According to the approval procedure of environmental impact assessment of construction projects and the requirements of information disclosure, after deliberation, our Bureau intends to examine and approve the environmental impact assessment documents of "Yongping Hongshi Biomass Fuel Comprehensive Utilization and Processing Construction Project", and in accordance with the requirements of "Guidelines for Government Information Disclosure of Environmental Impact Assessment of Construction Projects (Trial Implementation)". The project covers an area of 5000m2 . Relying on Yongping Wuliangshan Cement Co., Ltd.'s Existing 4000t/d new dry process cement clinker production line, the cement kiln is used to co-dispose 100000 tons/year of general solid wastes, including 80000 tons of agricultural solid wastes (mainly wood blocks, sawdust, walnut shells, straw, etc.). 20,000 tons of industrial solid waste (mainly industrial scraps, including cloth strips, leather, plastics, rubber, etc.). 6. Main environmental impacts

of the project (1) Wastewater

during the construction period is mainly construction wastewater and domestic sewage of construction personnel. The wastewater produced during the operation period is mainly the domestic sewage of the staff and the laboratory wastewater.

(2) Waste gas

during the construction period is mainly construction dust and construction machinery waste gas. The waste gas during the operation period mainly includes the dust generated during the crushing process in the solid waste pretreatment stage, the unloading dust, the dust in the raw material stockyard, the dust in the finished product warehouse, and the waste gas from the kiln tail for collaborative disposal.

(3) Noise

during the construction period mainly comes from construction machinery and transport vehicles. The noise during the operation period mainly comes from various production equipment and transport vehicles.

(4) Solid waste

during the construction period includes earthwork, construction waste and domestic waste. Solid wastes during the operation period include domestic garbage, dust collected by bag-type dust collector, waste engine oil, etc.

7. Countermeasures and measures

to prevent and mitigate adverse environmental impacts of the project (I) Wastewater treatment measures

The construction wastewater will be reused for watering and dust reduction, concrete curing and other aspects after sedimentation treatment. During the operation period, the project relies on the existing living quarters of Yongping Wuliangshan Cement Plant for staff accommodation, and the domestic sewage is treated and reused by the domestic sewage treatment station of the cement plant; the project relies on the existing laboratory of Yongping Wuliangshan Cement Plant, and the laboratory wastewater is collected by special containers and temporarily stored in the temporary storage room of Yongping Wuliangshan Cement Plant for hazardous wastes, which is regularly entrusted to qualified units for disposal.

(II) Waste gas treatment measures

During the construction period, covering measures shall be taken for material transportation and stockpiling. The construction site shall be regularly sprinkled with water to reduce dust. The roads in the plant area shall be hardened in time to reduce the impact of construction dust. In the solid waste pretreatment stage during the operation period, the unorganized waste gas at the plant boundary can be discharged up to the standard by taking measures such as plant closure and dust reduction, while the organized waste gas can be collected by a gas collection hood, treated by a bag-type dust collector and discharged by a 15m-high exhaust funnel; The kiln inlet waste gas is treated by the existing "SNCR denitration + waste heat boiler + bag-type dust collector", and then discharged through a 104 m high exhaust funnel (DA012).

(3) During the

construction period of noise prevention and control measures, measures such as optimizing low-noise construction machinery, rationally arranging construction time, strengthening equipment maintenance and strengthening construction management shall be taken to reduce the impact of construction noise. During the operation period, measures such as optimizing low-noise equipment, installing damping gaskets, regular maintenance of equipment, slowing down transport vehicles and prohibiting whistling should be taken to reduce noise, so as to meet the relevant limits of the Emission Standard for Industrial Enterprises Noise at Boundary (GB12348-2008).

(4) Solid waste disposal measures

construction earthwork shall be cleared and transported to the standard spoil ground for stacking, and it is forbidden to stack at will to destroy the ecology; Construction waste shall be classified and stored in a centralized manner. The part that can be recycled shall be recycled and reused. The part that cannot be recycled shall be cleared and transported to the construction waste dump designated by the urban construction department. It is forbidden to dispose of and pile up at will. During the operation period of the project, the domestic garbage is collected by the domestic garbage can of Yongping Wuliangshan Cement Plant and then entrusted to the environmental sanitation department for cleaning, transportation and disposal; the dust collected by the bag-type dust collector is returned to the production line as raw material and is not discharged; the waste engine oil is temporarily stored in the hazardous waste room of Yongping Wuliangshan Cement Plant and is cleaned, transported and disposed by the waste engine oil disposal unit of Yongping Wuliangshan Cement Plant, and the relevant account management records are strictly established.
