In order to further study and implement Xi Jinping's thought of ecological civilization and curb the frequent occurrence of illegal sand washing and gravel activities, in recent years, Huilai County of Guangdong Province has gradually established and improved a long-term regulatory mechanism for sand washing and gravel industries, severely cracked down on illegal sand washing and gravel activities, and comprehensively controlled and stopped all illegal sand washing and gravel sites within its jurisdiction.
According to the relevant work deployment of the Huilai County Party Committee and the county government, the Huilai Branch of the Municipal Bureau of Ecology and Environment drafted the Notice of the Office of the People's Government of Huilai County on the Issuance of the Work Program for the Regulation of Illegal Sand Washing and Gravel in Huilai County, and submitted it to the Office of the People's Government of Huilai County for issuance and implementation. The plan clarifies the overall requirements of illegal sand washing and gravel renovation in Huilai County, implements the main responsibilities of each responsible unit, and puts forward the rectification requirements of combination of dredging and blocking and classified renovation.
At the same time, the Huilai Branch of the Municipal Bureau of Ecology and Environment, in conjunction with the relevant functional departments and towns (farms) of Huilai County, conducted a comprehensive investigation on the land use approval planning, water intake and environmental protection procedures of sand washing and gravel sites within its jurisdiction, summarized and sorted out the list of illegal sand washing and gravel sites in Huilai County, and established a management account.
In order to effectively promote the renovation work, the leaders of Huilai County Government have led the Huilai Branch of the Municipal Bureau of Ecology and Environment to Huicheng, Donglong, Aojiang and Longjiang Towns for many times to investigate and supervise the control of illegal sand washing and gravel sites. It is emphasized that all towns (farms) should attach importance to the regulation of illegal sand washing and gravel in Huilai County, and strictly implement the control and stop measures; all functional departments should implement the work requirements of combination of dredging and blocking and classified regulation, organize and carry out the audit work as soon as possible, regulate the supply of sand and gravel in the county's building materials market in an orderly manner, and boost the high-quality development of Huilai. Over the
past few years, the Huilai Branch of the Municipal Bureau of Ecology and Environment has taken the lead in implementing effective measures to control and stop 45 illegal sand washing and gravel sites in its jurisdiction, and conducted on-site inspections to ensure that the control and stop measures are in place.
Next, the Huilai Branch of the Municipal Bureau of Ecology and Environment will actively implement the development concept of "green water and green hills are Jinshan and Yinshan", continue to classify and renovate the illegal sand washing and gravel sites identified, gradually improve the long-term supervision mechanism, and effectively protect the ecological environment.
