sand washing production line is directly discharged to the ditch on the bare soil ground in the site without treatment, and part of the untreated wastewater flows into the sedimentation pond, flows into the storage pond after sedimentation treatment, and then is pumped back to the sand washing production line for recycling; Another part of the untreated wastewater flows through the gap of the enclosure on the west side of the site to the idle land outside the site to pollute the external environment. The law enforcement officers
of Leliu Supervision and Administration immediately commissioned a third-party testing company to sample and monitor the wastewater from the discharge outlet of the sand washing production line and the discharge outlet of the sedimentation pond, and found that the chemical oxygen demand exceeded the standard. If the party concerned violates Article 39 of the Law of the People's Republic of China on the Prevention and Control of Water Pollution, the law enforcement officers shall impose an administrative penalty of 320000 yuan on him according to law.
According to Article 39 of the Law of the People's Republic of China on the Prevention and Control of Water Pollution, it is forbidden to discharge water pollutants by means of evading supervision, such as seepage wells, seepage pits, fissures, karst caves, private underground pipes, tampering with or forging monitoring data, or abnormal operation of water pollution prevention and control facilities.
According to Article 83 of the Law of the People's Republic of China on the Prevention and Control of Water Pollution: Whoever, in violation of the provisions of this Law, commits any of the following acts shall be ordered by the competent environmental protection department of the people's government at or above the county level to make corrections or to restrict production or suspend production for rectification, and shall be fined not less than 100,000 yuan but not more than 1,000,000 yuan; If the circumstances are serious, it shall be reported to the people's government with the power of approval for approval and ordered to suspend business or close down:
(1) discharging water pollutants without obtaining a pollutant discharge permit in accordance with the law; (2) discharging water pollutants in excess of the water pollutant discharge standards or the total amount control targets for the discharge of key water pollutants; (3) Using seepage wells, seepage pits, fissures, karst caves, privately setting up underground pipes, tampering with or forging monitoring data, or abnormally operating water pollution prevention and control facilities to evade supervision and control; (4) failing to carry out pretreatment in accordance with regulations and discharging industrial wastewater that does not meet the requirements of the treatment process into centralized sewage treatment facilities.
How to wash sand legally without making mistakes? The Guangdong Measures for the Administration of Sand Washing, issued by the
Guangdong Provincial People's Government, came into effect on April 1. The law clarifies the definition of sand washing, emphasizes the prohibition of illegal sand washing, and regulates legal sand washing through relevant access systems.
The Measures stipulate that the establishment of land sand washing sites shall go through the procedures of land use examination and approval and planning permission in accordance with the law, and shall apply for a water intake permit in accordance with the provisions of the national water intake permit system and the paid use system of water resources, and use water in accordance with the approved water use plan. Pollution control and ecological protection measures should be implemented in accordance with the requirements of ecological environment management to ensure that all kinds of pollutants meet the discharge standards.
