In order to draw lessons from recent fire accidents both inside and outside the province and ensure the stability of the safety production situation in the province during the May Day period, the Office of Henan Safety Production Committee recently issued the Work Program for Safety Production Inspection during the May Day period in the province (hereinafter referred to as the "Program"). All local departments are required to immediately carry out special management and inspection of production safety in key industries, resolutely prevent and curb accidents, and ensure the stability of the production safety situation in the province.
The Plan requires that from now on until the end of the May Day holiday, all local departments should focus on fire fighting, road transportation, tourism, dangerous chemicals, mines, housing, urban and rural construction, special equipment and other accident-prone industries, thoroughly study and d iscuss safety risks, comprehensively investigate and control potential safety hazards, and make every effort to build safety. Take strict precautions against accidents.
The Plan emphasizes that hospitals, nursing homes, schools, nurseries, "factories in factories", entertainment places, high-rise buildings and large-scale complexes should be given top priority, focusing on flammable and combustible decoration and decoration, thermal insulation materials and blocking life passages, illegal hot welding operations, risky construction and other prominent risks, as well as minor construction; We should strictly investigate and punish serious road traffic violations such as "three excesses and one fatigue", unlicensed driving, drunk driving and illegal passenger carrying, and put an end to passengers illegally carrying inflammable, explosive and other dangerous goods on passenger transport; It is necessary to do a good job in the safety management of various scenic spots, tourist projects, and tourist facilities during the "May Day" period, and strengthen the investigation and rectification of hidden dangers in high-risk links such as tourist transportation vehicles and large-scale recreational facilities. It is necessary to strengthen the safety supervision of the production, storage, operation, transportation, use, and disposal of hazardous chemicals according to the characteristics of the season; We should organize and carry out the investigation of hidden dangers and hidden disaster-causing factors in all kinds of mines, strictly implement safety management measures; we should strengthen the investigation and rectification of hidden dangers in key links and parts of construction, strictly implement preventive measures against disastrous climate such as strong winds and rainstorms, and resolutely put an end to such violations as blindly catching up with the construction period and speeding up the progress; We should deepen the investigation and renovation of gas safety in cities and towns, highlight the use of gas in restaurants, commercial and residential mixtures, agricultural markets, schools and hospitals, and focus on the inspection of non-standard use, inadequate installation of alarm devices, gas pipeline pressure, crossing confined space, unauthorized transformation, etc; We should deepen the special rectification of potential safety hazards in commercial self-built houses, focusing on the investigation and rectification of commercial and personnel-intensive self-built houses used for hotels, restaurants, hotels, education and training, factory storage, pension and child welfare. We should comprehensively investigate the potential safety hazards of roller coasters, Ferris wheels, glass trestles, ziplines and other recreational facilities, and strengthen the law enforcement and rectification of illegal use of special equipment; Relevant departments in other industries should also do a good job of risk prevention and hidden danger investigation to ensure production safety.
According to the Plan, the Provincial Security Committee will organize nine comprehensive spot checks and inspection teams, invite experts to participate, and carry out spot checks in various places in the "four not two straight" way before and after May Day. Local departments should also organize open and secret visits in light of actual conditions, strengthen publicity and guidance, enhance public awareness of safety prevention and self-rescue ability, encourage the masses to actively report hidden dangers of major accidents and illegal acts of safe production, and promptly stop and punish illegal acts of safe production.
