Recently, Yunhe County, Lishui City, Zhejiang Province, issued the Tender Announcement for the Comprehensive Development and Utilization of Ordinary Building Stone Mines in Chilong Mining Area, Bailongshan Street, to select the construction units of mining projects through public bidding. The contracted project includes four sub-projects, namely, the mine project, the Wuxi River Regulation Project, the temporary diversion project of Yunwu Road and the filling project under the bridge of G25 Expressway, with a total construction period of 1275 days (including the capital construction period). The estimated amount of the tender is 800 million yuan.
It is understood that the mining minerals of the mine are sandstone for construction, andesite for construction and granite for construction. The mining area is 2.5255 square kilometers, and the resource reserves are 5406.In February 2023, the project was successfully won by Yunhe County Industrial Investment Economic Development Co., Ltd. with 58.95 million yuan. The deadline for submission of
bidding documents is 9:00 on September 15, 2023.

2.1 Project overview:
Located in Bailongshan Street, Yunhe County, the Comprehensive Development and Utilization Project of Ordinary Building Stone Mine in Chilong Mining Area, Bailongshan Street, Yunhe County, obtained the Mining License issued by the Department of Natural Resources of Zhejiang Province on March 1, 2023. The owner of the mining right is Yunhe County Industrial Investment Economic Development Co., Ltd., and now it is necessary to select the construction unit of the mining project through public bidding. The project includes four sub-projects, as follows:
Sub-project 1 (Mining Project): The mining area of this project consists of 54 turning point, covering an area of 2.5255 km2. The mining elevation is + 315.17 m ~ + 178. It is mainly used for filling within the scope of the project and shall not be transported outward. The total excavation volume of the project is 22.1647 million cubic meters, and the actual available filling volume is 25.3728 million cubic meters based on the replacement coefficient of 0.94 ~ 1.3 for different types of rocks and topsoil; the total filling volume required by the site is 2661. Two lines B and C of infrastructure roads are set within the mining area, with the total length of line B being 1986 m and the total length of line C being 1193 m. Sub-item 2 (Wuxi River Regulation Project, hereinafter referred to as "Water Conservancy Project"): in combination with the ecological product value of Yunhe County, realize the adjustment of the planning and design scheme of the demonstration area, comprehensively raise the bottom elevation of the Wuxi River, and according to the terrain and plot planning after the renovation, adjust the horizontal and vertical section design of the Wuxi River. According to the calculation results of flood control and water conservancy, the river width is controlled by 27 m. For details, see the construction drawing design of Wuxi River.
Sub-item 3 (Temporary Diversion Works of Yunwu Road): 3 temporary access roads are set up to facilitate villagers' travel along the line. The total length of the access roads is 1. It is constructed according to the standard of two-lane four-level highway stipulated in the Code for Design of Highway Route (JTG D20-2017), with a design speed of 20 km/H. Subgrade width 6.
Sub-item 4 (Filling works under the bridge of G25 Expressway Heshang Bridge): This project involves the leveling and backfilling of the sites on both sides of the bridge at K61 + 157 ~ K61 + 700 section of G25 Changshen Expressway Heshang Bridge, and the piers under the bridge need to be backfilled and buried. The current ground elevation at the bottom of the bridge is 156 ~ 157 m. The design backfilling elevation is 167m, and the maximum design filling height of the project is estimated to be 11m. The filling and excavation design of the block site shall be carried out in accordance with the requirements of the Code for Design of Subgrade (JTG D30-2015) and other specifications; the No.19 ~ 21 pier column sections under the bridge on the river shall adopt the combined design scheme of pile-sheet wall + light material + slope protection; The "foam concrete protection" scheme is adopted for the site backfilling of other pier column sections. 2.3. Qualification requirements for
bidders (1) Bidders:
3.1 Must have the qualification of general contracting of mining engineering at or above the first level and water conservancy and hydropower at the same time. Qualification of Grade II or above for general contracting of engineering construction; 3.22 Have valid enterprise safety production license (in case of consortium bidding, all members must have it), and the main person in charge of the enterprise (legal representative, enterprise manager, deputy manager in charge of safety production of the enterprise, technical director of the enterprise) has Class A certificate of full-time safety production management personnel (in case of consortium bidding, all members must have it); 3.3

(3) The parties to the consortium shall not bid in their own names or participate in other consortia in this bidding project.

mine project (the leader of the consortium) must hold the certificates of safety production assessment (A, B and C certificates) issued by the provincial competent authorities. Among them, the manager of the enterprise, the technical director of the enterprise and the deputy general manager in charge of safety production of the enterprise shall have appointment documents, and shall not serve concurrently with other key personnel of the proposed project team; 3.1212 Full-time safety production management personnel are proposed to be assigned to the construction site of the mine project, with Class C certificates of full-time safety production management personnel, and no less than 3 full-time safety production management personnel. The number of employees shall meet the provisions of the Measures for the Establishment of Safety Production Management Organizations and the Allocation of Full-time Safety Production Management Personnel of Construction Enterprises (JZ [2008] No.91) issued by the Ministry of Housing and Urban-Rural Development;
