All provinces, autonomous regions, municipalities directly under the Central Government and cities with separate plans, the competent departments of industry and information technology in Sinkiang Production and Construction Corps, the Development and Reform Commission, Market Supervision Bureau (Department, Commission):
In order to implement the Notice of the State Council on Printing and Distributing the Comprehensive Work Plan for Energy Conservation and Emission Reduction in the 14th Five-Year Plan, implement the relevant requirements of the 14th Five-Year Plan for Industrial Green Development and the Notice of the Ministry of Industry and Information Technology and Other Six Departments on Printing and Distributing the Action Plan for Industrial Energy Efficiency Improvement, and highlight the leading role of energy efficiency standards, Establish a number of energy efficiency benchmarking enterprises to promote industrial energy conservation and carbon reduction, and now organize the recommendation of energy efficiency "leader" enterprises in key industries in 2023. Relevant matters are notified as follows:
I. Scope
of Implementation According to the requirements of the national mandatory energy consumption quota standards and the Benchmarking Level and Benchmark Level of Energy Efficiency in Key Industrial Areas (2023 Edition), the scope of implementation includes crude oil processing, coal-to-coke, methanol, coal-to-olefin, caustic soda, soda ash, calcium carbide, ethylene, etc. P-xylene, ethylene glycol, yellow phosphorus, synthetic ammonia, urea, monoammonium phosphate, diammonium phosphate, titanium dioxide, polyvinyl chloride, refined terephthalic acid, radial tire, iron and steel (including sintering, pelletizing, blast furnace, converter, electric arc furnace smelting and other processes), ferroalloy smelting, copper smelting, lead smelting, zinc smelting, electrolytic aluminum, aluminum oxide, industrial silicon, magnesium smelting, Cement clinker , flat glass, building ceramics, sanitary ceramics, toilet paper base paper, tissue base paper, cotton, chemical fiber and blended woven fabrics, knitted fabrics, yarns, viscose staple fibers, polyester and other 37 sub-industries.
2. Basic requirements
(1) Independent legal entities with annual energy consumption exceeding 10000 tons of standard coal.
(2) The energy consumption level per unit product reaches or exceeds the advanced value of the national mandatory energy consumption quota standard of the industry and the benchmark level of Energy Efficiency Benchmarking Level and Benchmark Level in Key Industrial Areas (2023 Edition).
(3) The use of green electricity is significantly higher than national average.
(4) The energy management system and the measurement management system shall be established in accordance with the national standards of Energy Management System Requirements and Guidance for Use (GB/T 23331) and Measurement Management System Requirements for Measurement Process and Measurement Equipment (GB/T 19022). A complete energy statistics and measurement management system has been established, and the allocation of energy measuring instruments meets the requirements of the national standard General Principles for the Allocation and Management of Energy Measuring Instruments in Energy-using Units (GB 17167) and has passed the energy measurement review.
(5) Plans for energy conservation and carbon reduction have been formulated and implemented, energy-saving target responsibility system and energy-saving reward and punishment system have been established, and energy management and control centers or energy consumption monitoring systems have been built in accordance with national standards.
(6) It meets the relevant requirements of the national industrial policy and does not use backward processes, equipment and products that are explicitly prohibited by the state or listed in the catalogue of restrictions and elimination.
(7) In the past three years, there have been no safety (including network security, data security), quality, environmental pollution and other illegal and irregular acts such as tax evasion (based on "Credit China" and "State Enterprise Credit Information Publicity System"), and no serious problems have been found in the relevant supervision work of the State Council and relevant departments. It has not been included in the list of industrial energy conservation supervision and rectification, and has been discredited.
3. Working procedures
(1) Enterprise application. According to the principle of voluntary participation, enterprises that meet the requirements may submit the application report of energy efficiency "leader" enterprises to the provincial industrial and information authorities, the Development and Reform Commission and the market supervision department. Relevant trade associations are encouraged to recommend enterprises that meet the requirements of the industry to provincial industrial and information authorities, development and reform commissions and market supervision departments.
(2) Preliminary examination. The competent departments of industry and information technology at the provincial level, the Development and Reform Commission and the market supervision department shall organize the preliminary examination of the applications of enterprises in the region. By December 29, 2023, the recommendation opinions, enterprise applications and the Summary of Recommendation of Energy Efficiency "Leader" Enterprises in Key Industries in 2023 (in duplicate) will be submitted to the Ministry of Industry and Information Technology, the National Development and Reform Commission and the General Administration of Market Supervision respectively. Electronic materials are submitted synchronously through the "Industrial Energy Conservation and Green Development Management Platform" (https://green.miit.gov.cn).
(3) Review and issuance. The Ministry of Industry and Information Technology, the National Development and Reform Commission and the General Administration of Market Supervision organized a review to determine and publish the list of energy efficiency "leader" enterprises in key industries in 2023 through expert review and other procedures. In principle, the number of energy efficiency "leader" enterprises in each subdivision industry should not exceed 5.
(4) Publicity and promotion. Departments in charge of industry and information technology at all levels, development and reform commissions and market supervision departments should increase the publicity and promotion of energy efficiency "leader" enterprises, and widely publicize and promote advanced experience through case publicity, on-site meetings and other forms, so as to promote the continuous improvement of energy utilization level in the industry.
