On August 7, the CPPCC of Qiandongnan Miao and Dong Autonomous Prefecture of Guizhou Province submitted to the CPPCC a proposal to support the development of glass industry in Qiandongnan Prefecture. It is suggested that the glass-based silicon intensive processing in Qiandongnan Prefecture should be included in the key construction projects of the "six major industrial bases" of the province's new industrialization, seize the opportunity of cooperation between Guangdong and Guizhou, introduce leading enterprises in Guangdong, and build a glass industry cluster. It is suggested that the photovoltaic industry of the whole province should be focused on Qiandongnan Prefecture, and that at least three photovoltaic glass production lines in Qiandongnan Prefecture should be approved to pass the risk early warning assessment.
On August 9, the website of Guizhou Provincial Department of Industry and Information Technology responded to the relevant questions raised by the proposal, saying that it would strive to build Kaili Lubi Jingkai District into the largest glass production and processing industry base in Southwest China. It will also promote the project to speed up the construction of three photovoltaic glass production lines with a daily output of 1250 tons, 1200 tons of Haisheng glass and 1200 tons of Konka.

Thank you for your concern and support for the development of glass industry in Qiandongnan Prefecture. The reply to the relevant questions raised in the proposal is as follows:
I. Suggestions
on Focusing the Photovoltaic Industry of the Province on Qiandongnan Prefecture Our Office attaches great importance to the sound and rapid development of the photovoltaic glass industry in Kaili City, Qiandongnan Prefecture, and supports Kaili City, Qiandongnan Prefecture, to give full play to its resource endowment and industrial foundation advantages. We will accelerate the cultivation of glass manufacturing industry clusters and strive to build Lubi Jingkai District in Kaili City into the largest glass production and processing industry base in southwest China. One is to strengthen planning guidance. The 14th Five-Year Plan for New Building Materials Industry in Guizhou Province was issued, and Lubi Jingkai District in Guizhou Province was taken as the key layout area of the glass industry in Guizhou Province. The second is to promote the effectiveness of the project. Coordinate with Hebei Daguangming Industrial Jiajing Co., Ltd. and Lingyuan Shiming Glass Co., Ltd. to transfer the production capacity index of 12.71 million weight boxes of glass to Lubi Economic Development Zone of Kaili City, forming an effective investment of nearly 4 billion yuan; promote the construction of Guizhou Qianbo Yongtai Special Quality Float Glass Production Line Project with an annual output of 4.2 million weight boxes to start in 2021, and put it into operation in the same year. Third, strengthen support. Coordinate the new industrialization fund of 100 million yuan to support the production line project of Guizhou Qianbo Yongtai with an annual output of 4.2 million weight boxes of special high-quality float glass, leverage the bank and social capital to invest about 700 million yuan; arrange the provincial industry and information special fund of more than 10 million yuan to support Lubi Economic Development Zone to improve the supporting hydropower, centralized sewage treatment, public platform technology innovation and intelligent park construction. Fourth, support Kaili City, Qiandongnan Prefecture, to focus on the forefront of the glass industry, organize a series of investment activities, promote the development of photovoltaic glass and photovoltaic modules, introduce glass deep processing projects through multiple channels, gather to form a relatively complete industrial chain of photovoltaic glass, cells, modules, inverters, energy storage systems and power generation projects, and build photovoltaic glass and cells. Frame support, glass deep processing and system integration are the industrial structure supported by upstream and downstream enterprises.
In the next step, we will continue to provide policy and financial support around the project of glass production and processing industrial base in Lubi Jingkai District, Kaili City.
2. Suggestions
on the approval of at least three photovoltaic glass production lines in Qiandongnan Prefecture through risk early warning and assessment At present, we are carrying out the spirit of the 20th National Congress of the Communist Party of China and document No.2 of Guofa [2022] in accordance with General Secretary Xi Jinping's earnest request that "Guizhou should break a new path in the development of the western region". We will continue to promote the development of intensive processing of resources and build an important base for intensive processing of resources throughout the country. Relying on rich quartz sand and other mineral resources to develop glass and deep processing industry has significant comparative advantages, and has become an important support for our province to consolidate the achievements of poverty alleviation and promote high-quality economic and social development. In February 2023, our department, together with the Provincial Development and Reform Commission, has reported the three photovoltaic glass production lines of Guizhou Bo Yongtai with a daily output of 1250 tons, Haisheng Glass with a daily output of 1200 tons and Konka with a daily output of 1200 tons to the Ministry of Industry and Information Technology and the National Development and Reform Commission, and declared and issued low-risk early warning opinions for the projects. Since February 2022, our office has made four visits to the Ministry of Industry and Information Technology and the entrusted evaluation agencies to report and dock, so as to maximize the support of the state. According to the docking, the relevant assessment work will be carried out in the near future, and our office will continue to follow up, strive to issue low-risk early warning opinions by the state, and promote the project to speed up the landing construction.
