infrastructure construction, key projects currently account for about 30% of the cement demand in Guizhou market. According to the survey of China Cement Network, most of the key projects in Guizhou this year are stock projects in previous years, and few new projects have been started. It is understood that infrastructure construction in Guizhou has developed rapidly before 2019, and the current highway construction has reached more than 8000 kilometers, ranking in the forefront of the country. However, by 2022, the total debt of Guizhou Province will reach 1.2 trillion yuan, accounting for 61% of the total GDP of the province, and the project construction is facing serious financial problems.

cement and serious overcapacity, the number of off-peak production days in Guizhou cement industry has been increasing. A
few days ago, Guizhou Cement Industry Association issued the Notice on Extending the Peak Staggering Production Time in the Third Quarter, requiring all cement enterprises in the third quarter to implement precise peak staggering and rigid kiln shutdown for 55 days. Prior to the first and second quarters, Guizhou cement enterprises have implemented 60 days of kiln shutdown. A cement enterprise in
Southwest Guizhou said that in the first half of this year, the enterprise shut down the kiln for 126 days. In addition to the 120 days of off-peak shutdown, there were several days of "forced shutdown" due to insufficient demand. It is expected that the number of days of off-peak shutdown in the second half of the year will be similar to that in the first half of this year. In the
face of the severe market situation, the person in charge of the local cement enterprise said that in the past, the market was mainly determined by the demand, but now it depends on the rational treatment of the enterprise, and "price war" will only make the survival of the cement enterprise more difficult.
