The project is located in Shaerying Building Material Industrial Park, Hohhot City, covering an area of 35167 42 square meters. 2. The following tasks

should be focused on in project construction and operation management: 1. Strengthen environmental management during construction period. The construction wastewater of the project shall be reused after treatment; the dust suppression measures shall be taken to reduce the pollution of construction dust; the construction equipment shall be reasonably arranged, and the low-noise equipment shall be selected. The construction noise shall conform to the Emission Standard for Environmental Noise at Boundary of Construction Site (GB12523-2011) and the relevant requirements of the acoustic environment function area in the area.

2. Do a good job in air pollution prevention and control. The breathing waste gas from the asphalt storage tank is led to the water spray tower + plasma photo-oxygen integrated machine + activated carbon adsorption device for treatment through the closed gas collection pipeline, and is discharged through the exhaust funnel meeting the height requirements after meeting the secondary standard in Table 2 of the Integrated Emission Standard of Air Pollutants (GB16297-1996); The gas-fired heat-transfer oil furnace is equipped with a low nitrogen burner, and the flue gas is discharged through an exhaust funnel meeting the height requirements after meeting the special emission limits of air pollutants in Table 3 of the Emission Standard of Air Pollutants for Boilers (GB13271-2014); The storage, transportation and mixing processes of sand, gravel and other raw materials shall be closed. The top of the mineral powder silo shall be equipped with bag-type dust removal equipment. The unorganized emission of dust must meet the requirements of the unorganized monitoring concentration limit in Table 2 of the Integrated Emission Standard of Air Pollutants (GB16297-1996); Dust generated in the process of feeding, screening and crushing of sand, gravel and other raw materials shall be collected by the gas-collecting hood and treated by the bag-type dust collector, and discharged through the exhaust funnel meeting the height requirements after meeting the secondary standard in Table 2 of the Integrated Emission Standard of Air Pollutants (GB16297-1996); The asphalt flue gas is sent to the combustion chamber of the drying drum for combustion treatment. The combustion waste gas, together with the aggregate drying dust, the combustion waste gas of the drying drum and the waste gas from the discharge port of the asphalt concrete mixer, is introduced into the bag-type dust collector for treatment and then discharged through the exhaust funnel in accordance with the height requirements. The organized emission of particulate matter, SO2 and NOX shall be in accordance with the requirements of < About Printing and Distribution >. Comprehensive air pollution control scheme for industrial furnaces and kilns The emission limits of air pollutants from industrial furnaces and kilns (SO2 ≤ 200mg/m3, NOx ≤ 300mg/m3, particulate matter ≤ 30mg/m3) are required in the Notice of Environmental Protection (No.56, 2019). The asphalt smoke emission shall comply with the requirements of Table 4 of the Emission Standard of Air Pollutants for Industrial Kilns and Furnaces (GB9087-1996), and the benzo [a] pyrene and non-methane total hydrocarbon emissions shall comply with the requirements of Table 2 of the Integrated Emission Standard of Air Pollutants (GB16297-1996); Canteen oil fume exhaust gas is treated by oil fume purification equipment and discharged through the roof exhaust funnel after meeting the relevant limit requirements in the Emission Standard for Oil Fume in Catering Industry (GB18483-2001).

Implement energy-saving technological transformation, establish energy management system, and realize no increase in greenhouse gas emissions.

3. Strengthen the protection of water environment. The vehicle washing wastewater is used for sprinkling and dust suppression in the plant area after being treated by the sedimentation tank; the asphalt smoke condensation wastewater from the water spray tower is collected and reused for the production of emulsified asphalt without being discharged; the domestic sewage is treated by the septic tank and discharged into the municipal sewage treatment plant after meeting the limit value of Class III standard in the Integrated Wastewater Discharge Standard (GB8978-1996).

4. Strictly control the environmental impact of noise. The noise emission at the boundary of the project must meet the requirements of Class 3 standard in the Emission Standard for Industrial Enterprises Noise at Boundary (GB12348-2008).

5. Strengthen solid waste management. Unqualified products, dedusting ash collected by the deduster, dripping asphalt, mixing residue, etc. are reused for production; hazardous wastes such as waste heat transfer oil, waste UV lamp tube, waste activated carbon, waste engine oil, etc. are classified and temporarily stored in the temporary storage room for hazardous wastes in the plant area, and transferred to qualified units for disposal. The project shall build general solid waste temporary storage and hazardous waste temporary storage with sufficient capacity in the plant area, which shall be managed in strict accordance with the requirements of the Standard for Pollution Control on the Storage and Disposal Site of General Industrial Solid Waste (GB18599-2020) and the Standard for Pollution Control on Hazardous Waste Storage (GB18597-2023).

6. Do a good job of project environmental information disclosure and establish and improve relevant systems. Construction units must strictly implement the relevant requirements of the Information Disclosure Mechanism Scheme for Environmental Impact Assessment of Construction Projects and the Measures for Public Participation in Environmental Impact Assessment.

7. Strictly implement other environmental impact prevention and control measures proposed in the EIA report to ensure that pollutants meet the discharge standards.

3. The project construction must strictly implement the "three simultaneous systems" of environmental protection in which the supporting environmental protection facilities and the main project are designed, constructed and put into operation at the same time. The project must develop and implement an environmental monitoring plan in accordance with the relevant provisions on pollutant discharge permits and self-monitoring, and apply for a pollutant discharge permit before starting production facilities or actually discharging pollutants. After the completion of the construction project, the construction unit shall independently check and accept the supporting environmental protection facilities.

4. If the nature, scale, location or pollution prevention measures of the project have changed significantly, the environmental impact assessment documents of the project shall be re-submitted for approval before the start of construction.
