For the cement industry,
the project shall comply with the relevant laws and regulations on ecological environment protection, statutory planning and relevant industrial structure adjustment, regional and industrial carbon peak and carbon neutralization targets, backward production capacity elimination, capacity replacement, total coal consumption control, total key pollutant control and other policy requirements. New cement clinker production capacity is strictly prohibited in key areas of air pollution prevention and control. The new cement clinker manufacturing project should be equipped with limestone resources with a design mining life of not less than 30 years, and the feasibility and reliability of replacing limestone resources with non-carbonate raw materials should be explained. The site selection of the
project shall meet the requirements of ecological environment zoning control, shall not be located in areas where construction is prohibited by laws and regulations, and shall avoid the red line of ecological protection. New and expanded cement clinker manufacturing projects shall not be located on the windward side of the wind direction with the maximum frequency throughout the year in towns and concentrated residential areas.
Incorporate greenhouse gas emissions into the environmental impact assessment of cement clinker manufacturing projects, calculate greenhouse gas emissions of projects, promote the synergy of pollution reduction and carbon reduction, and promote the demonstration and application of carbon reduction technology innovation. & nbsp;
