(3) Main objectives.

(1) Implementing green and low-carbon energy transformation around building a world-class high-quality clean energy base. We will coordinate the delivery of clean energy and ensure energy security, further optimize the structure of energy production and consumption, strengthen the role of hydropower as the main force, foster new growth points for wind and solar power generation, enhance the capacity of thermal power to support and guarantee supply, build a clean energy corridor along the Yangtze River, continue to promote clean energy substitution, and accelerate the construction of a clean, low-carbon, safe and efficient modern energy system.
1. We will accelerate the construction of hydropower bases on the Jinsha, Yalong and Dadu rivers, and promote the construction of large and medium-sized hydropower projects in other river basins in an orderly manner. Efforts should be made to adjust and optimize the structure of hydropower development, and priority should be given to the construction of reservoir power stations with seasonal regulation capacity. Vigorously develop wind power and photovoltaic power generation, focus on promoting the construction of Liangshan wind power base and "three States and one city" photovoltaic power generation base, and support the construction of decentralized wind power in areas where conditions permit. We will accelerate the construction of four integrated renewable energy development bases for water, wind and solar energy in the upper reaches of the Jinsha River, the lower reaches of the Jinsha River, the Yalong River and the middle and upper reaches of the Dadu River, and simultaneously promote the complementary development of water, wind and solar energy in reservoirs and power stations in other river basins. 3. Accelerate the construction of a national natural gas (shale gas) production base of 100 billion cubic meters, focusing on the implementation of rolling development projects such as Anyue Gas Field in Central Sichuan, Puguang and yuanba Gas Field in Northeast Sichuan, West Sichuan Gas Field and South Sichuan Shale Gas Field. We will accelerate the construction of pipelines such as the Second Sichuan-East Gas Transmission Line (Sichuan Section), Weiyuan and Luzhou Block Shale Gas Gathering and Transmission Trunk Lines, improve the provincial gas pipeline network, strengthen the interconnection with national trunk pipelines, actively promote the construction of underground gas storage such as Laowengchang and Moujiaping, and make up for the shortcomings of gas storage and peak shaving capacity. By 2025, the annual output of natural gas (shale gas) will reach 63 billion cubic meters; by 2030, the annual output of natural gas (shale gas) will reach 85 billion cubic meters.
4. Strictly control the installed capacity of coal-fired power plants, promote the clean utilization of coal, and promote the steady decline of coal consumption. By 2025, the consumption of raw coal will not exceed 70 million tons, and by 2030, the consumption of raw coal will not exceed 65 million tons. We will keep the growth rate of oil consumption within a reasonable range, gradually adjust the scale of gasoline consumption, promote bio-liquid fuels and sustainable aviation fuels to replace traditional fuels, and strive to enter the peak plateau period of oil consumption during the 15th Five-Year Plan period. We should guide the consumption of natural gas in an orderly manner, give priority to ensuring the use of gas for people's livelihood, and coordinate the use of gas for industrial use and chemical raw materials. We will vigorously promote the integrated development of natural gas and other energy sources, accelerate the construction of peak-shaving natural gas units, develop natural gas distributed energy in an orderly manner, and implement natural gas fuel substitution in industrial and transportation fields.We will continue to promote the absorption of renewable energy, implement the "Electric Sichuan" action plan, and further expand the scope of electric energy substitution. We will continue to promote electric boilers and kilns to replace coal-fired (oil, diesel and gas) boilers and kilns in the field of industrial production; accelerate the electrification process in public transport, environmental sanitation, tourist attractions, engineering operations, family vehicles and other fields; and promote electric flue-cured tobacco and electric tea to replace coal-fired flue-cured tobacco and tea in combination with local industrial characteristics.
5. Improve the power grid's ability to absorb and regulate large-scale renewable energy with high proportion, and build a new power system with high proportion of hydropower and new energy. Continuously optimize and improve the main grid, accelerate the construction of UHV AC target grid of Sichuan-Chongqing power grid, Panxi power grid to the provincial load center 1000 KV UHV AC transmission and transformation project, and complete Ganzi-Tianfu South-Chengdu East, Aba-Chengdu East 1000 KV UHV AC transmission and transformation project. We will comprehensively promote the optimization of the 500 kilovolt main grid of Sichuan Power Grid, build a relatively independent, interconnected and mutually beneficial "three-dimensional double-loop network" main grid structure, and improve the level of hierarchical and zonal operation of the grid. We will promote the construction of new energy transmission channels, focusing on the integrated renewable energy development bases of water, wind and solar energy in the upper reaches of the Jinsha River, the lower reaches of the Jinsha River, the Yalong River and the upper and middle reaches of the Dadu River, and promote the construction of integrated water, wind and solar energy transmission projects in an orderly manner. In principle, the proportion of renewable energy in new trans-provincial and trans-regional channels should not be less than 50%. We should scientifically and rationally manage and control energy consumption, adhere to the principle of giving priority to conservation, comprehensively promote technological innovation in energy conservation and carbon reduction, intensify technological transformation, constantly improve energy efficiency, and build an energy-saving society.

Refine the energy-saving targets of cities (prefectures) and key industries, strictly control the intensity of carbon dioxide emissions, and establish a total carbon dioxide emission control system and supporting mechanisms as a whole. Strengthen the analysis and early warning of energy consumption and carbon dioxide emission control targets, and strengthen the implementation and evaluation of responsibilities. Strict energy conservation review of fixed assets investment projects, comprehensive evaluation of project energy use and carbon emissions, and promote energy conservation and carbon reduction from the source. We will improve the energy-saving supervision system at the provincial, municipal and county levels, establish a cross-sectoral linkage mechanism, and comprehensively use administrative penalties, credit supervision and punitive electricity prices to enhance the binding force of energy-saving supervision. Improve the informationization level of energy conservation management, improve the online monitoring system of energy consumption of key energy-using units, carry out energy measurement review, promote the establishment of energy management centers in high energy-consuming enterprises, and implement hierarchical management of key energy-using units. We will promote the construction of large energy data centers, build provincial carbon emission monitoring service platforms, and share energy data. We will accelerate the construction of "one network" for the vertical direct reporting system of energy consumption data in public institutions throughout the province.
2. Implement urban energy conservation and carbon reduction projects, carry out energy-saving upgrading and transformation of infrastructure such as buildings, transportation, lighting and heating, promote the demonstration and application of advanced green building technologies, and promote the improvement of urban comprehensive energy efficiency. Implement energy conservation and carbon reduction projects in parks, focusing on parks with high concentration of high energy consumption and high emission projects, and promote the optimization and cascade utilization of energy systems. We will implement energy conservation and carbon reduction projects in key industries, promote the innovation and application of energy-saving technologies in power, iron and steel, non-ferrous metals, building materials, chemical and other industries, continue to carry out energy-saving and carbon reduction transformation, and improve the efficiency of energy resources utilization.
3. Focus on industrial boilers, transformers, motors, fans, pumps, compressors, heat exchangers, elevators and other equipment to comprehensively improve energy efficiency. We will strengthen the popularization and application of new technologies such as new generation information technology, artificial intelligence and big data in the field of energy conservation, carry out intelligent upgrading of key energy-using equipment and processes, use digital technology to carry out energy efficiency monitoring, and promote the optimal matching of high-efficiency energy-using equipment and production systems. Establish an incentive and restraint mechanism oriented by energy efficiency, vigorously promote advanced and efficient products and equipment, and accelerate the elimination of backward and inefficient equipment. Strengthen energy-saving supervision and daily supervision of key energy-using equipment, strengthen the whole chain management of production, operation, sale, use and scrap, and ensure that energy efficiency standards and energy-saving requirements are fully effective.
4. Overall and intensive construction of the fifth generation mobile communication technology (5G), data centers and other high energy-consuming information infrastructure to avoid low-level duplication of construction. DC power supply, distributed energy storage, "photovoltaic + energy storage" and other modes are adopted to promote the construction of integrated charging stations for light storage and charging. (3) Focus on building a modern industrial system and implement the action of carbon peak in the industrial field. We will accelerate the green and low-carbon transformation of the industrial sector, continue to eliminate backward production capacity, vigorously promote green manufacturing and clean production, resolutely curb the blind development of projects with high energy consumption, high emissions and low levels, and achieve energy conservation, consumption reduction, pollution reduction and carbon reduction.

Give full play to the advantages of clean energy, concentrate on the development of green low-carbon industries such as clean energy, crystalline silicon photovoltaic, power batteries, vanadium and titanium, storage, etc., support Yibin to build a "power battery capital", Suining to build a "lithium power capital", Chengdu to build a "green hydrogen capital", Deyang to build a "world-class clean energy equipment manufacturing base" and Leshan to build a "green Silicon Valley of China". We will further promote the establishment of green manufacturing demonstration units such as green factories, green parks, green products and green supply chains, support the building of a number of green low-carbon parks and green low-carbon factories, promote green design and build a green manufacturing system. We will promote the integrated development of digitalization, intellectualization and greening in the industrial field, and promote energy-saving and carbon-reducing transformation in steel, electrolytic aluminium, cement, flat glass, oil refining, ethylene, synthetic ammonia, calcium carbide and other industries.
2. Strictly implement the relevant provisions on the replacement of equal or reduced steel production capacity, promote the withdrawal of backward production capacity in accordance with the law and regulations, and strictly prevent the resurgence of "floor steel" and the resumption of production of excess capacity that has been eliminated. For iron and steel smelting projects that need to be built in new sites, they must be built in accordance with the most advanced technological equipment level and the most advanced indicators of the iron and steel industry. For iron and steel enterprises that fail to meet the ultra-low emission requirements and have weak competitiveness by 2025, measures such as rectification within a time limit and reduction of production capacity should be taken to promote stock optimization and eliminate backward production capacity. Establish an output restraint mechanism for iron and steel enterprises based on the requirements of carbon emissions, pollutant emissions, energy consumption intensity and productivity utilization. Promote the transformation of process structure and clean energy substitution, optimize the structure of raw materials and fuels, vigorously promote the demonstration of non-blast furnace ironmaking technology, improve the level of recycling of scrap steel resources, promote the whole scrap steel electric furnace process, encourage the development of electric furnace short process steelmaking, and strive to increase the proportion of electric furnace steel to more than 40% by 2030. We will actively strive to carry out pilot demonstrations such as hydrogen metallurgy and integration of carbon dioxide capture and utilization.
3. Strictly implement the replacement policy of electrolytic aluminum production capacity and strictly control new production capacity. Strictly control the total production capacity of copper, lead, zinc, magnesium and other non-ferrous metals. Accelerate the development of recycled non-ferrous metals industry, improve the standardization and scale development level of enterprises in the recycled non-ferrous metals industry, and improve the recycling, sorting and processing network of waste non-ferrous metals resources. Strengthen comprehensive energy-saving technological innovation such as waste heat recovery, improve the utilization rate of waste heat and energy, and promote the continuous decline of energy consumption per unit product. 4. Strengthen the supervision of capacity replacement, strictly implement the policy of reducing replacement, and strictly prohibit new production capacity of cement clinker and flat glass. We will accelerate the withdrawal of inefficient production capacity and intensify efforts to reduce excess capacity in traditional industries. Promote the normalization of cement peak staggering production and reasonably shorten the operation time of cement clinker plant. To guide the building materials industry to transform to light, intensive, terminal and product. Support building materials enterprises to develop green and low-carbon new formats, new technologies, new equipment and new products. Building materials enterprises are encouraged to use fly ash, industrial waste residue, tailings and construction waste as raw materials or cement admixtures. We will accelerate the certification and application of green building materials, strengthen the research and development of new cementitious materials, low-carbon concrete and carbon absorption technologies, and develop new low-carbon building materials such as low-carbon cement.
5. Strict project access, strict control of new production capacity of oil refining, ethylene, synthetic ammonia and calcium carbide, and increase the elimination of backward production capacity. Optimize the product structure and actively develop high-quality, durable and recyclable green petrochemical products. We should guide enterprises to change the way they use energy and encourage them to use electricity and natural gas instead of coal as fuel. Enterprises are encouraged to upgrade energy conservation and promote cascade utilization of energy. We will promote the recycling of resources in the chemical industry, vigorously implement the substitution of low-carbon or renewable raw materials, and promote technologies and equipment with the functions of efficient energy utilization, pollutant reduction, waste resource utilization and innocuous treatment. By 2025, the primary processing capacity of crude oil will be controlled within 15 million tons, and the capacity utilization rate of major products will strive to increase to more than 80%.
6. Implement inventory management, classified disposal and dynamic monitoring for high energy consumption, high emission and low level projects. Comprehensive investigation of the "two high and one low" projects under construction and in stock, resolutely take down the projects that do not meet the requirements, strictly rectify the illegal projects with incomplete procedures and failing to meet the requirements of energy consumption quota standards in accordance with relevant regulations, and do not continue construction or production if the rectification is not in place. The proposed project shall be evaluated scientifically. For the industries with saturated production capacity, the production capacity shall be reduced according to the principle of "reduction and substitution"; for the industries with unsaturated production capacity, the energy efficiency access threshold shall be raised according to the international advanced level in accordance with the requirements of national layout and approval and filing; for the emerging industries with large energy consumption, the enterprises shall be supported and guided to apply green technology and improve the energy efficiency level.
(4) Focusing on promoting new urbanization and rural revitalization, we will implement the action of reaching the carbon peak in urban and rural construction. We will accelerate the green and low-carbon development of urban and rural construction and strictly implement the green and low-carbon requirements in urban renewal and rural revitalization.
1. Rationally determine the density and intensity of urban development and construction, and control the excessive growth of new construction land. Promote the development of urban groups, build urban ecological corridors, and encourage cities to "leave white and increase green". Actively carry out the construction of ecological garden cities and continuously expand the amount of ecological green. Advocate the concept of green and low-carbon planning and design, enhance the resilience of urban and rural climate, and build sponge cities. We will promote the construction of green towns and communities, implement green construction in the whole process of construction, accelerate the industrialization of construction, vigorously develop prefabricated buildings, promote steel structure housing, and comprehensively promote energy-saving doors and windows and green building materials.Strengthen the management of building demolition, put an end to large-scale demolition and construction, and strengthen the management and resource utilization of construction waste.
2. Strengthen the research and development and promotion of energy-saving and low-carbon technologies suitable for different climate zones and different building types, comprehensively promote the creation of green buildings, promote the large-scale development of ultra-low energy consumption buildings and low-carbon buildings, and strictly control the construction of high energy consumption public buildings. We will accelerate the energy-saving and carbon-reducing renovation of existing residential buildings and public buildings such as government agencies, schools and hospitals, strengthen the monitoring and statistical analysis of energy consumption of public buildings, and gradually implement the management of energy consumption quotas. Implement building energy efficiency evaluation and identification, and improve the intelligent level of operation and management of urban buildings and infrastructure. By 2025, new buildings in cities and towns will fully implement green building standards.
3. Further promote the application of renewable energy such as solar energy, geothermal energy, biomass energy and air heat energy in buildings, and gradually improve the substitution rate of renewable energy in urban buildings. Carry out building roof photovoltaic action according to local conditions, promote the integration of photovoltaic power generation and building, and promote the construction of photovoltaic power generation, energy storage, DC distribution, flexible electricity as one of the "light storage direct soft" building. 4. Promote the construction of green farm houses and speed up the energy-saving transformation of farm houses. Promote energy-saving and environmental protection cookers, electric agricultural vehicles, energy-saving and environmental protection agricultural machinery, and develop energy-saving and low-carbon agricultural greenhouses. We should improve the way of using energy in agriculture and rural areas, and promote the application of renewable energy such as biomass energy and solar energy in agricultural production and rural life according to local conditions. Strengthen the construction of rural power grid, improve the distribution network and power access facilities, and enhance the level of rural energy electrification.

By 2030, the proportion of green travel in urban centers with a permanent population of more than 1 million will reach 70%.

The concept of green and low-carbon will run through the whole process of planning, construction, operation and maintenance of transport infrastructure, and explore the establishment of a life-cycle carbon emission assessment, monitoring and tracking reporting system for transport infrastructure construction. We will carry out green upgrading and transformation of transport infrastructure, make overall use of resources such as comprehensive transport corridors, land and airspace, and improve utilization efficiency. Improve the level of urban public transport infrastructure, speed up the layout of urban and rural public charging (replacement) network, actively build inter-city charging (replacement) network, and encourage enterprises to invest in the construction and operation of related facilities. We will focus on tackling key basic frontier technologies such as new power systems, energy conservation, hydrogen energy, energy storage, power batteries, high-efficiency solar cells, biomass fuel substitution, zero-carbon comprehensive energy supply, and zero-carbon industrial process reengineering. Give full play to the role of the Provincial Carbon Peak and Carbon Neutralization Working Committee, strengthen the overall deployment and systematic promotion of various work, study major issues, formulate major policies and organize major projects. The Office of the Provincial Carbon Peak and Carbon Neutralization Working Committee should strengthen overall planning and research, regularly dispatch the progress of implementation, strengthen follow-up evaluation and supervision and inspection, and ensure the implementation of various objectives and tasks. The member units of the provincial carbon peak and carbon neutralization working committee should strengthen coordination and cooperation, form joint efforts, firmly promote the work of carbon peak in various industries, and ensure the consistency of policy orientation and the cohesion of steps in accordance with the requirements of the provincial Party Committee and the provincial government's decision-making and deployment and working committee.
(2) Strengthen the implementation of responsibilities. Relevant departments (units) at all levels should have a deep understanding of the importance, urgency and complexity of carbon peak and carbon neutralization work, and earnestly shoulder their responsibilities, in accordance with the "Opinions on Implementing the New Development Concept Completely, Accurately and Comprehensively to Do a Good Job in Carbon Peak and Carbon Neutralization Work" issued by the Provincial Party Committee and the Provincial Government and the work objectives and key tasks set out in this plan. Ensure that policies and measures are in place. All kinds of market players should actively assume social responsibility, take the initiative to implement targeted energy-saving and carbon-reducing measures in accordance with relevant national policy requirements, and accelerate green and low-carbon development.
(3) Strict supervision and assessment. We will accelerate the transformation from "double control" of energy consumption to "double control" of total carbon emissions and intensity, implement coordinated management, decomposition and assessment of energy consumption and carbon emission indicators, and gradually establish a systematic and perfect comprehensive evaluation and assessment system for carbon peak and carbon neutralization. Strengthen the assessment of the implementation of carbon peak and carbon neutral task objectives, incorporate the relevant implementation into the content of provincial ecological environment protection supervision, incorporate carbon peak and carbon neutral related indicators into the comprehensive evaluation system of economic and social development, increase the weight of assessment, and strengthen the constraints of indicators. Places, units and individuals with outstanding work shall be commended and rewarded in accordance with regulations, and places and units that fail to achieve their goals shall be notified, criticized and interviewed for accountability in accordance with regulations.
