to strengthen the management of rivers in Naqu City and standardize the order of sand mining in rivers. In order to rationally develop and utilize river sand resources, ensure the stability of river regime and flood control safety, maintain a good water ecological environment, ensure the safety of people's lives and property, and give full play to the role of rivers and lakes in serving the economy and society, relevant laws and regulations such as the Water Law of the People's Republic of China and the Regulations of the People's Republic of China on River Management are adopted. In accordance with the requirements of the Guiding Opinions of the Water Resources Department of the Xizang Autonomous on Strengthening the Management of River Sand Mining (Zangshui Word No.114, 2019), Naqu City has organized and completed the Planning of River Sand Mining in Sensitive Waters of Key Rivers (2022-2025).

I. Planning Scope

According to the Guiding Opinions of the Department of Water Resources of the Xizang Autonomous on Strengthening the Management of River Sand Mining (ZS Zi [2019] No.114), the planning scope is: the river section from the upstream 5.5km of Diwuma Station in Naqu (including Nujiang River) to the dam site of Ruzhen Reservoir, with a length of 389 km; The river reach from 3.8km upstream of Sangqusacuo Village to 2km downstream of Getuo Village is 41km long; the river reach from the entrance of Maidizangbu Chixiong Quhui to the entrance of Maiquhui is 90km long; the total length of the planned river course is about 520km.

3. Planned mineable areas and total amount

4. Mining prohibition period

5. Planning implementation and management

The water administrative departments of the local people's governments at or above the county level shall, in accordance with their administrative authority, organize the preparation of annual sand mining plans or implementation plans in accordance with the river sand mining planning, which shall be approved and implemented by the people's governments at the corresponding levels or the water administrative departments, and shall strictly prohibit sand mining beyond the scope, depth and quantity.

2. The license system for sand mining in rivers shall be implemented, and the license for sand mining in rivers shall be examined and approved by the water administrative department at or above the county level in accordance with its administrative authority and submitted to the water administrative department at a higher level for the record. Units or individuals (bidders) applying for sand mining rights shall obtain relevant pre-formalities in accordance with the requirements of the water administration department. The decision on permission for river sand mining shall be made public, and it is forbidden to engage in river sand mining activities without permission.

3. In accordance with the requirements of the Notice of the People's Government of the Xizang Autonomous on the Issuance of the Action Plan for the Protection of River Sources in the Xizang Autonomous (Zang Zheng Fa [2021] 21), the Xizang Autonomous will carry out the protection of riv er sources. The specific setting of sand quarries shall be determined by the local authorities after study in accordance with the relevant requirements of the protection of river sources and the protection of the ecological environment in the Xizang Autonomous.

6. The right to interpret the Regulations on Sand Mining in Sensitive Waters of Key Rivers (2022-2025) of Naqu City belongs to the Naqu Municipal People's Government. In case of special circumstances, the instructions of the Municipal People's Government shall prevail.
