On April 26, the People's Government of Dinghai District, Zhoushan City, Zhejiang Province issued the "Mineral Resources Planning of Dinghai District, Zhoushan City, Zhejiang Province (2021-2025)" (hereinafter referred to as the "Planning"), pointing out that according to the existing mine layout, the annual mining scale is expected to reach 50 million tons in the next five years. Machine-made sand products produced by mines are generally processed according to 10%, and the production capacity of machine-made sand can reach 5 million tons per year. In addition, it is predicted that during the 14th Five-Year Plan period, the total demand for construction stone and machine-made sand in this area will be about 22.15 million tons and 4.45 million tons respectively, and the fundamentals of oversupply will remain unchanged.
In order to construct a new resource guarantee mode with the characteristics of "Shanhai Island", the Plan delimits one centralized mining area for building stones and 12 county-level mining planning blocks for building stones. Among them, the total annual production capacity of sand and gravel mining rights in the county-level mining planning area is 13.07 million tons (130 million tons). The concentrated mining area of
building stones is located in the southern coastal area of Dinghai Jintang Island, covering an area of 19 square kilometers. At present, there is one mining right with an annual production capacity of 6.8 million tons; four mining rights are proposed, with a designed total production capacity of 10 million tons/year and a mining life of 5-6 years. The total amount of stone resources for construction is 181.46 million tons. The mining direction is mainly the comprehensive development and utilization of the mine land. In principle, the new mine must implement the supporting production of machine-made sand with a mining scale of not less than 20%. The information of the
12 county-level construction stone mining planning blocks is as follows:
1. The construction stone (tuff) mining planning block of the ecological environment control project of Longwangtiao abandoned mine in Dongsheng Village, Ganlan Town, is estimated to produce 2.2 million tons of ore, with an annual mining scale of 1.1 million tons and a planning period of 2 years. Starting and ending time: 2021-2023.
2. The ecological restoration of the abandoned mining area of Jintang East Aoshan and the construction stone (tuff) mining planning block of the supporting comprehensive logistics base of Shangao Intelligent Container Port Area East Aoshan are expected to produce 22.12 million tons of ore, with an annual mining scale of 5.5 million tons, a planning period of 4 years, starting and ending from 2021 to 2025.
3. Construction stone (tuff) mining planning block of Zhongnonggang Abandoned Mine Renovation and Western Port Area Mine Land Comprehensive Utilization Project in Dapu Village, Jintang Town, with an estimated mining capacity of 23.4 million tons, an annual mining scale of 7.8 million tons, a planning period of 3 years, starting and ending in 2021-2024.
4. Construction stone (tuff) mining planning block of Yongzhou Container Supporting Project in Xinfeng Village, Jintang Town, with an estimated mining capacity of 72.1 million tons, an annual mining scale of 14.42 million tons, a planning period of 5 years, and a starting and ending time of 2022-2027.
5. Baiquan Town Pinghu Village Storage Yard Project Construction Stone (Tuff) Mining Planning Block, with an estimated mining capacity of 14 million tons, an annual mining scale of 5 million tons, a planning period of 3 years, starting and ending in 2023-2026.
6. Jintang Town Xianju Village Jintang Tank Farm Supporting Project Construction Stone (Tuff) Mining Planning Block, with an estimated mining capacity of 62 million tons, an annual mining scale of 21 million tons, a planning period of 3 years, starting and ending in 2023-2026.
7. Mining Planning Block of Building Stone (Tuff) Mine in high-speed rail Town, Mu'ao Village, Jintang Town, with an estimated mining volume of 18 million tons, an annual mining scale of 6 million tons, a planning period of 3 years, starting and ending in 2024-2027.
8. Xianggangshan Building Stone (Tuff) Mining Planning Block, Ziwei Village, Shuangqiao Street, is expected to produce 50 million tons of ore, with an annual mining scale of 10 million tons, a planning period of 5 years, starting and ending in 2024-2029.
9. Maocaoao Building Stone (Tuff) Mining Planning Block, Qiandao Village, Huannan Street, with an estimated mining capacity of 67.5 million tons, an annual mining scale of 10 million tons, a planning period of 7 years and a starting and ending time of 2024-2031.
10. Fortress Hill Construction Stone (Tuff) Mining Planning Block, Lotus Village, Qiandao Street, is expected to produce 18.7 million tons of ore, with an annual mining scale of 6.25 million tons. The planning period is 3 years, starting and ending from 2022 to 2025.
11. Huangtuling Building Stone (Tuff) Mining Planning Block, Huiminqiao Village, Lincheng Street, is expected to produce 6 million tons of ore, with an annual mining scale of 3 million tons, a planning period of 2 years, starting and ending in 2022-2024.
12. The mining planning block of Shangao construction stone (tuff) mine in Xianju Village, Jintang Town is estimated to produce 100 million tons of ore, with an annual mining scale of 40 million tons. The planning period is 3 years, starting and ending in 2024-2027. According to
the Plan, the construction stone and mineral products needed for major construction projects in the 14th Five-Year Plan include ballast, crushed stone, construction sand, etc., and the mineral products (crushed stone, ballast, machine-made sand, etc.) produced by existing mines and proposed mines in the area are highly available, with convenient shipping conditions, strong environmental carrying capacity and large radiation radius. At the same time, there are enterprises specializing in stone processing. Generally speaking, the supply of stone ore can effectively meet the needs of the economic and social development of the whole region, and the surplus stone can coordinate to guarantee the demand for materials in the Yangtze River Delta market.
To adjust the mining structure
, the number of mining rights for building stones in the whole region should be kept below 13. The reserves of new mines in the centralized mining area should not be less than 20 million tons, the production scale should not be less than 5 million tons per year, and the area of mining land formed by comprehensive development and utilization projects should not be less than 300 mu in principle. Outside the centralized mining area, only the mining rights of approved projects such as comprehensive development and utilization of mining land, ecological restoration of abandoned mining areas and engineering construction are allowed to be set up, and the newly established mines are not subject to the minimum mining scale, the formation of mining land and the time limit for development and utilization.
We will implement the proportion of machine-made sand production in mines and guide mining enterprises to upgrade their products. Mining enterprises are encouraged to adopt new technologies, new equipment and new technologies to comprehensively improve the conditions for stone blasting and mining. Strengthen the equipment of dust prevention and control to ensure that the rate of dust prevention and control is 100%. Enterprises are encouraged to adjust the product structure and industrial structure, develop deep processing and product serialization of mineral products, produce block stones, gravel at all levels and machine-made sand, and build integrated production of concrete mixing stations, asphalt stations, concrete mixing stations and machine-made sand processing stations, so as to improve the comprehensive utilization rate of resources and enhance the economic benefits of mining industry. According to the principle of "overall planning, classified guidance, orderly development and effective supply", enterprises should be guided to develop towards refinement and technology according to different market demands.
To promote the construction
of intelligent green mines by the end of the 14th Five-Year Plan, the completion rate of green mines should reach 95%, and two new mines should be included in the national green mine directory. With the full implementation of "mining while harnessing", the standard rate of dust prevention and control in mines has reached 100%, and intelligent green mines have been promoted in an orderly manner.
Mining enterprises must complete the construction of green mines within six months after the formal operation of the mines, and implement the evaluation procedures of green mine construction in accordance with the "main construction of enterprises, third-party evaluation, standard-reaching storage, and information disclosure". The mining enterprises whose quality has declined after the completion of the green mine construction task shall complete the rectification work within 6 months; the mines that are still unqualified in the third-party assessment after the rectification shall be removed from the directory database and exposed publicly, and the mining enterprises and relevant responsible persons shall be included in the "blacklist" of industry integrity.
Taking the pilot project of intelligent green mine construction in Dahuangshan as the standard, the "164" intelligent green mine construction was deployed and implemented. One model (mine three-dimensional model), six systems (cross-border early warning, video surveillance, dust monitoring, intelligent truck scheduling, personnel and vehicle positioning, machine-made sand morphology monitoring) and four platforms (data, management decision-making, precise management and control, scene application) have been formed to promote the further deepening of green mine construction in the whole region.
The "Shanhai Sea" Island Resources Guarantee Project
combines the comprehensive development and utilization of mineral land, the overall land consolidation, the ecological restoration of abandoned mining areas with the follow-up industrial development and the integration of land resources, and gives full play to the advantages of land and shoreline resources. To form a new resource guarantee mode with island characteristics for comprehensive development and overall use of "mountain and sea". The layout of the newly established mines should be planned ahead of time to maximize the combined utilization of shoreline and hinterland resources and release the maximum intensive benefits. To clarify the reserves of resources in mining areas, the scale of mining, the duration of mining, the standards and deadlines for the protection and consolidation of shorelines and the handover of land. During the "14th Five-Year Plan" period, 12 "Shanhai" island characteristic resources guarantee projects were carried out.
The mining administration measures
shall standardize the supervision and management of engineering mining, and implement the mechanism of reporting, examination and acceptance of engineering excavation stones. Strengthen source control, improve the responsibility mechanism with local government as the main body, public security, natural resources, ecological environment, transportation, water conservancy, emergency response, port and shipping, market supervision and other departments jointly manage, and establish and improve the comprehensive law enforcement mechanism of mineral resources.
We will further implement the reform concepts and objectives of "releasing control clothing" and "running at most once", optimize and adjust the review links, simplify and optimize the required materials, constantly improve administrative efficiency, efficiently serve mining rights holders, and create a good environment for development. Deepening the "net mine" transfer mechanism, ensuring the healthy and orderly development of land use, forest use and sea use, smooth construction without interference, obstruction and disputes, and direct registration of mining rights.
