen Production from Scenery and Solar Energy in Inner Mongolia Autonomous Region (2022 Edition), with the consent of the People's Government of Inner Mongolia Autonomous Region, It is planned to implement 15 demonstration projects of integration of wind and solar hydrogen production, such as the demonstration project of green hydrogen substitution for renewable energy in Jingneng Coal Chemical Industry in Xing'an League. There are 15 projects
with implementation conditions (4 off-grid projects and 11 grid-connected projects), with a supporting new energy scale of 6.312 million kilowatts (including 4.732 million kilowatts of wind power and 1.58 million kilowatts of photovoltaic power), a hydrogen production capacity of 282000 tons per year and a total investment of 49.58 billion yuan. In accordance with the relevant requirements of the Opinions of the General Office of the People's Government of Inner Mongolia Autonomous Region on Promoting the High-quality Development of Hydrogen Energy Industry (JIBF [2022] No.15) and the Detailed Rules for the Implementation of the Integrated Demonstration Project of Hydrogen Production by Wind and Solar Energy in Inner Mongolia Autonomous Region (2022 Edition), With the approval of the people's government of the autonomous region, it is planned to implement 15 demonstration projects of integration of wind and solar hydrogen production, such as the demonstration project of green hydrogen substitution for renewable energy of Jingneng Coal Chemical Industry in Xing'an League. The relevant matters are hereby notified as follows.
1. There are 15 projects
with implementation conditions (4 off-grid and 11 grid-connected), with a supporting new energy scale of 6.312 million kilowatts (including 4.732 million kilowatts of wind power and 1.58 million kilowatts of photovoltaic power) and a hydrogen production capacity of 282000 tons per year. The total investment is 49.58 billion yuan (see the annex for details).
2. Relevant requirements
(1) Invite the competent energy departments of the League City to organize the development of demonstration projects as soon as possible, and a single demonstration project must be constructed by the same investor.
(2) The demonstration project shall be approved (filed) by the relevant departments of the League City. The relevant departments of the League City are requested to handle the relevant formalities for the project in time according to the law and regulations, so as to ensure the smooth implementation of the project. After the project is approved (filed), it shall be reported to the Energy Bureau of the Autonomous Region within 10 working days.
(3) After the hydrogen application project promised in the implementation plan is approved (filed), the wind and solar hydrogen production project can be approved (filed).
(4) The demonstration project shall further communicate with the grid company to improve the grid connection scheme, and the grid connection permit of the grid company shall be obtained before the project is approved (filed).
(5) The wind and solar projects allocated in the demonstration projects are market-oriented grid-connected projects, and in principle, they shall not purchase electricity from the grid; for grid-connected projects, the electricity purchased by the grid company shall not exceed 20% of the total new energy generation of the project. Wind and solar projects and hydrogen production projects need to be put into operation simultaneously. It is strictly forbidden to build only wind and solar projects and not put hydrogen production projects into operation. If the grid-connected demonstration project has not been completed, it shall not be connected to the grid. After the completion of the grid-connected demonstration project, the competent energy department of the League city shall organize the acceptance, and after the acceptance is passed, the grid enterprises shall be connected to the grid. The project should be started and put into operation according to the construction sequence, otherwise the demonstration qualification of the project will be cancelled according to the situation.
(6) The demonstration project shall be organized and implemented in strict accordance with the approved contents. The investment subject shall not increase or change the construction contents without authorization. During the construction period and within five years after the formal operation, the investment subject shall not be substantially changed by selling equity, leasing assets, subcontracting or subcontracting. If the main body of project development is unable to implement it, it shall apply to the competent energy department of the League City for revocation of approval (filing), and at the same time cancel the project demonstration qualification, and the corresponding construction scale shall be cleared up and abolished.
(7) The new energy supporting the demonstration project is directly connected to the hydrogen production substation, and the access line is invested and constructed by the hydrogen production enterprise. The grid-connected demonstration project shall be connected to the power grid as a whole, and the connection line with the power grid shall be funded by the power grid enterprise in principle. If the power grid enterprise has difficulties in construction or the planning and construction sequence does not match, the hydrogen production enterprise may construct it first, and the power grid enterprise shall purchase it in accordance with the law and regulations at an appropriate time.
(8) The implementation of demonstration projects strictly implements the requirements of national laws, regulations and policies on ecological environmental protection, land, forest and grass, and energy consumption.
(9) All links of demonstration projects should adhere to scientific and technological innovation, ensure that the technological route is at the advanced level at home and abroad, resolutely avoid adopting low-end and obsolete technological products, and give full play to the industry-driven effect.
3. Relevant measures
(1) Strengthen organizational leadership. The competent energy departments of the League City shall coordinate and solve the problems encountered in the implementation of the project in a timely manner, and report to the Energy Bureau of the Autonomous Region on the major issues affecting the promotion of the demonstration project in a timely manner, so as to ensure the smooth progress of the demonstration project and play an exemplary role.
(2) Strengthen supervision after the event. The competent energy departments of the League City shall do a good job in the periodic evaluation and the whole process evaluation, and report the progress of the demonstration project to the Energy Bureau of the Autonomous Region before the 20th day of each month. The Energy Bureau of the Autonomous Region will supervise and inspect the demonstration projects every month and report to the People's Government of the Autonomous Region. If the progress of the demonstration project submitted is not timely and accurate, or the supervision of the demonstration project is not in place, and if the construction progress is slow and the construction of the demonstration project is not promoted according to the construction plan, the competent energy departments of the League cities will interview and notify in time; if the project violates the requirements of this notice, the demonstration qualification of the project will be cancelled according to the situation.
(3) Strengthen safety management. To implement the main responsibility of project safety production, the competent energy departments of the League City should strengthen the publicity of hydrogen energy safety, and strictly implement relevant safety regulations and standards in the production, storage, transportation and use of hydrogen energy.
