1. General requirements

The transformation of traditional energy should be based on the safe and reliable substitution of new energy. Focusing on the goal of "achieving carbon peak by 2030" in our province, we should clearly define the step-by-step roadmap and specific tasks for promoting green and low-carbon energy transformation and supporting carbon peak, systematically plan and steadily implement them, mobilize the enthusiasm of all parties in energy production, consumption, operation and management, and promote the orderly implementation of various tasks.
Insist on innovation-driven, transformation and upgrading. Give full play to the leading role of innovation, accelerate technological innovation and industrial upgrading in the field of energy, focus on promoting breakthroughs in key technologies, accelerate the development of new green and low-carbon technologies, new models and new formats, vigorously promote the clean and efficient use of coal, and promote the high-quality development of non-fossil energy.
Adhere to market dominance and policy guidance. We will deepen the reform of the system and mechanism in the field of energy, accelerate the innovation of market mechanism and the reform of price formation mechanism, and encourage all kinds of market players to participate in green and low-carbon transformation. 2. The main objectives
are to promote the green and low-carbon transformation of energy in accordance with the overall deployment arrangement to ensure that the carbon peak target is achieved by 2030. The main objectives are as follows:
By 2025, the capacity of energy security will be continuously enhanced, and the green and low-carbon development of energy will achieve remarkable results.
By 2030, a clean, low-carbon, safe and efficient modern energy system will be initially formed, important progress will be made in the construction of new power systems, the proportion of non-fossil energy consumption will reach about 25%, and the proportion of electricity in terminal energy consu mption will reach about 35%. The ability of green and low-carbon energy technology innovation has been significantly enhanced, and the system and mechanism of energy transformation have been more sound.
3. Accelerating the adjustment and optimization
of energy structure (1) Vigorously developing wind power and photovoltaic power generation
and steadily promoting the coordinated development of wind power. We will encourage the use of advanced technologies to build low wind speed wind farms according to local conditions, strengthen equipment selection research according to different resource conditions, select high-power anti-freezing low wind speed wind turbines and supporting high towers and long blades in high altitude areas, improve the efficiency of wind resource development, reduce land demand, and promote centralized wind power development. Encourage the construction of small and medium-sized wind power projects according to local conditions, make full use of the existing substations and lines of the power grid, take into account the construction conditions of resources, land, transportation, power grid transmission and absorption, and natural environment, and develop and construct decentralized wind power projects with nearby access and local absorption. Make good use of the complementary characteristics of wind and solar power generation in time, and actively promote the construction of wind and solar complementary projects. Relying on large hydropower bases and existing (planned) thermal power plants, we will actively promote the complementary development of multi-energy. Coordinate local consumption and delivery, build four renewable energy bases integrating water, wind and solar energy in Wujiang River, Beipanjiang River, Nanpanjiang River and Qingshuijiang River basins; make full use of the rich channel capacity of thermal power plants in our province, and combine the layout of coal power in stock and new coal power with the situation of wind and solar resources to build a wind, solar and thermal (storage) integration project. Actively promote the construction of roof distributed photovoltaic projects in Kaiyang, Bozhou, Guanling and other counties (cities, districts). Combining with the ecological restoration of fragile areas such as karst, rocky desertification and coal mine subsidence areas in photovoltaic field areas, we should develop various "photovoltaic plus" comprehensive development and utilization modes in line with the actual situation of our province, and actively create photovoltaic utilization modes such as agriculture, forest and light complementary. By 2025, the scale of wind power and photovoltaic power generation in the province will reach 10.8 million kilowatts and 31 million kilowatts respectively; by 2030, the total installed capacity of wind power and photovoltaic power generation will reach 75 million kilowatts.
(2) Actively promote the research on the optimal development
of hydropower and promote the expansion of cascade hydropower stations in river basins. Optimize and tap the deep development potential of cascade hydropower, study the systematic adjustment scheme of cascade hydropower, and study and carry out the preliminary work of hydropower expansion project. We will promote the optimal development of cascade hydropower such as the main stream of the Wujiang River and promote the absorption of clean and renewable energy such as wind power and photovoltaic power in the basin. The "14th Five-Year Plan" actively carries out the preliminary work of the expansion of cascade hydropower stations such as the main stream of the Wujiang River, and strives to expand the scale to about 2 million kilowatts by 2030. Promote the construction of pumped storage power stations. Based on the advantages of hydropower resources and pumped storage station resources in Guizhou, we should actively develop pumped storage power stations, improve the flexible regulation ability of the system, and promote the construction of new power systems.According to the cascade drop, head connection and reservoir capacity of cascade hydropower stations in the basin, the feasibility of building hybrid pumped storage power stations in major large and medium-sized cascade hydropower stations is studied, and the pumped storage power station projects with construction conditions are timely included in the national and provincial rolling planning, forming a pumped storage development pattern of conventional pure pumped storage, hybrid pumped storage and small and medium-sized pumped storage. During the 14th Five-Year Plan period, we actively promoted the construction of Guiyang Pumped Storage Power Station and Qiannan Pumped Storage Power Station. By 2025, the total installed capacity of hydropower in the province will exceed 22 million kilowatts, and by 2030, it will increase to more than 24 million kilowatts, and a renewable energy system combining hydropower with new energy will be basically established.
(3) Promote the utilization
of non-fossil energy and non-electricity according to local conditions and actively promote the development and utilization of geothermal energy. Driven by the "five districts" of urban functional areas, urban concentrated areas, industrial parks, agricultural parks and tourist attractions, and guided by demonstration, through pilot projects, from single to cluster, from public buildings to civil buildings, the construction of shallow geo thermal heating and refrigeration projects with different utilization modes and different application scenarios will be promoted. Preliminary realization of large-scale and commercial application of shallow geothermal energy heating and refrigeration buildings. By 2025, the building area of geothermal energy heating and cooling in the province will reach 25 million square meters; by 2030, the building area of geothermal energy heating and cooling will strive to reach 50 million square meters.
(IV) Develop clean energy
such as nuclear power and hydrogen energy in an orderly manner, promote the demonstration of nuclear energy industrial heating application, and accelerate the construction of Tongren Yuping Clean Thermal Energy Project; continue to do a good job in the protection of nuclear power (large reactor) sites, and promote the progress of nuclear energy development safely and steadily in accordance with the national inland nuclear power policy and the needs of the province. We will carry out research on hydrogen energy industry technology and jointly tackle key problems in major technologies, promote the layout of hydrogen energy industry in the whole province, create a "one-axis, one-belt, three-line" core area for the development of hydrogen energy industry, support Guiyang, Anshun, Liupanshui and other cities to jointly declare the national hydrogen fuel cell vehicle demonstration city group, and strengthen the development and application of hydrogen energy storage.
(5) Appropriate introduction of clean energy
from outside the region relies on the China-Myanmar gas pipeline to promote the flow of sea gas into Guizhou, expand supply channels, and enhance the supply guarantee and regulation capacity of natural gas. Accelerate the opening of shale gas channels into Guizhou in Sichuan and Chongqing, actively introduce Chongqing shale gas relying on Zheng'an-Daozhen-Da gas pipeline, accelerate the construction of inter-provincial interconnection projects such as Huangying Township-Luolong Township-Zhennan Town (Wuchuan), Xiushan County-Tongren Songtao County, Youyang County-Tongren Yanhe County gas pipeline in Chongqing, and study and demonstrate Luzhou-Bijie gas pipeline project. Increase the transmission capacity of Sichuan-Chongqing gas into Guizhou. By 2025, the capacity of Chongqing gas entering Guizhou will reach 1 billion cubic meters per year. We will actively promote the digital and intelligent upgrading and transformation of all aspects of the power system, strengthen the flexible and fine management and control of the power grid, promote the integration of source, network, load and storage and multi-source coordination, improve the comprehensive utilization efficiency of the power grid and various power sources, and ensure the full consumption of new energy. By 2025, the installed capacity of new energy storage will reach 1 million kilowatts; by 2030, the installed capacity of new energy storage under construction and in operation will strive to reach about 4 million kilowatts.

of energy structure adjustment and optimization to promote the construction of large-scale photovoltaic bases. Combining with the conditions of solar energy resources and land resources, we will vigorously promote the construction of large-scale photovoltaic bases of millions of kilowatts in Bijie, Liupanshui, Anshun, Southwest Guizhou and South Guizhou. Promote the intelligent transformation of urban and rural distribution network. In the central urban areas of key cities such as Guiyang and Zunyi, advanced urban power grids will be built with high standards, and the coordinated construction and transformation of urban distribution networks and other infrastructure will be promoted to form a smart, efficient, flexible and reliable modern urban power grid. Implement the rural power grid consolidation and upgrading project, enhance the intelligent control level of the power grid, and improve the grid-connected acceptance capacity of distributed wind power and photovoltaic.
Strengthen the capacity building of system flexible adjustment. On the basis of comprehensively promoting the upgrading and flexible transformation of active coal-fired power units in our province, we should develop natural gas peak-shaving power stations according to local conditions, speed up the construction of pumped storage power stations, and speed up the development and application of new energy storage. By 2025, the installed capacity of new energy storage will reach more than 1 million kilowatts; in the "14th Five-Year Plan" period, the installed capacity of distributed gas power will be increased by 500,000 kilowatts, and in 2025, the installed capacity of gas power will reach 1.06 million kilowatts; during the "14th Five-Year Plan" period, the construction of Guiyang (Shichangba) Pumped Storage Power Station and Qiannan (Huangsi) Pumped Storage Power Station will be actively promoted.
Improve the demand side response capability. Strengthen the construction of power demand side response capacity, integrate decentralized demand response resources, guide users to optimize the mode of power storage and consumption, and release the elasticity of residential and general industrial and commercial power load in a high proportion. Large industrial loads should be guided to participate in the ancillary service market, and electricity price-sensitive high-energy loads such as electrolytic aluminium, ferroalloy and polysilicon should be encouraged to improve their production processes and processes, so as to give full play to the functions of interruptible load and controllable load. 4. Strengthen the innovation
of key technologies for green and low-carbon energy transformation (7) Promote the innovation

5. Vigorously promote carbon emission reduction
