According to the Regulations on the Management of Sand Mining in Rivers of Guangdong Province, sand mining without a license for sand mining in rivers may be ordered by the water administration department of the people's government at or above the county level to stop the illegal act, confiscate the illegal income, impose a fine of not less than 500000 yuan but not more than 1 million yuan, and confiscate the illegal sand mining tools; Those who endanger flood control safety, damage engineering facilities, damage water ecological environment and destroy mineral resources constitute crimes shall be investigated for criminal responsibility according to law.
