On August 23, the High-level Forum of Top 50 Cement Industry in 2023 and the Fifth Council Meeting of the Eighth Session of China Cement Association were held in Chongqing. Xing Tao, deputy director of the Department of Raw Materials Industry of the Ministry of Industry and Information Technology, delivered an important speech.
He suggested that the cement industry should first correctly understand the situation and unswervingly promote the work of eliminating excess capacity; second, strengthen confidence in development and accelerate the transformation and upgrading of green and intelligent; third, form joint efforts and strive to create a good atmosphere for high-quality development of the industry.

Dear President Gao, leaders, entrepreneurs, and guests:
Good morning!
Today, I am very pleased to participate in the top 50 high-level forum of the Cement Association, to exchange information and share experience with key enterprises and research institutes of industry associations in all provinces, municipalities and autonomous regions, and to make suggestions for promoting the high-quality development of China's cement industry. First of all, on behalf of the Department of Raw Materials Industry of the Ministry of Industry and Information Technology, I would like to express my warm congratulations on the opening of this forum and my heartfelt thanks to all of you for your contributions to the healthy and sustainable development of China's cement industry as always.
Cement industry is a basic raw material industry, which is highly related to the national economy, an important support for urban and rural infrastructure construction and meeting the housing needs of residents, and also an important area for the smooth operation of the industrial economy. Since
this year, due to the sluggish downstream demand, high production costs, unreasonable industrial structure and other factors, the cement industry is facing great pressure. Just now, President Gao also made a comprehensive and in-depth analysis of us, and I was deeply inspired after listening to it.
From January to July, the output of cement industry was 1.13 billion tons, up 0.6% year-on-year. From January to June, the revenue of cement industry was 379.08 billion yuan, a decrease of 12.5% over the same period last year, and the profit was 16.47 billion yuan, a decrease of 59.8% over the same period last year, especially the number of loss-making enterprises increased by 20.5% over the same period last year. It can be said that maintaining the steady growth of the industry has become our top priority.
The CPC Central Committee attaches great importance to steady growth, and the meeting of the Political Bureau of the CPC Central Committee on July 24 this year also stressed that we should actively expand domestic demand and give full play to the basic role of consumption in stimulating economic growth. At the same time, it is also proposed that the real estate policy should be adjusted and optimized in time to better meet the rigid and improved housing needs of residents, increase the supply of affordable housing, and actively promote the transformation of urban villages and other public infrastructure construction. This is undoubtedly a cardiotonic for the building materials industry. In view of the severe situation, the cement industry should thoroughly implement the decisions and arrangements of the Central Committee of the Communist Party of China, adhere to the general tone of steady progress, fully, accurately and comprehensively implement the new development concept, continue to deepen the structural reform of the supply side, accelerate industrial transformation and upgrading, and constantly improve the resilience and safety level of the industrial chain and supply chain.
Now I would like to make three comments on how to maintain the smooth operation of the cement industry and promote the high-quality development of the industry for your reference.
First, we should correctly understand the situation and unswervingly promote the work
of eliminating excess capacity. With the transformation of development mode and the upgrading of demand structure, the building materials industry represented by cement has entered a new stage of development characterized by green and low carbon. Cement demand has entered the peak platform period, and overcapacity will remain the primary contradiction in the cement industry. In July 2021, the Ministry of Industry and Information Technology issued the newly revised implementation measures for capacity replacement in the cement and glass industry, which have been implemented for more than two years, and the overall situation is good, giving full play to the decisive role of the market in the allocation of resource flows, and playing a better role in the macro-control of government departments, effectively curbing new production capacity. It has played a positive role in promoting the cement industry to resolve excess capacity.
However, we should also be soberly aware that under the current severe and complex international situation and insufficient release of domestic demand, the contradiction of excess cement production capacity is still prominent. In the next step, the cement industry should strictly implement the policy of capacity replacement, resolutely curb new capacity in violation of regulations, guide the orderly withdrawal of necessary capacity, and promote the orderly development of normal peak staggering production of cement throughout the country. We will also further strengthen the monitoring and analysis of changes in the situation, conduct in-depth research on the trend of industrial development and the degree of technological progress, do a good job in evaluating the effect of policy implementation, and timely revise and improve capacity replacement methods.
Second, strengthen confidence in development and accelerate green and intelligent transformation and upgrading
. In order to implement the Party Central Committee's decision on steady growth, the Ministry of Industry and Information Technology, together with relevant departments, has also studied and formulated a work plan for steady growth of the building materials industry, which will be released and implemented in the near future. Among them, specific measures have been put forward for the cement industry in terms of accelerating transformation and upgrading, upgrading high-end supply and deepening international cooperation. In November last year, we also issued the implementation plan of carbon peak in building materials industry in conjunction with relevant departments, and defined the timetable of carbon peak work for building materials industry, including cement.
For the cement industry, in addition to strengthening the total amount control, accelerating the transformation of green low-carbon technology and digitalization and intellectualization is the only way for enterprises to achieve high-quality development in the increasingly competitive market.
In order to promote capacity cooperation, we have also issued a new edition of the catalogue of technologies and products encouraged to be popularized and applied in the building materials industry, selected intelligent manufacturing and digital transformation in the building materials industry, carried out research on energy saving and carbon reduction in the cement industry, and transformed the research results into technical guidelines for energy saving and carbon reduction in the industry. Work with the National Development and Reform Commission to increase investment in technological transformation projects.
In the next step, we will strengthen the publicity and promotion of relevant policies, actively guide the industry to improve the level of green development, and hope that the leading enterprises present here can give full play to their leading role, accelerate the green transformation in the development, and achieve greater development in the green transformation.
Thirdly, we should work together to create a good atmosphere
for the high-quality development of the industry. Today, all the major associations and key enterprises in our industry are the backbone of the steady growth of the industry. It is hoped that everyone will perform their duties, hold together to warm up and form a joint force to jointly promote the high-quality development of the cement industry. Key enterprises should dare to shoulder and overcome difficulties in the complex and changeable business environment, actively respond to the challenges of weakening demand, insufficient expectations and intensified competition, speed up the merger and reorganization of enterprises and the adjustment of product structure, pay close attention to the double promotion of product quality management, double optimization of industrial structure and technology level, speed up technological transformation and key projects. We should avoid disorderly competition and consciously maintain market order. As a bridge between the government and enterprises,
industry associations should put forward timely policy recommendations according to the operation of the industry, guide industry self-discipline, do a good job in industry services, promote the establishment of a long-term supply mechanism between upstream and downstream, and work together to cope with abnormal fluctuations in the market. At the same time, we should strengthen publicity and guidance, focus on positive interpretation of policy and economic data, and stabilize market expectations.
We will also further strengthen top-level planning in our future work, study and promulgate a series of policies and measures to promote the development of the industry, strengthen communication and coordination with relevant departments, effectively solve the difficulties and problems encountered by enterprises in the process of production and operation, and work side by side with you to make new and greater contributions to accelerating the realization of Chinese-style modernization.
