Transferred by Lixia Branch of Jinan Public Security Bureau According to the verification of our Bureau, Yantai Xinxsheng Industrial Co., Ltd., the winning bidder, has committed the illegal act of colluding with others in bidding for the fire shutter door project of the business building of Shandong Branch of China Life Insurance Co., Ltd. The relevant information is hereby reported as follows:

I. Basic Information

After investigation, our Bureau confirmed that in the business premises project of China Life Insurance Company Limited Shandong Branch, fire doors, fire windows, fire & nbsp; In the bidding process of fire shutter (including electric device) procurement and installation project, Yantai Xinxsheng Industrial Co., Ltd., Shaanxi Yongx Door Industry Co., Ltd., Jiangsu Jinx Security Equipment Co., Ltd., Yantai Huax Fire Shutter Co., Ltd., and Qingdao Mux Door Industry Group Co., Ltd.

2. Handling opinions

Our Bureau has decided to notify five enterprises, namely, Yantai Xinxsheng Industrial Co., Ltd., Shaanxi Yongx Door Industry Co., Ltd., Jiangsu Jinx Security Equipment Co., Ltd., Yantai Huax Fire Curtain Co., Ltd., and Qingdao Mux Door Industry Group Co., Ltd., which participated in the collusion bidding. The above-mentioned enterprises are listed as the key objects of supervision, and their projects are supervised and inspected in the supervision of "double random, one open" and "post-bid evaluation". All units are

expected to learn a lesson seriously, take it as a warning, strictly abide by relevant laws and regulations, be honest and trustworthy, standardize employment behavior, and put an end to the occurrence of illegal and irregular acts such as bid-rigging and fraud. 2022, the Jiangxi Provincial Housing and Construction Department issued the Notice on Publishing 13 Typical Cases of Illegal and Irregular Cases (the Second Batch) in the Field of Housing and Municipal Engineering in Jiangxi Province, such as Lending Qualifications, Bidding Collusion, Subcontracting and Illegal Subcontracting. A total of 29 construction enterprises and many people were notified. One of them is the case

of nine enterprises lending qualifications and colluding in bidding on September 30, 2020. Shaanxi Zhong * Traffic Construction Engineering Co., Ltd. (Participating in two bid sections), Guangdong Heng * Construction Group Co., Ltd. (Participating in two bid sections), China * International Construction Engineering Group Co., Ltd. (Participating in the first bid section), Shijiazhuang * Construction Group Co., Ltd. (Participating in two bid sections), Shaanxi Hua * Road and Bridge Engineering Co., Ltd. (Participating in two bidding sections) was suspected of colluding in bidding when participating in the bidding of the first and second bidding sections of the comprehensive upgrading and reconstruction project of old roads in Yingtan City. In April 2021, Yingtan Housing and Urban-Rural Construction Bureau filed an investigation into the case. After investigation, the above nine bidding units have illegal acts of lending qualification certificates and seals to others for collusion in bidding in the first and second bidding sections of the old road comprehensive upgrading and reconstruction project in Yingtan City.

Result:

9 companies were fined respectively.

suspend the information registration service for construction enterprises outside the province to enter Jiangxi.

The bidding documents were marked with the words "accompanying bid", and two enterprises were investigated and punished for collusion!

Recently, the Jiangxi Provincial Housing and Construction Department announced the fifth batch of "8 typical cases of illegal and irregular acts in the field of housing and municipal engineering in the province, such as subcontracting, lending qualifications, bidding and so on". Among the

eight cases, one case of bid collusion is as follows:

In July 2022, in the project bidding of a construction enterprise in Jiangxi, the technical bid catalogue of its bidding documents was marked with the words "accompanying bid", which was suspected of collusion in bidding, involving an amount of 20.8416 million yuan. In August 2022, after investigation and verification, it was true that a construction enterprise in Jiangxi and a construction enterprise in Yichun colluded in bidding.

Result:

a fine of 166,700 yuan was imposed on each of the two companies, and a fine of 13,300 yuan was imposed on each of the persons directly responsible for the two companies.

According to the relevant regulations, the credit score shall be deducted by 2 points respectively; according to the Regulations on the Qualification Management of Construction Enterprises, the application for upgrading the qualification and the application for adding items of the two enterprises shall not be approved according to law within one year from the date of making the administrative penalty decision. The text of the

technical bid was unusually consistent, and an enterprise was fined more than 900,000 yuan for colluding with a "brother company"!

Recently, Jiangxi Construction X First Construction Co., Ltd. (Hereinafter referred to as "Jiangxi Construction X First Construction") has been fined more than 900,000 yuan for colluding in bidding, which has aroused concern. As a key enterprise controlled by Jiangxi SASAC, it is disappointing. At the same time, the reporter combed and found that only in the first three months of 2023, it was listed as the executed person as many as 15 times, with a total execution target of more than 18 million yuan. He was fined more than 900,000 yuan

for colluding in bidding!

Four units were investigated and punished for two serial bids!

Jiangsu Province Jiangsu Province Construction Project Bidding Network published four administrative penalties for enterprises. Four enterprises were found to have two serial bids because of the same encryption lock number of the cost software. They were all fined five thousandths of the bid price.
