Recently, Shandong Energy Bureau issued the Action Plan for the Development of New Energy Storage Projects in Shandong Province, which clarifies the general idea of the development of new energy storage in Shandong Province, refines the annual task arrangement and specific work measures.
The action plan puts forward six key tasks:
the first is to build the "offshore new energy + energy storage" application belt. Focus on the development of offshore wind power, offshore photovoltaic hydrogen production and storage mode, and the construction of "wind and solar storage" integrated smart energy island. By 2025, 1 million kilowatts of new energy storage will be built.
The second is to build two demonstration cities of energy storage application in Jinan and Qingdao. Focus on the promotion of emergency reserve, mobile energy storage and other grid-side application modes, distributed energy aggregators, V2G charging piles two-way interactive intelligent charging and discharging and other user-side application modes. By 2025, 500000 kilowatts of new energy storage will be built.
The third is to build a key demonstration area of base-based energy storage in northern Shandong. By 2025, 2.7 million kilowatts of new energy storage projects will be built.
The fourth is to build a key demonstration area of advanced compressed air energy storage in central Shandong. By 2025, more than 300000 kilowatts of compressed air energy storage projects will be completed.
The five is to build a key demonstration area for multi-scenario application of energy storage in southwest Shandong. By 2025, 500000 kilowatts of new energy storage projects will be built.
The six is to build a number of supporting industrial bases with different characteristics. In Zaozhuang, Dongying and other cities, we will focus on the development of raw material industry; in Qingdao, Jining and other cities, we will focus on the development of equipment manufacturing industry; in Jinan, Yantai and other cities, we will focus on the development of energy storage integration industry; in Zibo, we will focus on the development of related service industries.
II. Basic Principles
(1) Unified planning and scientific layout.". Strengthen top-level design, take overall consideration of power system security capability, system regulation capability and comprehensive efficiency improvement needs, scientifically evaluate the development scale of new energy storage, adjust measures to local conditions, rationally lay out the construction of new energy storage projects, and promote the integrated development of source, network, load and storage.
(2) Market dominance and policy guidance. Give full play to the decisive role of the market in the allocation of resources, and actively create a fair and just market environment with orderly competition. Strengthen policy guidance, improve market trading mechanism, constantly enrich trading varieties, and promote the sustainable and healthy development of new energy storage.
(3) Innovation-driven and integrated development. We should adhere to scientific and technological innovation to lead industrial development, strengthen research and development of key technical equipment, and carry out demonstration applications by classification. Promote the deep integration of industrial chain and innovation chain, focus on superior industries, and promote the development of energy storage manufacturing industry chain by supplementing, extending and strengthening the chain, gradually becoming a new growth point of green economy in our province.
(4) Strengthen management and put safety first. Adhere to the bottom line thinking, coordinate development and safety, establish and improve the new energy storage technology standards, management, monitoring and evaluation system, compact the main responsibility of enterprise safety, continue to strengthen the safety guidance and supervision of local governments, and ensure the safety of the whole process of new energy storage construction and operation.
3. During
the "14th Five-Year Plan" period, focusing on the positioning of key demonstration areas in our province, we will vigorously promote the diversification and multi-scenario application of advanced energy storage technologies, and realize the transformation of new energy storage from the initial stage of commercialization to large-scale development.
By the end of 2023, the scale of new energy storage in the province will reach more than 2 million kilowatts; in 2024, it will reach 4 million kilowatts; In 2025, it will reach about 5 million kilowatts, the technological innovation capability will be significantly improved, the level of technical equipment will be greatly improved, and the new energy storage and source network load will be deeply integrated, which will strongly support the construction of a new power system with intelligent and flexible regulation, strong security and real-time interaction between supply and demand in our province.
4. Key tasks
(1) Build the application belt of "energy storage + new offshore energy".
We will carry out multi-technology route demonstration, focusing on promoting the construction of green hydrogen production, methanol production, man-made underground caverns in hilly areas of Jiaodong Peninsula and compressed air energy storage in Dongying depleted oil and gas reservoirs.
We will carry out pilot projects for diversified applications, focus on "energy storage + offshore photovoltaic", and explore a new mode of overall layout and cooperative construction of energy storage. We will focus on clean power supply of island source network storage, and explore a new mechanism of multi-energy complementary and joint dispatching operation.
We will carry out pilot applications of safety technologies, focusing on the promotion of technologies such as large data artificial intelligence early warning, digital energy storage systems, and battery safety monitoring based on impedance response, so as to enhance the intrinsic safety of energy storage.
By 2025, 1 million kilowatts of new energy storage projects will be built.
(2) Construction of Jinan and Qingdao energy storage demonstration cities.
Give full play to the advantages of energy storage emergency reserve technology, deploy large-scale energy storage facilities at key transmission and distribution nodes of Jinan and Qingdao urban power grids to support the construction of strong local power grids; promote the pilot application of mobile energy storage facilities to enhance the support capacity of distribution networks. Focusing
on "cold and hot double storage + thermal power", the traditional power supply in pilot urban areas will be transformed into a comprehensive energy supply station. We will tap the peak-shaving potential of electric vehicles, power stations and communication base stations, promote the application of two-way interactive intelligent charging and discharging technologies such as V2G charging piles and intelligent power facilities, and foster the transformation of electric vehicle companies and communication companies into distributed energy aggregators.
By 2025, the scale of new energy storage will reach 500000 kilowatts.
(3) Constructing the key energy storage area of Lubei base type.
We will accelerate the large-scale application of advanced energy storage technologies with mature technology, wide application and good economy, and build a new type of energy storage base at the gigawatt level. Focusing on megawatt flow battery and gravity energy storage technology, we will carry out demonstration applications of high safety, long-term and large-scale energy storage.
Promote thermal energy storage technologies such as molten salt heat storage and solid heat storage, and explore ways to improve the regulation performance of traditional thermal power. Strengthen the application of high-precision long-term power prediction, intelligent dispatching control and other technologies, promote the integrated operation of wind, solar, fire and storage, and explore a new mode of multi-energy complementary development.
By 2025, 2.7 million kilowatts of new energy storage projects will be built.
(4) Construct the key area of advanced compressed air energy storage in central Shandong.
Utilizing the abundant salt cavern resources in Tai'an, a number of large-scale energy storage power stations will be built, focusing on 300 MW large-capacity non-supplementary combustion advanced compressed air technology. Focusing on technologies such as liquid compressed air energy storage and supercritical liquid compressed carbon dioxide energy storage, a number of small and medium-sized energy storage power stations will be explored and developed.
By 2025, more than 300000 kilowatts of compressed air energy storage projects will be completed.
(5) Construction of multi-scenario application energy storage key areas in Southwest Shandong.
Promote the application experience of energy storage on the user side of Henghe Coal Mine in Jining, and implement the clean substitution project of emergency power supply in coal mines. Explore the use of abandoned coal mines (gypsum mines), decommissioned thermal power units and other existing sites and power transmission and transformation facilities to carry out advanced compressed air energy storage test applications.
Develop the application of fast energy storage technologies such as flywheels and super capacitors to promote the precise response of thermal power units to grid frequency modulation instructions.
We will strengthen the application of technologies such as virtual power plants and intelligent multi-energy complementarity, and promote the transformation of power users into zero-carbon smart power plants.
By 2025, 500000 kilowatts of new energy storage projects will be built.
will focus on the key links of the energy storage industry chain, base on regional advantages, and accelerate the cultivation of a number of industrial agglomeration highlands with different characteristics.".
In the material production sector, we will focus on building Zaozhuang "North Lithium Power Capital", Dongying Electrochemical Energy Storage Industrial Park, Tai'an "Taishan Lithium Valley" New Energy Storage Base, Weihai Genyuan Lithium Battery New Material Industrial Park and Binzhou Wanrun Lithium Power New Material Base.
In the equipment manufacturing sector, we will focus on building Qingdao Advanced Energy Storage Industrial Agglomeration Zone, Jining Ningde Times New Energy Industrial Base and Weifang Liquid Flow Energy Storage Industrial Park.
In the process of energy storage integration, we will focus on building Shandong Electrical Energy Storage Industrial Base and Yantai Digital Energy Storage Industrial Park. In the relevant service links, we will focus on building Zibo Qilu Energy Storage Valley.
(Two) improve the electricity market mechanism. Optimize the capacity compensation mechanism, widen the difference between peak and valley electricity prices, and guide new energy storage to actively participate in the electricity market. Promote the joint participation of new energy stations and energy storage in the market. Improve the support policy and trading mechanism for virtual power plants to enter the market. We will accelerate research on supporting policies for the development of cloud energy storage. In line with the principle of "who benefits, who bears", the compensation mechanism for ancillary services is refined and shared by all grid-connected entities such as power generation enterprises and market-oriented power users.
(3) Strengthen the drive of scientific and technological innovation. We will strengthen strategic cooperation with scientific research institutions, key universities and leading enterprises such as the Chinese Academy of Sciences, China Energy Construction Science and Technology, Huawei, and build a number of major scientific and technological innovation platforms. Relying on Shandong University, Shandong University of Science and Technology, Shandong Energy Research Institute, State Grid Shandong Electric Power Research Institute and other universities and scientific research institutions, a technical support system covering new energy storage equipment testing, testing and monitoring, safety emergency and other professional fields is established, and all links support each other and develop in coordination. We will vigorously promote collaborative innovation between government, industry, education and research.
(4) Formulating local standards and norms. Improve the standard system of new energy storage industry, study and compile local standards related to new energy storage planning and design, equipment testing, construction acceptance, operation and maintenance, inspection and maintenance. We will carry out research on relevant standards for intelligent regulation of large-scale energy storage clusters, aggregation regulation of distributed energy storage and technical supervision of electrochemical energy storage power stations, and formulate comprehensive evaluation indicators for energy storage systems to ensure the healthy and orderly development of energy storage in our province.
(5) Compacting the main responsibilities of all parties. In conjunction with relevant departments, we will establish and improve a new energy storage safety management mechanism in accordance with the principle of "three management and three necessities" for safe production. Compact the main responsibility of the project construction unit for safety, and promote the orderly implementation and standardized operation of the project.
(6) Strengthen the management of relevant projects. Establish a normal project management mechanism, rely on the new energy cloud platform to build a provincial new energy storage project bank, adjust dynamically according to the year, and select demonstration projects from the warehousing projects in principle. Standardize the design requirements of new energy storage, strictly supervise the quality, improve the network connection procedures, strengthen technical supervision, refine the contingency plan, and ensure the standardized and safe operation of new energy storage projects.
