Bidder's scope and qualifications
(1) Have the conditions required by Article 16 of the Regulations of Guangdong Province on the Management of Sand Mining in River Courses:
1. Have a business license for the operation of river sand business;
2. Have sand mining methods and tools that meet the requirements;
3. There is no record of illegal sand mining; the bidder and the sand dredger have no record of illegal sand mining in the past three years (since 2020) (subject to the website of the water administration department of the provincial people's government);
4. For sand mining by ship, the ship inspection certificate and the ship nationality certificate are complete and valid.
(2) Sand mining operation tools shall comply with one of the following provisions:
1. Sand mining by vessels:
(1) Each mineable area is allowed to be equipped with two self-priming and self-transporting (self-unloading) sand mining vessels;
(2) The total power of sand mining equipment of each sand dredger shall not be greater than 150kW, and it is not allowed to use grab sand dredger or drilling sand mining tools;
(3) The sand dredger shall have ownership certificate and inspection certificate;
(4) With the beginning of the listing announcement period as the cut-off point, the vessels that have been licensed for sand mining operations shall not participate in this bidding. If found, the bidding and bidding qualification shall be cancelled, and the paid deposit shall not be refunded and the relevant legal liabilities shall be investigated.
2. Sand mining with small (simple) equipment:
(1) Each mining area is allowed to be equipped with 2 sets of small (simple) equipment;
(2) For each group of small (simple) equipment, it is allowed to use angle steel as the framework, plastic bucket as the buoyancy unit, and small (simple) sand pumping operation tools composed of panels laid on the framework and sand pumping equipment. The length and width of the main panel are limited to 25 square meters (5 meters × 5 meters); The factory nameplate of sand extraction equipment shall be clear, the total power of single sand extraction equipment shall not be greater than 150kW, and the diameter of sand extraction pipe shall not be greater than 20cm;
(3) Sand mining and pumping shall be carried out in accordance with the specifications, and shall not damage the safety of rivers and embankments. Safety measures shall be taken to ensure safe production. When the sand pumping period expires or reaches the mining volume, the sand pumping tools shall be removed by themselves and the Nanjiang River shall be evacuated. Other matters concerning
the listing and transfer of
river sand mining rights (1) The total amount of river sand mined by the winning party is calculated into the total amount of sand mining control. The mining area allows the shipment of three-axle or four-axle vehicles with complete insurance and valid certificates. The driver should have the corresponding driver's qualification certificate and driver's license certificate. Vehicles shall be transported and the appearance of freight vehicles shall not be changed without authorization. All originals and copies of the above certificates must be provided before the vehicle is shipped for the first time. Effective measures must be taken to prevent the river sand from falling off and spreading before the vehicle can be released after the measurement and certification of each vehicle. If the vehicle is transported within the scope of river management, the legal source certificate of the river sand shall be issued by the supervisory staff at the sand mining site before the vehicle can be released. The driver and the vehicle shall bear the corresponding responsibilities if the illegal loading and unloading or assembly is investigated and punished by the relevant functional departments after leaving the mining area; the relevant departments shall deal with the suspected illegal and criminal acts.
(2) The mining area is allowed to pump sand directly to the ship, and the ship is used to transport the river sand to the upper sand point within the scope of supervision to unload the sand. The transport ship shall have complete and valid certificates, and the driver shall have the corresponding qualifications. Before the first shipment, the transport vessel must provide the original and photocopy of the relevant documents for inspection, and the sand can be unloaded only after the river sand is loaded and transported to the measurement certificate within the scope of supervision, or if the sand is directly unloaded within the scope of supervision and measured by the vehicle, the preceding paragraph shall be followed.
(3) The mining area allows the delivery of river sand by pumping sand directly to the ship. The certificate of the transport vessel shall be complete and valid, and the certificate of the legal source of the river sand shall be issued by the supervisory staff after the measurement certificate of the sand carrier is issued. If the ship is investigated and punished by the relevant functional departments for illegal loading and unloading or assembly after leaving the mining area, the driver and the ship shall bear the corresponding responsibilities; if the ship is suspected of illegal or criminal acts, the relevant departments shall deal with it.
(4) This listing transfer shall be subject to post-qualification examination, and consortium bidding shall not be accepted.
