In order to crack down on illegal sand mining in flood season and strengthen the management of sand mining in the Hanjiang River, according to the requirements of the Hanjiang River Base of the River Sand Mining Administration Bureau of the Water Resources Department of Hubei Province, from August 15 to 17. Xiangyang City, in conjunction with the Hanjiang River Base of the River Sand Mining Administration Bureau of the Provincial Water Resources Department, Shiyan City, Laohekou City, Gucheng County, Xiangcheng District, Fancheng District and Yicheng City, carried out joint law enforcement activities on the left and right banks of the upstream and downstream. The joint law enforcement dispatched more than 20 law enforcement officers and 8 law enforcement vehicles to conduct spot checks on the border waters and sensitive waters between Laohekou and Yicheng sections of the Hanjiang River in Xiangyang City, focusing on the supervision of centralized berthing of ships and the comprehensive utilization of dredging (dredging) sand and gravel. In the course of action, the provincial, municipal and county levels exchanged and learned the experience of river sand mining management, and jointly discussed and resolved the contradictions and difficulties encountered in law enforcement practice, which played a positive role in promoting the standardized supervision of river sand mining in Xiangyang City.
Through on-site inspection and investigation, the leaders of Hanjiang Base fully affirmed the management of sand mining in Xiangyang River, and put forward specific requirements for the key work of sand mining in Hanjiang River.
One is to standardize the setting and management of temporary landing points for sand and gravel. The temporary landing point of sand and gravel shall be set up with the approval of the local people's government, and shall only be used for the temporary landing of sand and gravel. It is not allowed to pile sand in violation of regulations. It is necessary to ensure that "sand does not fall to the ground and is cleared and transported in time".
The second is to strengthen the supervision and management of sand mining vessels. Standardize the supervision of centralized berthing of ships. All localities should strictly implement the centralized berthing management system for sand dredgers, strengthen monitoring measures, and strictly investigate the illegal movement of sand dredgers.
Third, the legal use of river sand and gravel. All localities should strictly take planning as the basis, carry out sand mining permits according to law, and strengthen supervision after the event. Strengthen the management of comprehensive utilization of dredged sand, standardize the utilization of dredged sand, and strictly prevent illegal sand mining in the name of dredging.
Fourth, strengthen law enforcement and crackdown. In order to promote the special law enforcement actions for the safety and protection of rivers and lakes, all localities should actively organize and carry out joint law enforcement actions, maintain the situation of high-pressure and severe crackdown on illegal sand mining, and insist that violations must be prosecuted and cases must be investigated.
