one," Overall requirements

We should adhere to the concept of system, highlight the top-level design of standards, strengthen the effective supply of standards, pay attention to the benefits of standard implementation, promote domestic and international standards as a whole, continuously improve the standard system, and strive to contribute to the standardization of carbon peak and carbon neutralization.
(2) The basic principle
is to adhere to the system layout. Strengthen top-level design, optimize the dual structure of standards promulgated by the government and independently formulated by the market, strengthen cross-industry and cross-domain standards coordination, enhance the applicability and effectiveness of standards, and achieve the convergence and matching of various standards at all levels.
Insist on highlighting the key points. Speed up the improvement of basic general standards. Focus on key areas and key industries, and strengthen the revision of energy conservation and carbon reduction standards. The achievements of carbon neutralization technology innovation will be transformed into standards in time to promote green development through scientific and technological innovation.

Anchoring the short-term goals and long-term development needs of carbon peak and carbon neutralization, speeding up the updating and upgrading of standards, firmly promoting the development of standards, adhering to the combination of systematic promotion and urgent use first, and implementing them in an orderly and stable manner step by step on an annual basis.
Adhere to openness and integration. We will firmly promote international exchanges and cooperation in standardization, actively participate in the formulation of international standards and rules, strengthen the overall planning of international standardization work, increase the promotion of Chinese standards abroad, and promote domestic and international coordination.
(3) The main goal
is to basically build a carbon peak and carbon neutralization standard system around the basic general standards, as well as the development needs of carbon emission reduction, carbon removal and carbon market. 2. Standard system framework
Carbon peak carbon neutralization standard system includes four first-level sub-systems, namely, basic general standard sub-system, carbon emission reduction standard sub-system, carbon removal standard sub-system and market-oriented mechanism standard sub-system, which are further subdivided into 15 second-level sub-systems and 63 third-level sub-systems. The system covers key industries and fields such as energy, industry, transportation, urban and rural construction, water conservancy, agriculture and rural areas, forestry and grassland, finance, public institutions and residents'lives, and meets the application of various scenarios such as regions, industries, parks and organizations. This standard system is dynamically adjusted according to the development needs.
3. Key construction contents
of standards (1) Basic general standard subsystem

. Formulate and revise regional carbon emission accounting and reporting standards for regions, parks and other regions. We will accelerate the formulation and revision of carbon emission accounting and reporting standards for enterprises in key industries such as energy, metallurgy, building materials, chemical industry, non-ferrous metals, textiles, machinery, information and communications, transportation, livestock and poultry breeding, as well as relevant standards and norms for data quality. In the field of
photovoltaic power generation, we will focus on the formulation and revision of technical standards for solar energy resource monitoring, assessment and radiation prediction, technical requirements for high-efficiency photovoltaic cells, components and key materials, electrical components, key products of supporting structures, requirements for flame retardant and fire-resistant performance, testing methods and green low-carbon standards, as well as the development of new technologies. Standards for repair, renovation, life extension and recycling of major products and equipment such as photovoltaic modules, brackets and inverters. In the field
of photothermal utilization, we should focus on revising the standards of photothermal power generation equipment and forecasting the normal direct radiation of solar energy. We will improve the product standards and testing and evaluation standards for key components of solar heat collection, solar heating and refrigeration systems, and solar multi-energy complementary systems. In the field of
nuclear power generation, we will focus on the formulation and revision of nuclear power technology standards, nuclear power plant risk management standards, maintenance effectiveness evaluation standards, and nuclear power plant site evaluation standards. In the field of
biomass energy, we will focus on the formulation and revision of standards for raw material quality control, key technologies and equipment, and product quality grading in the areas of domestic waste incineration power generation, agricultural and forestry biomass thermoelectricity, biomass clean heating, biogas (biogas), biomass pyrolysis and gasification, biomass liquid fuel and biomass briquette fuel. In the field of
hydrogen energy, we should focus on improving the technical standards of the whole industry chain, speeding up the formulation and revision of basic general standards such as hydrogen fuel quality and hydrogen energy detection, safety and risk assessment standards for hydrogen and hydrogen systems, hydrogen sealing, hydrogen-facing materials, hydrogen leakage detection, explosion-proof and explosion suppression, and hydrogen safety discharge standards. In the petroleum sector, we will focus on the formulation and revision of technical standards for low-carbon petroleum exploitation and refining, and fuel standards for low emissions, high calorific value and high thermal efficiency.In the field of
natural gas, we will focus on the formulation and revision of LNG quality, flow measurement, sampling guidelines, composition analysis and determination, tail gas treatment and evaluation, pipeline transportation requirements standards and shale gas technical standards.

In the field of green and low-carbon transportation, we will focus on revising the energy efficiency standards for infrastructure and equipment in the fields of railways, highways, waterways, civil aviation and postal services. As well as logistics green equipment and facilities, efficient transport organization, green travel, transportation low-carbon diversified power application, green transportation station facilities, transportation energy integration, industry pollution reduction and carbon reduction standards. We will accelerate the improvement of technical standards for energy storage trams, energy storage systems, power battery systems and electric energy measurement in the field of rail transit. Improve the relevant standards of road vehicle energy consumption limit and identification, energy consumption calculation test and evaluation method. We will accelerate the improvement of safety requirements, performance requirements, testing methods, remote service management, safety technology inspection and other standards related to electric vehicle drive systems, charging and replacement systems, and power battery systems. infrastructure construction and operation carbon reduction, we should focus on revising the standards of low-carbon construction of urban infrastructure, carbon reduction of urban housing, construction of low-carbon intelligent parks, low-carbon transformation of farm houses, green construction, resource utilization of sewage and garbage, desalination of seawater, recycling equipment of construction waste, air source heat pump equipment, etc. As well as the construction, operation and maintenance, use measurement, recycling and other standards of information and communication infrastructure such as communication network, data center and communication room for energy-saving and low-carbon goals. In the field of carbon reduction in
agricultural production, we will focus on formulating and revising technical standards for greenhouse gas emission reduction in planting industry, as well as emission reduction standards for animal intestinal methane emission reduction technology, livestock and poultry liquid manure emission reduction technology and other production processes in aquaculture industry, and improving energy-saving and low-carbon standards for factory agriculture, large-scale farming and agricultural machinery. In the field of energy conservation and low carbon in
public institutions, we will focus on formulating and revising standards for energy and resource conservation and green transformation of typical public institutions such as organs, hospitals and schools, evaluation standards for conservation-oriented organs, green schools, green hospitals and green venues, and management standards for low-carbon construction and low-carbon economic operation of public institutions.
6. Promote the formulation and revision of general standards for cleaner production assessment, standards for comprehensive utilization of rare earth and vanadium-titanium magnetite, and standards for comprehensive utilization of large solid wastes such as phosphogypsum, red mud and smelting waste residue. To formulate and revise standards for recycling and utilization of renewable resources such as scrap metals, waste textiles, waste plastics and waste power batteries. Speed up the improvement of water reuse standards. To formulate and revise remanufacturing standards for automotive parts, internal combustion engines, mechanical tools, etc. To formulate and revise the standards for recycling and utilization of forest and grass resources.
(3) Carbon removal standard subsystem
1. To study and formulate relevant standards for meteorological support for ecological restoration.
2. Promote the formulation of carbon utilization standards such as carbon dioxide oil displacement (EOR), chemical utilization, biological utilization and fuel utilization, as well as carbon sequestration standards such as onshore and offshore sequestration.

(4) Market-oriented mechanism standard subsystem
1. Promote the formulation and revision of green financial evaluation standards such as green bond credit rating. We should improve the standards of information disclosure of financial institutions and financial business environment.
2. Improve the implementation norms of carbon emissions trading, as well as the relevant standards and norms of carbon emissions trading institutions and personnel requirements. We will promote the formulation and revision of standards and norms such as emission reduction accounting methods for voluntary emission reduction projects in key areas. We will improve green energy consumption standards such as statistical accounting, monitoring and evaluation of renewable energy consumption and green electricity trading. We will improve standards for green low-carbon technology assessment services, contract energy management, and carbon asset management.
3. Improve the evaluation criteria of ecological products, ecological assets, ecosystem services and gross ecosystem product. We will improve standards for comprehensive ecological improvement, mine restoration, water ecological control, comprehensive control of soil erosion, and comprehensive land improvement, as well as standards for ecological agriculture and traceability of ecological product quality. We will promote the formulation and revision of technical standards for the identification and assessment of ecological environmental damage and the performance evaluation of the realization of the value of ecological products.
4. Focus
of international standardization work (1) To form a joint effort

international standards, focusing on promoting international standards such as greenhouse gas emission monitoring and accounting, carbon sequestration and sink increase of forests and grasses, clean and low-carbon utilization of traditional energy in the energy field, smart grid and energy storage, new power system, clean energy, green finance, information and communication, and digital empowerment. Promote the development of standards. Actively strive for the establishment of regional energy systems, medical refrigeration equipment, ecological carbon sinks and other technical institutions in the International Standards Organization. of domestic and international standards to carry out comparative analysis of carbon peak carbon neutralization and domestic and international standards, focusing on promoting the transformation of international standards applicable to greenhouse gas management, carbon footprint, carbon capture, utilization and storage, clean energy, energy conservation and other fields into Chinese standards, so as to achieve the goal of "full use" in a timely manner. We will systematically promote the formulation and promotion of foreign language versions of national standards, industry standards and local standards for carbon neutralization, and expand the overseas application of China's standards through various channels such as trade in products and services, international cooperation and overseas projects.

Local governments and social organizations should strengthen cooperation with standardization technical organizations to promote the formulation and revision of carbon peak carbon neutralization local standards and group standards in accordance with local conditions and in parallel. We will continue to increase investment to support the research, formulation, implementation and international exchanges of key standards.
