Requirements for Standardizing the Use of Commercial Cement Concrete in Water Transport Projects in Hunan Province

In order to further standardize the use of commercial cement concrete in general water transport projects in Hunan Province and ensure the quality and safety of construction projects, Hunan Provincial Traffic Quality and Safety Bureau recently formulated and issued the Guiding Opinions on Quality Control of Commercial Cement Concrete in General Water Transport Construction Projects (hereinafter referred to as "Opinions"), which requires the use of commercial cement concrete in water transport projects. In terms of

quality, the raw materials used in commercial concrete stations should fully consider the impact of the environment and meet the performance requirements of fresh concrete and hardened concrete. Quality certificates such as inspection reports shall be attached to raw materials when they enter the site, and product quality inspection shall be carried out according to the current industry standards. During transportation and storage, the materials shall be stacked separately according to their varieties and specifications, and shall not be mixed, and pollution shall be prevented.

In the aspect of production process control, concrete production process control is the key to ensure the quality and safety of concrete structure. In order to ensure the quality of concrete products, the whole production process shall be supervised, and the construction shall be carried out in strict accordance with the approved mix proportion, and the transportation mode and vehicles shall meet the relevant requirements. In terms of

management system, the construction and supervision units shall conduct a written review of the qualifications, technical capabilities, main production equipment and test equipment of commercial concrete suppliers. The construction unit shall prepare the special construction scheme and emergency treatment plan for commercial concrete according to the actual situation of the project, and the supervision unit shall prepare the supervision implementation rules for commercial concrete according to the actual situation of the project. After the written review is passed, the construction and supervision units shall jointly conduct on-site inspection on the mixing station of the commercial concrete supplier. The inspection mainly includes the reserve of raw materials, the operation of production, test, quality assurance and supply system; After passing the on-site inspection, the construction unit shall carry out sampling inspection on the quality of raw materials. For unconventional items, such as water quality analysis, alkali activity of aggregates, additives, cement chemical indicators, maximum chloride ion content of concrete, maximum alkali content and durability indicators, the construction unit shall entrust a test and inspection institution with corresponding qualifications to carry out the inspection under the witness of the supervision unit; Before the commercial concrete is poured into the site, the supervision unit shall urge the construction unit to collect the electronic ticket for the concrete batching record of each concrete truck, inspect the slump, cohesiveness and uniformity of the concrete, and witness the joint sampling of the construction unit and the commercial concrete production enterprise; the construction unit shall regularly or irregularly inspect the production process of the commercial concrete station.

At the same time, the Opinion also clearly stipulates the construction site and production equipment of commercial cement concrete stations. Since

this year, Hunan has comprehensively promoted the construction of major water transport projects, such as the second and third phases of the three-level waterway construction from Yongzhou to Hengyang in the Xiangjiang River, the Shimen-Lixian waterway construction project in the Lishui River, and the Hongjiang-Chenxi waterway construction project in the yuanshui River. The Provincial Traffic Quality and Safety Bureau will also do a good job in safety supervision and service guidance, and make every effort to create quality projects.
