Registered capital of 1 billion! Jiangsu Changzhou set up a new energy group focusing on distributed photovoltaic and so on.

On August 17, the Changzhou Municipal People's Government issued the Notice on the Establishment of Changzhou New Energy Group Co., Ltd., which proposed that in order to fully implement the "532" development strategy, we should speed up the construction of a "new energy capital" leading the Yangtze River Delta, radiating the whole country and influencing the whole world, and efficiently coordinate the investment, construction and operation of the city's new energy infrastructure. After deliberation and approval by the Standing Committee of the Municipal Committee and the Party Group Meeting of the Municipal Government, it was decided to set up Changzhou New Energy Group Co., Ltd.

In order to fully implement the "532" development strategy, Changzhou New Energy Group Co., Ltd. (Hereinafter referred to as "New Energy Group") was established after deliberation and approval by the Standing Committee of the Municipal Committee and the Party Group Meeting of the Municipal Government to speed up the construction of the "New Energy Capital" which leads the Yangtze River Delta, radiates the whole country and has global influence, and efficiently coordinates the investment, construction and operation of the city's new energy infrastructure. The relevant matters are hereby notified as follows:

I. New Energy Group is a wholly state-owned municipal company with a registered capital of RMB 1 billion. The main contributor is the Changzhou Municipal People's Government, and the responsibilities of the contributor are performed by the Municipal SASAC. New Energy Group and Changzhou City Construction (Group) Co., Ltd. operate in a unified way, and implement the operation and management mode of "two brands, one team".

2. In accordance with the general idea of "systematic planning, step-by-step implementation, government guidance and market operation", the New Energy Group focuses on six major application areas, namely, distributed photovoltaic , charging and switching facilities, hydrogen energy, new energy storage, virtual power plants and integrated energy services. Deep cultivation of the application side, the layout of the industrial side, and the development of the capital side will provide strong support for promoting the construction of the "new energy capital".

3. New Energy Group should conscientiously implement the requirements of strict Party governance in the new era, strengthen Party leadership and Party building, establish and improve scientific decision-making mechanism and corporate governance structure, strengthen risk provention and control, build market-oriented management mechanism, strengthen professional team building, and operate in accordance with the organizational structure of "1 + N". Promote the investment, construction and operation of new energy infrastructure in the whole city as a whole, implement market-oriented and substantive operation in the field of professional application, and achieve both economic and social benefits.

4. Relevant local departments should focus on the development goal of "integration of elements, effectiveness in one year, vertical extension, momentum in three years, horizontal expansion and leapfrogging in five years" of the new energy group, coordinate resources, strengthen coordination, actively support the development of the new energy group in top-level design, financial support and other aspects, and help the new energy group.
