Recently, the National Development and Reform Commission and other departments issued a circular on the implementation plan of the Green Low Carbon Advanced Technology Demonstration Project. In order to speed up the demonstration and application of green low-carbon advanced and applicable technologies and forge new industrial competitive advantages in the process of implementing the target task of carbon peak and carbon neutralization, the National Development and Reform Commission and other 10 departments have formulated the Implementation Plan of Green Low-Carbon Advanced Technology Demonstration Project. 2023, the declaration of the first batch of demonstration projects will be launched simultaneously, and the number of submissions from each region will not exceed 10 in accordance with the principle of selecting the best from the best and preferring lack to abuse. The regional development and reform commissions shall, in conjunction with the relevant departments in their respective regions, do a good job in organizing and declaring the demonstration projects. The SASAC of the State Council shall be responsible for summarizing and recommending the demonstration projects of central enterprises. The project declaration forms and summary forms shall be submitted to the National Development and Reform Commission (Environmental Resources Department) before October 8, 2023.
The Plan divides green low-carbon advanced technologies into three categories according to source carbon reduction, process carbon reduction and end carbon sequestration. Among them, it is required to focus on petrochemical, coal chemical, coal power, iron and steel, non-ferrous metals, building materials, oil exploitation and other industries, select places with high industrial concentration and better geological conditions, and build a number of large-scale CCUS demonstration projects in the whole process. For coal power, iron and steel, non-ferrous metals and building materials industries, the annual capture, utilization and storage capacity of the project shall not be less than 100,000 tons.
I. General Requirements
(I) Guiding Ideology.". Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should fully implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly implement the idea of Xi Jinping and ecological civilization, base ourselves on the new stage of development, completely, accurately and comprehensively implement the new concept of development, construct a new pattern of development, promote high-quality development, and promote green low-carbon through the implementation of advanced technology demonstration projects. A number of projects (hereinafter referred to as demonstration projects) with leading technology level, outstanding emission reduction effect, coordinated pollution reduction and carbon reduction, and obvious demonstration effect will be laid out to accelerate the occupation of global green low-carbon technology and industrial highlands, provide strong support for achieving the goal of carbon peak and carbon neutralization, and provide green kinetic energy for high-quality economic and social development.
(2) Working principles
-innovation-driven, demonstration-led. Focus on the frontier of green low-carbon science and technology innovation, focus on advanced and applicable technologies that are basically mature but not yet commercialized, and accelerate the transformation and industrialization of scientific and technological achievements through the implementation of green low-carbon advanced technology demonstration projects, so as to promote the development of green low-carbon industries.
-Goal orientation and highlighting key points. Focusing on the objectives and tasks set by the "1 + N" policy system, focusing on energy, industry, construction, transportation and other fields, a number of demonstration projects will be laid out and constructed to promote the demonstration and application of advanced and applicable technologies for carbon reduction at the source, carbon reduction in the process and carbon sequestration at the end.
-Government guidance and market dominance. We should adhere to the combination of effective market and promising government, highlight the dominant position of enterprises in scientific and technological innovation, strengthen policy guidance, improve incentive mechanism, encourage all kinds of enterprises to actively participate in innovation and investment in green and low-carbon fields, and stimulate market vitality and social creativity.
-Overall planning, reform and innovation. Strengthen the linkage between departments and local governments, comprehensively use investment, finance and other means to support the construction of demonstration projects, coordinate the promotion of reform and innovation in related fields, and explore the formation of a business model and policy environment conducive to the development of green low-carbon new industries and new formats.

By 2025, through the implementation of green low-carbon advanced technology demonstration projects, a number of demonstration projects will be implemented, a number of advanced and applicable green low-carbon technology achievements will be transformed and applied, and a number of supporting polic ies, business models and regulatory mechanisms conducive to the promotion and application of green low-carbon technology will be gradually improved. Explore effective ways to reduce carbon emissions in key areas.
By 2030, driven by the demonstration project of green low-carbon advanced technology, the research and development, demonstration and promotion models of advanced and applicable green low-carbon technology will be basically mature, the relevant supporting policies, business models and regulatory mechanisms will be more sound, the international competitive advantages of green low-carbon technology and industry will be further strengthened, and green low-carbon technology will be promoted. Provide strong support for achieving the goal of carbon neutrality.
3. Key directions
(1) Source carbon
reduction 1. R & D, manufacturing and demonstration application of advanced photovoltaic products, including high-efficiency intelligent photovoltaic modules, cadmium telluride and other new thin film solar cells, perovskite and tandem solar cells, ultra-thin silicon wafers, etc. Large-capacity, low-cost solar thermal power generation, high-efficiency large-capacity wind power, high-efficiency low-speed wind power, deep-sea offshore wind power demonstration, biogas demonstration, shallow/medium-deep geothermal energy heating/refrigeration and comprehensive utilization, large-capacity high-efficiency geothermal energy power generation and dry hot rock power generation demonstration, wave energy, tidal current energy, temperature difference energy, etc. Demonstration of advanced nuclear power generation and comprehensive utilization of nuclear energy. 5. Demonstration of advanced low-carbon petrochemical industry, modern coal chemical industry, green biochemical industry, coupling of renewable energy and petrochemical production system, industrial green micro-grid, digital green collaborative carbon reduction, "industrial Internet + green low-carbon", green (zero carbon, near zero carbon) data center, "submarine data center + marine clean energy" demonstration, etc. The energy efficiency level of demonstration projects in the industrial field should not be lower than industry benchmark level. Demonstration of ultra-fast charging infrastructure construction in expressway service area, green transformation of airport and logistics park collection and distribution mode, demonstration of port collection and distribution structure adjustment, construction of intelligent transportation system, demonstration of application and promotion of high-performance electric transport equipment, demonstration application of green intelligent ships and new energy aircraft, and new technologies and procedures for air traffic control. The system uses non-fossil energy development, integrated energy system and smart micro-grid construction, energy system optimization and cascade utilization, process reengineering, inter-industry material flow cycle coupling, carbon capture, utilization and storage (CCUS). To achieve deep emission reduction in industrial parks and build green low-carbon industrial parks. sequestration 10. Focusing on petrochemical, coal chemical, coal power, iron and steel, non-ferrous metals, building materials, oil exploitation and other industries, we should select places with high industrial agglomeration and better geological conditions. Build a number of large-scale CCUS demonstration projects in the whole process.For petrochemical, coal chemical and petroleum exploitation industries, the annual capture, utilization and storage capacity of the project shall not be less than 500,000 tons, and in principle, carbon dioxide transmission pipelines shall be built; for coal power, iron and steel, non-ferrous metals and building materials industries, the annual capture, utilization and storage capacity of the project shall not be less than 100,000 tons. 11. Advanced technology demonstration projects that adopt new processes, new equipment, new solvents or materials to achieve efficient and low-cost capture of low concentration carbon dioxide. 12. 4. Strengthen project guarantee
(1) Strengthen financial support such as investment within the central budget. For demonstration projects belonging to fixed assets investment projects, we should make overall use of the existing investment channels within the central budget to actively support eligible demonstration projects, and bring eligible infrastructure construction projects of green low-carbon advanced technology demonstration projects into the scope of local government special bond support. All regions should increase their support for the construction of green low-carbon advanced technology demonstration projects through budgetary investment and other financial channels. (2) Strengthen financial and tax policy support. Actively play the role of carbon emission reduction support tools,
guide financial institutions to provide financial support for eligible projects, and encourage all kinds of financial institutions to increase financing support for demonstration projects in accordance with the principle of marketization and legalization. We should innovate investment and financing methods and strengthen the support of green finance and transformation financial products such as climate investment and financing for demonstration projects. We will implement the insurance compensation mechanism for the first set of major technical equipment and the insurance compensation mechanism for the first batch of key new materials, and promote the demonstration and application of advanced and applicable technical equipment. We should implement tax policies that are conducive to the development of green and low-carbon industries. (3) Strengthen the protection of resources and environmental factors. Strengthen the guarantee of energy consumption factors, reasonably calculate the energy consumption and carbon emissions in the whole life cycle of the project, and take the effect of carbon emission reduction as the key consideration factor of energy conservation review. We will strengthen the guarantee of land use and sea use factors, and encourage local governments to explore flexible ways of land supply, such as flexible annual transfer, long-term lease, lease before transfer, and combination of lease and transfer, to guarantee land demand. (1) Project organization. Regional development and reform commissions should strengthen overall planning and work with relevant departments in the region to firmly promote the construction of green low-carbon advanced technology demonstration projects. Relevant departments in all regions should refer to the division of labor in this plan, strengthen guidance and support to relevant enterprises and research institutions, and organize a number of projects that meet the requirements of the direction, have advanced technology, outstanding emission reduction effect, solid preliminary work and obvious leading effect. Regional development and reform commissions should establish a reserve of green low-carbon advanced technology projects in their respective regions, select the best projects approved and recommended by the competent industry authorities into the reserve, and guide the main body of project implem entation to do a solid job in project approval (approval, filing) and land use pre-examination, energy conservation review, environmental impact assessment and other preliminary work.
(2) Project declaration. The National Development and Reform Commission solicits demonstration projects from various regions and central enterprises on an annual basis. The regional development and reform commission shall, in conjunction with the relevant departments, organize the declaration on the basis of the reserve projects in the region in accordance with the requirements of the annual solicitation notice, and submit the declaration form and summary form of the green low-carbon advanced technology demonstration project in the region to the National Development and Reform Commission after examining the authenticity, integrity and compliance of the project declaration materials. The SASAC of the State Council is responsible for summarizing and recommending the demonstration projects of central enterprises.
(3) Project selection and recommendation. After summarizing the recommended list of demonstration projects of various regions and central enterprises, the National Development and Reform Commission will push the projects to the relevant departments for preliminary examination according to the division of responsibilities of the departments, so as to ensure that the projects meet the requirements of key directions. On the basis of the preliminary review, the National Development and Reform Commission, together with the relevant departments, entrusts a third party to carry out the review, and submits the results of the third party review to the relevant departments for review, and determines the results according to the review opinions of the departments. The National Development and Reform Commission has pushed the list of demonstration projects to all regions, relevant departments and financial institutions as the basis for implementing various supporting policies.
(4) Project management. All regions should strengthen the daily supervision of demonstration projects, continuously track the progress of project construction, the completion of investment and the effect of technology carbon reduction, and timely put forward relevant suggestions for updating, adjusting and withdrawing projects with major changes in construction content, major adjustments in technical routes or projects that cannot continue to be implemented. The National Development and Reform Commission, together with relevant departments, has strengthened supervision over demonstration projects after the event, carried out evaluation and inspection of their implementation in various regions, established a withdrawal mechanism for demonstration projects, and investigated the responsibility of fraudulent enterprises in accordance with the law and regulations.
(5) Experience promotion. All regions should summarize the construction experience of demonstration projects in a timely manner, intensify the promotion of green low-carbon technologies with outstanding demonstration effect and great commercial potential and effective supporting policies and measures in the region, and submit relevant experience to the National Development and Reform Commission and the competent industry departments. For those that can be promoted nationwide, the National Development and Reform Commission, together with relevant departments, will intensify publicity and promotion efforts, timely incorporate relevant technologies and industries into the catalogue of industrial restructuring, the catalogue of green industry guidance and the catalogue of green technology promotion, and replicate and promote good experiences and practices.
