On August 15, the Natural Resources Bureau of Huludao City, Liaoning Province, publicized the draft environmental impact reports of two sea sand mining projects. It is understood that the two sea sand mining projects are located in the sea area outside Liugu Estuary, Suizhong County, Huludao City, with a transfer period of about 2 years, but the production scale and sea sand reserves have not yet been announced.
According to the draft, the sea area of the sea sand mining project in KT1 Block outside Liugu River Estuary, Suizhong County, Liaoning Province, covers an area of 2.95 square kilometers, with a mining life of about 2 years (including a preparation period of 2 months). The weighted average mud content of the whole area is 19.4%, and the mining recovery rate is 90%. Six 2000m ³/H jet sand dredgers (each with a tonnage of 10000t), 12 4000m ³ barges (each with a tonnage of 2000t) and 2 replenishment ships (each with a tonnage of 200t) are proposed for the Project. Liaoning Province covers an area of 3.21 square kilometers, with a mining life of about 2 years (including a preparation period of 1 month). The weighted average mud content of the whole area is 20.3%, and the mining recovery rate is 90%. Six 2000m ³/H jet sand dredgers (each with a tonnage of 10000t), 12 4000m ³ barges (each with a tonnage of 2000t) and 2 replenishment ships (each with a tonnage of 200t) are proposed for the Project.
It is understood that the product scheme of these two sea sand mines is about 2% of the silt content (< 0.063 mm material) after screening and hydraulic classification, which can be directly used as backfill sand. The mined sea sand product can be further used for concrete and other purposes after all indexes of the sand production process flow can meet the requirements of Class II building sand.
In addition, in the process of sea sand mining, the sand dredger transports the washed sea sand in the cabin to the barge moored beside the sand dredger by conveyor belt. The sea sand is delivered directly to the buyer at sea, and the barge sells the sea sand directly to the merchant ship transporting the sand (provided by the buyer of sea sand). Therefore, the evaluation content of this project only includes sea sand mining. It does not include the transportation, treatment and utilization of sea sand after mining. Referring to the requirements of construction sand, if it is used for construction sand, it needs to be treated by desalination and other processes to meet the standards of construction sand. In accordance with the requirements of relevant regulations, the relevant environmental assessment procedures should be improved separately, the relevant environmental protection measures should be strictly implemented, and the supervision of relevant departments should be accepted.
